Classification Standard

 

            Positions in this series perform professional engineering work connected with the design and/or construction of building mechanical installations:  heating, ventilating, air conditioning, plumbing, sanitary facilities, refrigeration, illumination, elevator, kitchen equipment, and laboratory equipment.  In some instances, they also are concerned with electrical installation.  Related occupational series include Building Construction Engineer, which supervises all work on contract building construction projects; Construction Superintendent, which inspects construction but does not apply engineering knowledge to interpretation of plans and to passing upon changes in contract specifications; and the various specialized engineering, estimating, and specifications-writing series. 

 

            ASSISTANT MECHANICAL CONSTRUCTION ENGINEER inspects mechanical and electrical installations on State building construction projects to assure adherence to plans, specifications, contracts, and standards of good workmanship.  The incumbent makes reports on adjustments to be made in mechanical designs and may also assist in preparing estimates and coordinating various mechanical contracts to avoid delays in construction.  QUALIFICATIONS:  Promotion:  One year of permanent competitive service in an engineering position allocated to Grade 15. 

 

            SENIOR MECHANICAL CONSTRUCTION ENGINEER, under general supervision, is responsible for and supervises either planning, designing, construction, and/or reconstruction of mechanical elements in buildings, public housing projects, or housing company projects:  may make recommendations concerning the planning, design, economy and efficiency of building mechanical work; reviews and consults on plans, specifications, and estimates for mechanical installations; prepares mechanical design bulletins, fuel consumption and cost data, installation specifications, and other details; inspects or supervises the installation of mechanical equipment; interprets plans and specifications for construction purposes; directs and consults with State construction advisors, architects, and engineers with respect to supervision of mechanical  installations; makes final inspections and capacity tests on mechanical installations and submits recommendations for contract payments; investigates and advises on new engineering methods and materials.  QUALIFICATIONS:  Professional engineer's license and Promotion:  Two years of permanent service as (a) Assistant Mechanical Construction Engineer or (b) in an engineering position allocated to Grade 19. 

 

            ASSOCIATE MECHANICAL CONSTRUCTION ENGINEER, under general direction, is responsible for and supervises either planning, designing, construction, and/or reconstruction of the largest and most complex mechanical elements in buildings, public housing projects, or housing company projects.  In the Division of Housing, reviews plans and specifications for plumbing, heating, and ventilating systems, including power plants, incinerators, and similar assemblies, for housing projects submitted by local housing authorities and housing companies:  attends meetings and advises Consulting Engineers in the design of mechanical systems to meet the minimum requirements of the Division; during the construction phase, reviews and approves all mechanical shop drawings; reviews and approves recommended solutions and/or advises the consulting engineers with respect to solutions to problems that arise in the construction of the mechanical work; advises field men on the installation and inspection of mechanical work in projects under construction; recommends action on the advisability of issuing mechanical change orders and on the cost involved by such changes; during management of the projects, studies and reviews reports submitted by consulting engineers in connection with changes or problems with the mechanical work and makes recommendations.  QUALIFICATIONS:  Professional engineers license and Promotion:  Two years of permanent service as (a) Senior Mechanical Construction Engineer or (b) in an engineering position allocated to Grade 23. 

 

            SENIOR BUILDING MECHANICAL ENGINEER under supervision, prepares, reviews, and analyzes provisions of the State Building Construction Code, Code Manual, Housing Code, and Rules and Regulations of the Multiple Residence Law with special regard to mechanical equipment in buildings, including heating, ventilating, air conditioning and electrical equipment:  conducts studies in municipalities where applicable to determine need for and recommends modifications or revisions of the Code as dictated by local conditions and experience; examines and comments on plans and specifications for building construction submitted by building officials of municipalities operating under the State Building Construction Code; consults with architects, engineers and builders regarding interpretation of the State Building Construction Code and the generally accepted standards for building construction.  QUALIFICATIONS:  Open Competitive:  Professional engineer's license and two years of professional experience in building mechanical engineering. 


 

            ASSOCIATE BUILDING MECHANICAL ENGINEER in the Division of Housing, Building Codes Bureau, reviews and analyzes provisions of the State Building Construction Code, Code Manual and Rules and Regulations of the Multiple Residence Law with special regard to mechanical equipment in buildings, including gas piping, heating, ventilating, air conditioning, incinerators, flammable liquids, standpipes, sprinklers and watchman's systems:  makes recommendations for future editions of the Code, regarding the use of new materials, methods and devices; reviews and analyzes other building codes and recommends changes in the State Building Construction Code; review and analyzes annual editions of standards on mechanical equipment issued by national safety organizations, and makes recommendations for their inclusion in the Code and in the list of generally accepted standards applicable to the State Building Construction Code; examines and comments on plans and specifications submitted by building officials of municipalities operating under the State Building Construction Code; consults with building officials, architects, engineers and representatives of the building industry on questions and comments on the Code; examines and analyzes data submitted for Certificates of Acceptability and prepares technical reports regarding the compliance of mechanical building equipment devices with the requirements of the Code; reviews action taken by Underwriters' Laboratories, Board of Standards and Appeals of New York City, and Building Officials Conference of America on mechanical equipment submitted for their approval; represents the Bureau of National Code Committees for development of rules and regulations for safe installation of mechanical building equipment; as directed, makes field inspections requested by building officials, and represents the Bureau at public conferences relative to building code work.  QUALIFICATIONS:  Professional engineer's license and four years of professional experience in building mechanical engineering including two years in a responsible supervisory capacity.
