Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

          Environmental Engineers 2 apply professional engineering knowledge in a major segment of an environmental quality program such as wastewater management, solid waste management, water pollution control, air pollution control, hazardous waste management and remediation, or petroleum spill prevention, response and remediation.  Environmental Engineers 2 are chiefly employed by the Department of Environmental Conservation, but positions are also classified for the Thruway Authority, the Lake George Park Commission and the Department of Agriculture and Markets.  Environmental Engineers 2 within the Department of Environmental Conservation are assigned to either the central or a regional office. 

 

DISTINGUISHING CHARACTERISTICS

 

          ENVIRONMENTAL ENGINEER 2: under the general direction of a higher level licensed engineer, incumbents perform the full range of professional environmental engineering activities in a broad variety of Department of Environmental Conservation programs responsible for environmental monitoring, planning, protection, regulation and remediation activities.  Incumbents will plan, design, evaluate and supervise the implementation of major program and enforcement initiatives, review and complete larger and more complex projects. Incumbents may train and supervise lower-level engineers, technicians and program specialists, consultants and support staff.  Environmental Engineers 2 are distinguished from Environmental Engineers 1 by their performance of larger and more complex projects and portions of projects, the performance of engineering assignments requiring a professional engineering license, and the supervision and review of the activities of lower-level engineering and technical staff.  A description of the title of Environmental Engineer (Civil) 2 is found in the attachment.

 

RELATED CLASSES

 

          Environmental Engineers 1 provide engineering review, design and oversight in a broad variety of Department of Environmental Conservation programs responsible for environmental monitoring, protection, regulation, and remediation activities; may supervise lower-level technical support staff. The complexity of duties performed at this level does not require possession of a professional engineering license.

 

          Civil Engineers 2 perform civil engineering work involving the full range of professional activity in the planning, design, inspection, construction supervision, maintenance and technical review and evaluation of roads, bridges, railroads, airport structures, materials, bedrock and geotechnical conditions, waterways, traffic control systems and intersections and related structures and equipment. Incumbents may also be assigned to review consultant and contractor plans and estimates, or serve as construction project managers.

 

          Senior Park Engineers perform professional activities, requiring specialized training and education, to design, construct, rehabilitate, maintain, and inspect agency infrastructure, such as swimming pools, tennis courts, playgrounds, boat launches, beaches, pavilions, and marinas, buildings, roads, bridges, and water and sewage systems.

 

ILLUSTRATIVE DUTIES

 

Environmental Engineers 2 may be assigned to one or more program areas, depending on departmental program and operating needs.

 

Oversees the design, installation and operation of environmental monitoring networks, studies and quality assurance systems.  Provides technical direction to staff in the performance of Quality Assurance Audits at various commercial and/or industrial sites and prepares summaries and presentation for program reports.  Reviews monitoring results for compliance with federal and State law and departmental standards and policies.

 

Reviews designs, plans and specifications prepared by subordinates, contractors, municipalities, and commercial/industrial entities for quality, effectiveness, technical accuracy and compliance with departmental standards and policies as well as professional engineering standards.  Approves engineering designs, feasibility studies and other technical documents that are submitted by licensed professional engineers.

 

Develops prevention and abatement programs to alleviate existing practices leading to environmental pollution.

 

Manages and oversees inspection activities.

 

-        Performs inspections, analyzes data for regulatory impacts, and develops a plan for corrective action.

 

-        Conducts follow-up work, including formal enforcement action, to ensure that responsible parties perform remedial work to correct identified deficiencies.

 

Develops technical components of legal cases and presents testimony regarding technical engineering issues pertaining to projects or proposed projects. 

 

Provides technical oversight in the permit application process; drafts permit conditions; and reviews subordinate engineers recommendations regarding permit applications.

 

As a representative of the Department, coordinates agency-wide, interagency, and intergovernmental remediation projects and initiatives.  

 

-        Works cooperatively with other bureaus and regulatory agencies to identify and resolve multimedia environmental problems.

 

-        Engages in project planning activities with agency staff and representatives of other State, federal and local agencies and governments.

 

Prepares designs, plans, specifications, cost estimates, environmental assessments and land requirements for new construction and repair and rehabilitation for environmental facilities in accordance with professional engineering standards.  Reviews comparative studies and state of the art technology to determine the most appropriate and economic project proposal.  Interprets design and contractual requirements.

 

Provides technical direction, oversight and management for consultant projects.  Prepares detailed scopes of work for consultant assignments.

 

-        Prepares Requests for Proposals (RFPs), reviews submitted proposals, and recommends selection of project consultant.

 

-        Negotiates terms of contract, evaluates contract terms, and prepares contract amendments as necessary.

 

-        Approves project budgets and manages budget compliance during project implementation.

 

-        Resolves disputes regarding the interpretation of contracts and contractor compliance.  Evaluates proposals, alternatives and conclusions prepared by consultants.

 

Supervises and oversees the work of subordinate engineers, technicians, and administrative support staff.

 

-        Outlines and assigns projects, providing specific instruction for more complex projects.

 

-        Reviews work for accuracy, completeness, cost, practicality, and compliance with project objectives.

 

-        Monitors assigned projects to assure completion of scheduled work in    accordance with work plans.

 

-        Evaluates employee performance.

 

-        Designs and conducts training for subordinate staff and provides input into professional development activities.

 

Promotes the development of effective measures for the protection of environmental resources with municipalities, commercial concerns and industries.

 

-        Provides technical assistance and information to the regulated community, municipalities, public officials, the public, advocacy groups and other interested parties regarding projects and activities.

 

-        Interprets the technical requirements of State and federal laws, rules and regulations governing the use and protection of natural resources of the State for local officials and the regulated community.

 

-        Oversees implementation of public education initiatives.

 

Participates in the development, evaluation, implementation, and revision of engineering policies, procedures and standards.

 

Serves as project manager for special studies, manages project budget, and prepares related reports.

 

Summarizes data for annual reports and annual budget requests.

 

MINIMUM QUALIFICATIONS

 

Promotion:  One year of permanent competitive service as an Environmental Engineer 1 or Environmental Engineer (Civil) 1 and possession of a professional engineers license and current registration.

Parenthetics Attachment

 

          Positions classified with the parenthetic Civil perform professional engineering work requiring a professional engineering license and serve as Project Engineer of a major construction project or of a group of smaller construction projects.  Incumbents plan, design, inspect, and prepare contract documents and estimates for, and supervise the construction and maintenance of environmental educational and recreational facilities including requisite water and wastewater treatment, bridges, drainage structures, dams, buildings, ski lifts and appurtenances, wildlife facilities, roads and trails.  At the 2 level, under the general direction of a higher level licensed professional engineer, incumbents have immediate supervisory responsibility for large construction projects and inspection initiatives or supervise lower-level staff involved in the design and/or construction of various projects.
