BRIEF DESCRIPTION OF CLASS SERIES

 

 

Positions in this series serve as project managers on automated cartographic production projects.  Incumbents may be responsible for the management of computer-based cartographic information  developing, or assisting in the development and maintenance of, Geographic Information Systems (GIS)  and/or carryout or assist with photogrammetry related tasks such as inspecting and evaluating contractor prepared aerial photography; performing aerotriangulation; operating analytical stereoplotters; and project planning and documentation. 

 

These positions are classified at various State agencies, with a majority of positions at the Department of Transportation (DOT).

 

DISTINGUISHING CHARACTERISTICS

 

MAPPING TECHNOLOGIST 1: entry level; performs duties requiring knowledge of mapping theory and principles and the ability to apply this knowledge in evaluating and preparing mapping products.

 

Mapping Technologist 2: full performance level; advanced or principal user of mapping programs requires a high degree of technical expertise on mapping applications.

 

Mapping Technologist 3: first supervisory level; supervises subordinate mapping and technical staff, plans, directs, and reviews major projects, and serves as head of a mapping section.

 

Mapping Technologist 4: second supervisory level; manages and directs subordinate mapping and technical staff engaged in the planning, directing, and reviewing of complex mapping projects.  Incumbents in these positions typically oversee a mapping functional group and/or section.

 

Chief Mapping Technologist: director; manages and directs subordinate mapping and technical staff engaged in the planning, directing, and reviewing of complex mapping projects.  Incumbents in these positions oversee an entire mapping functional group/program with multiple sections.

 

RELATED CLASSES

 

Mapping Technicians assist in the production of new and revised maps, including general purpose base maps and more specialized thematic maps.  They are involved with map compilation form aerial photography, construction plans and other source materials; map delineation by ink drafting or negative scribing; applications of type tick up; preparation of index and status maps; preparation of materials for reproduction; and maintenance of map stocks, supplies and equipment. Incumbents also install, maintain and use the Geographic Information System and assist in supervision, project controls, training of subordinate personnel, map design, project planning, and specification and procedure writing.

 

ILLUSTRATIVE DUTIES

 

Mapping Technologist 1

 

May assist in aerotriangulation (AT).

 

-    Reviews photos using stereo glasses or scanned photos using a specialized software.

 

May assist in creating orthomosaics.

 

-    Utilizes specialized software to merge individual photo titles together and/or change the tiles associated coordinate system.

 

Ensures quality of in-house and/or contractor-prepared mapping.

 

-    Follows assigned organizational units procedures, reviews and evaluates contract vendors mapping products for acceptability.

 

-    Reviews mapping design files produced in-house or by contract vendors and verifies that all features within the photographed or mapped area have been compiled.

 

-    Edits mapping design files as needed and correct features as required.

 

Performs digital file management activities.

 

-    Adds new mapping projects to the appropriate mapping index/database/project log file.

 

-    Modifies existing projects in mapping indices/databases/project log files per additional mapping.

 

Assists in the development and documentation of policies, procedures, specifications, and standards to achieve highly accurate and quality mapping products in the most efficient manner.

 

-    Revises procedures to remain consistent with current software in use.

 

Assists higher-level Mapping Technologists with responsibility for portions of more complex automated projects, project management of computer-based cartographic information, and development and maintenance of computer-based cartographic information systems.

 

 

Mapping Technologist 2

 

May perform all of the same duties and functions as a Mapping Technologist 1.

 

May assist in planning, acquisition, and evaluation of aerial photography.

 

-        At DOT, in consultation with photogrammetry staff, regional DOT survey staff, and photography vendors, draws up flight plans and diagrams for use in photogrammetry.

 

-        Uses photogrammetric workstations for the compilation of the more demanding mapping and digital terrain models (DTMs) following standard specifications and procedures.

 

-        Reviews field survey control point selection, including layout of horizontal and vertical control point patterns, the creation of targeting diagrams, and the review of control selected by technicians.

 

-        Works with surveyors to ensure efficient integration of survey data with the photogrammetric process.

 

May perform aerotriangulation.

 

-        Performs aerotriangulation functions, including control selection and aerotriangulation point measurement, adjustment, and analysis of more complex projects.

 

-        Performs project-based error analysis of aerotriangulation data.

 

-    Collects, processes, and analyzes airborne global positions systems data to serve as accurate control input data for the aerotriangulation process.

 

Conducts research and development activities and system support for new technical applications, automated functions, and equipment.

 

Attends, participates in and conducts meetings.

 

Updates mapping web pages and other mapping related information sources, for internal and/or public use.

 

Assists higher-level Mapping Technologists with responsibility for portions of more complex automated projects, project management of computer-based  cartographic information, and development and maintenance of computer-based cartographic information systems.

 

May supervise subordinate staff, including contract staff.

 

-        Determines staff work assignments and priorities; reviews, monitors, and evaluates staff and work products; approves leave and tracks time and attendance; completes performance evaluations; trains staff, including staff from other agencies; and approves leave tracks time and attendance.

 

Mapping Technologist 3

 

May perform all of the same duties and functions as a Mapping Technologist 1 and 2.

 

Manages a mapping section.

 

-        Develops procedures and workflows to incorporate new technology and software into the mapping program.

 

-        Represents a mapping functional group at State, regional, or local meetings.

 

Supervises subordinate staff that may be supplemented with contract staff.

 

-    Determines staff work assignments and priorities; reviews, monitors, and evaluates staff and work products; approves leave and tracks time and attendance; completes performance evaluations; trains staff, including staff from other agencies; approves leave track time and attendance; and develops and maintains computer-based cartographic information systems tools and procedures.

 

Develops content and design criteria for organizational units internal website and/or public website

 

Performs project-based error analysis of mapping data.

 

Mapping Technologist 4

 

May perform all of the same duties and functions as lower-level Mapping Technologists.

 

Coordinates projects and data among multiple sections of a mapping functional group.

 

Assists the Chief Mapping Technologist or higher-level management in the planning, development, implementation, and evaluation of mapping policies and procedures.

 

-        Assists management in developing plans to measure the operational productivity of the assigned organizational unit and to identify strengths and weakness in existing procedures; assists in the development and implementation of new and improved procedures.

 

-    Oversees the activities of subordinate staff to ensure that policies, procedures, and standards are applied consistently and that management and administrative practices of the operational sections are handled in accordance with the policies.

 

Represents management, and the agency in meetings and in daily contacts with a wide variety of internal and external customers, including:  other divisions, agency executive staff, other State agencies, vendors, and advocacy groups; provide information and advice to other to other Department personnel regarding subject matter.

 

Supervises multiple sections of a mapping functional group.

 

-    Determines staff work assignments and priorities; reviews, monitors, and evaluates staff and work products; approves leave and tracks time and attendance; completes performance evaluations; trains staff, including staff from other agencies; approves leave tracks time and attendance; and develops and maintains computer-based cartographic information systems tools and procedures.

 

Schedules, coordinates, and participates in the assigned organizational units training activities, ensuring that necessary training is identified and available, and coordinate employee nomination and attendance.

May perform all of the same duties and functions as as lower-level Mapping Technologists.

 

Directs the mapping program for an agency.

 

-        Works with region design groups to establish project priorities.

 

-        Oversees quality assurance and control of all mapping products and services.

 

-        Provides technical assistance on all available computer-based  cartographic information systems and products.

 

Manages preparation and periodic revision of all standards specifications, and procedures for in-house and consultant mapping programs and products.

 

-        Schedules and allocates workload based upon project priorities.

 

-    Oversees the activities of subordinate staff to ensure that policies, procedures, and standards are applied consistently and that management and administrative practices of the operational sections are handled in accordance with policies.

 

Leads, conducts, and or participates in special projects.

 

Coordinates the day-to-day administrative activities necessary for the operation of the assigned organizational unit, including the supervision of subordinate and contracted staff.

 

MINIMUM QUALIFICATIONS

 

Mapping Technologist 1

 

Open Competitive:  bachelors degree, including or supplemented by 21 semester credit hours in Geographic Information Systems (GIS), surveying, cartography, and/or photogrammetry; and nine additional semester credit hours in any combination of cartography, photogrammetry, GIS, computer science, remote sensing, photo interpretation, statistics, and/or surveying.

 

Mapping Technologist 2

 

Promotion:  one year of service as a Mapping Technologist 1 or Mapping Technician 3.

 

Open Competitive:  bachelors degree, including or supplemented by 21 semester credit hours in Geographic Information Systems (GIS), surveying, cartography, and/or photogrammetry, and nine additional semester credit hours in any combination of cartography, photogrammetry, GIS, computer science, remote sensing, photo interpretation, statistics, and/or surveying AND two years of professional experience making recommendations and decisions relating to the selection, planning, and production of mapping projects and independent research and evaluation activities which require the knowledge and application of the technical principles and practices of GIS and/or photogrammetry.

 

Substitutions: a masters degree in cartography, photogrammetry, surveying, or GIS can be substituted for the educational requirement and for one year of the required experience. 

 

Mapping Technologist 3

 

Promotion:  one year of service as a Mapping Technologist 2.
