Brief Description of Class

 

Executive Directors Psychiatric Center serve as the Chief Executive Officers of Office of Mental Health (OMH) psychiatric centers and perform the duties and functions prescribed in Section 7.21 of the New York State Mental Hygiene Law.  Incumbents lead, coordinate, and direct all clinical and non-clinical programs, activities, and services provided by a psychiatric center.

 

Positions are non-competitive and classified in OMH.

 

 

Distinguishing Characteristics

 

Executive Director Psychiatric Center: under the general direction of the Commissioner of OMH or his/her designee, serves as the Chief Executive Officer of a psychiatric center; develops and implements facility-wide policies, procedures, strategic plans, and objectives in accordance with standards, rules, and regulations; and ensures that the facility’s mission aligns with the overall mission of OMH.

 

 

Illustrative Tasks

 

          Executive Director Psychiatric Center

 

Leads, coordinates, and directs the activities of the facility’s executive cabinet.

 

Oversees the administration of all facility operations and programs, including psychiatric, medical, and non-medical inpatient and outpatient program operations, quality management activities, and administrative services. 

 

Ensures facility compliance with the standards, rules, and regulations of OMH and external accrediting bodies.

 

Identifies service needs in the geographic area served by the facility; and develops and maintains programs and service opportunities to meet those needs. 

 

Ensures the development and administration of treatment modalities; and coordinates and directs the development of evidenced-based practices and innovative approaches to care and treatment.

 

Establishes and develops cooperative working relationships with appropriate local government units, voluntary provider organizations, and other interested parties within the community to ensure a balanced and integrated mental health delivery system. 

 

Works closely with OMH Central Office, Field Offices, and community providers to ensure the continuity and quality of care, effective service delivery, and that facility operations successfully align with the overall mission of OMH. 

 

In facilities where the incumbent is a qualified physician, s/he also provides medical leadership for the psychiatric center.

 

 

Minimum Qualifications

 

Executive Director Psychiatric Center

 

Non-Competitive: A master’s or higher-level degree in a mental hygiene discipline, hospital, healthcare, public or business administration, human services, or other related field; and nine years of experience providing services to people diagnosed with mental illness, five years of which must have been at a managerial level, including one year in a high-level leadership position comparable to an executive staff level position in a psychiatric center, research institute, or developmental center; OR

 

Possession of a license and current registration to practice medicine in New York State or a limited permit to practice medicine in New York State and licensure in another state or Canada; and seven years of experience providing services to people diagnosed with mental illness, two years of which must have been at a managerial level, including one year in a high-level leadership position comparable to an executive staff level position in a psychiatric center, research institute, or developmental center.
