BRIEF DESCRIPTION OF CLASS SERIES

 

Incumbents are responsible for the administration and management of Forensic Services at the Office for People With Developmental Disabilities (OPWDD); coordinate the operations of secure residential programs; formulate statewide policy and interpretation, and coordinate implementation procedures in secure facilities; and manage both the Statewide Forensic Advisory Committee and the Statewide Central Admissions Committee.  Incumbents at OPWDD assist in the total care of consumers, and as such perform various duties and functions in conjunction with the overall operation of a facility and/or location to which they are assigned.

 

            This position is located at OPWDD Main Office.

 

DISTINGUISHING CHARACTERISTICS

 

DEVELOPMENTAL DISABILITIES FORENSIC PROGRAM ADMINISTRATOR:  managerial level; one position class; assists the Director in coordinating the operation of secure residential programs.

 

RELATED CLASSES

 

            Forensic Services Program Administrators are responsible for the planning, coordination, and administration of the delivery of service for a forensic mental health program or multiple correctional facility-based programs.

 

            Directors, Center for Intensive Treatment, are responsible for the residential and day services, as well as supervision of staff, at the Center for Intensive Treatment (CIT).  In addition, incumbents are responsible for all forensic services in the Upstate region.

 

ILLUSTRATIVE DUTIES

 

Assist the Director in coordinating the operation of secure residential programs.

 

 

Provide education and consultation for local governments, Developmental Disabilities Services Offices (DDSOs), the Division of Criminal Justice Services (DCJS), and the Department of Corrections and Community Supervision (DOCCS) on developmentally disabled offenders.

 

 

Coordinate the updating and maintenance of data tracking systems.

           

Conduct program reviews and audits of secure and non-secure facilities as directed.

 

Conduct offender-specific expert assessments for individuals in DDSOs and secure facilities.

 

 

MINIMUM QUALIFICATIONS

 

Open Competitive:  Masters degree in criminal justice, criminology, or another recognized OPWDD discipline and four years of progressively responsible administrative experience in the delivery of services to persons with developmental disabilities.  Two years of this administrative experience must have been in the area of forensic services, including at least one year in a major management capacity involving statewide administration of a forensic program for persons with developmental disabilities.
