Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this title series direct the development, implementation, management, and evaluation of mental health programs that have a statewide focus and/or impact.  Incumbents function as executive level managers; participate in strategic planning, policy, and decision making regarding new programs and services, and changes to existing programs and services; develop and implement policy recommendations based on operational needs; and represent assigned programs on management committees that affect agency policy. 

 

          These positions are non-competitive and classified at the Office of Mental Health (OMH). 

 

DISTINGUISHING CHARACTERISTICS

 

          MENTAL HEALTH PROGRAM MANAGER 1: director level; reports to a Mental Health Program Manager 2, or other high level executive; manages a statewide program or bureau and supervises its staff; or functions as deputy director to a Mental Health Program Manager 2, or other high level executive. 

 

          MENTAL HEALTH PROGRAM MANAGER 2: director level; reports to a higher level executive; manages multiple programs and/or bureaus, including supervision of several managerial and director level titles; or functions as a deputy director to a higher level executive.

Mental Health Program Specialists develop, license, oversee, and/or regulate a broad range of mental health programs operated by State and/or local service delivery systems to foster the delivery of safe, high quality, evidenced-based services to individuals receiving behavioral health services. 

 

ILLUSTRATIVE DUTIES

 

          MENTAL HEALTH PROGRAM MANAGER 1

Directs, manages, and oversees the operations and activities of a mental health program or bureau.

 

·       Directs program planning, implementation, evaluation, and monitoring activities; provides recommendations to executive staff concerning program development, improvement, viability, and potential impacts to access as it pertains to service delivery.

 

·       Oversees and develops key performance indicators, monitors program performance; identifies opportunities for improvement, and makes recommendations to executive staff for program changes. 

 

·       Develops and implements policy recommendations based on operational needs.

 

·       Directs, manages, and oversees the development of policy implementation plans; interprets and provides feedback on policy to executive staff to ensure consistency and compliance with federal and State laws, rules, and regulations. 

 

·       Provides policy and program direction to OMH Central and Field Office staff, local government units, and other providers to build consensus and ensure that the development and implementation of programs is consistent with the agencys mission and goals. 

 

·       Communicates directives and policy changes to providers and facility executive directors; assesses theirs needs to carry out implementation strategies, and oversees implementation. 

 

·       Maintains ongoing communication with and periodically visits programs throughout the State to ensure consistent interpretation and application of program policy. 

 

·       Prepares program legislation and regulatory proposals in conjunction with executive staff and other managers, and serves as interagency liaison on such proposals as needed.

 

·       Works with Central Office staff to develop resource allocation methodologies for personal services and non-personal services, and manages use of these resources throughout the fiscal year. 

 

·       Oversees and manages contractor performance to ensure consistency with agency plans. 

 

·       Represents OMH with federal and State agencies, community organizations, local government officials, providers, advocates, and stakeholders to promote agency programs and resolve problems.

 

·       Identifies strategic priorities, establishes objectives, and determines methods to review and evaluate programs.

 

·       Develops and directs the development of new agency programs, policies, systems organization, and procedures in conjunction with executive staff.

 

·       Implements policy decisions, and works directly with other OMH directors to obtain necessary new legislation, legal opinions, staff services, education programs, and information technology assistance for optimum operating efficiency. 

 

·       Oversees and coordinates the completion and submission of all State, legislative, and federally mandated periodic reports, assessments, and analyses. 

 

·       Provides feedback to executive level staff concerning programs and their potential financial impact to the program budget.

 

·       Directs the preparation of annual budget requests.       

 

Supervises bureau staff. 

 

·       Analyzes staffing distribution within assigned program, and directs staff deployment to meet program needs and priorities. 

 

·       Determines and oversees staff assignments and reassignments; reviews, monitors, and evaluates staff performance. 

 

·       Identifies training needs and arranges for the provision of training.

 

May serve as deputy director to a Mental Health Program Manager 2 and as director in his/her absence. 

 

          MENTAL HEALTH PROGRAM MANAGER 2

 

May perform all the same duties and activities as a Mental Health Program Manager 1.

 

Directs, manages, and oversees the operations and activities of multiple programs and/ or bureaus. 

 

May serve as deputy director to a higher level executive and as director in his/her absence. 

 

MINIMUM QUALIFICATIONS

 

MENTAL HEALTH PROGRAM MANAGER 1

 

Non-Competitive: a bachelors degree in a human services field, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas:

 

1.     Policy development for a statewide mental health, public health, health care, and/or managed care program.

 

2.     Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program.

 

3.     Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program.

 

4.      As a county director of mental health. 

 

MENTAL HEALTH PROGRAM MANAGER 2

 

Non-competitive: a bachelors degree in a human services field, hospital, healthcare, public, or business administration, or related field; and eight years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, three years of which must have included managerial experience in at least one of the areas noted above in the Mental Health Program Manager 1 minimum qualifications.
