Classification Standard

 

            Positions in this class provide general medical care and treatment for residents of State institutions.

 

            Positions concerned exclusively with public health medical services are classified in the Public Health Physician Series.

 

            CLINICAL PHYSICIAN 3, in a State institution, serves as Chief of Service of a major medical treatment unit and is responsible for the development, implementation, and administration of services:  plans, coordinates, and directs the entire treatment program in his/her service; assigns appropriate goals and standards for the unit; prescribes specific treatment for each individual resident, including activities in occupational therapy, recreation therapy, and physical therapy; discusses medical problems with the physician and psychiatric problems with the psychiatrist assigned to the unit; provides and supervises necessary professional medical services, including minor surgery, light therapy, thermotherapy, hydrotherapy, diathermy, electrosurgery, kinesitherapy and diagnostic and testing procedures; reviews program standards and objectives and changes in them to determine their appropriateness; serves as a member of the institution Executive Committee; coordinates the program with other institution units; discusses status and treatment of patients with parents or relatives; interviews prospective staff for positions in physical therapy, nursing, social services, psychology, and education; works with and advises community leaders, organizations, and agencies to develop community mental health services; investigates complaints; chairs a screening committee to diagnose new admissions and their treatment; prepares annual unit budget.  QUALIFICATIONS:  Promotion:  one year of permanent service as Clinical Physician 2 and completion of 150 hours of continuing education during the three years prior to appointment of the quality and quantity required for continued membership in the American Academy of General Practice.  Open Competitive:  license to practice medicine in the United States, District of Columbia, or possession of a Canadian license issued on the basis of a written examination, completion of an internship, and six years of experience as a practicing physician, one year of which must have been in a supervisory or administrative capacity.  In addition, candidates must have completed at least 150 hours of continuing education during the three years prior to appointment of the quality and quantity required for continued membership in the American Academy of General Practice.
