Classification Standard

BRIEF DESCRIPTION OF CLASS SERIES

Psychiatrists are licensed physicians who are certified in psychiatry by the American Board of Psychiatry and Neurology (ABPN).  Incumbents conduct psychiatric evaluations and examinations; diagnose conditions and prescribe treatments; collaborate with other health care providers and disciplines to achieve treatment goals and objectives; and provide a variety psychiatric treatment services to individuals* in accordance with Article 131 of the Education Law and ABPN standards of care.

Positions are classified in the Office of Mental Health, Office of Children and Family Services, Department of Corrections and Community Supervision, and the Office for People With Developmental Disabilities. 

^*Individual refers to a person who is being treated or cared for, and is used in place of patient, client, or other nomenclature specific to an agency.

DISTINGUISHING CHARACTERISTICS

          ASSISTANT PSYCHIATRIST: assists in providing psychiatric care and treatment services, typically under the direction of a licensed psychiatrist or supervising physician.

          PSYCHIATRIST (PART TIME):  diagnoses, treats, prescribes, and provides psychiatric care and treatment services on a part-time basis, typically under the general direction of a Psychiatrist 2 or other supervising physician.

          PSYCHIATRIST 1:  diagnoses, treats, prescribes, and provides psychiatric care and treatment services to assigned individuals, typically under the general direction of a Psychiatrist 2 or other supervising physician.

          PSYCHIATRIST 2: independently diagnoses, treats, prescribes, and provides psychiatric care and treatment services to assigned individuals; provides clinical supervision and guidance to Assistant Psychiatrists, Psychiatrists 1, physicians, and/or other medical providers; and may manage and supervise psychiatric care and treatment services for an assigned facility, unit, or program.

          PSYCHIATRIST 3:  serves as chief of service; manages, directs, and administers psychiatric care and treatment services for an assigned facility(s), unit(s), or program(s); develops, implements, and revises clinical policies and procedures; and directly supervises Psychiatrists, physicians, and/or other medical providers.  

RELATED CLASSES

          Clinical Physicians are licensed physicians who provide a variety of general medical care and treatment services to individuals in accordance with Article 131 of the Education Law.

          Medical Specialists are licensed physicians who are certified in a medical specialty by a Member Board of the American Board of Medical Specialties (ABMS), and provide medical care and treatment services within a specialty area of practice in accordance with Article 131 of the Education Law and ABMS standards of care.

ILLUSTRATIVE DUTIES

Provides a variety of psychiatric care and treatment services to assigned individuals, or for a facility, unit, and/or program.

·       Obtains, reviews, clarifies, updates, and records individual information, such as psychiatric and medical histories, test results, diagnoses, prescribed treatments, and individual responses.

·       Conducts psychiatric screenings, evaluations, and examinations; orders, performs, and interprets diagnostic tests and procedures; determines and/or confirms diagnoses; and treats a variety of psychiatric conditions.

·       Prescribes and/or administers psychiatric treatments, medications, therapies, and/or other care to treat individual conditions; conducts follow-up examinations and monitors individual conditions, modifying treatment as needed.

·       Collaborates with other health care professionals and disciplines to achieve treatment goals and objectives, and ensure continuity of care.

·       Explains and discusses procedures, test results, diagnoses, and prescribed treatments with individuals, families, and caregivers; and answers questions.

·       Refers individuals to other health care providers based on diagnostic and treatment needs.

·       Assesses individuals for admission, transfer, or discharge to and from treatment programs, facilities, or units. 

·       Participates in discharge planning, and recommends or approves individual discharges.

·       Maintains documentation consistent with agency, State, and federal requirements.

Supervises individual care activities; and prescribes, orders, and oversees the administration of treatments.

·       Consults with and advises other Psychiatrists, physicians, medical providers, and health care disciplines on diagnoses and treatment plans; and reviews and approves treatment recommendations.

·       Provides clinical supervision, guidance, and training to other medical professionals, nursing, and direct care staff; and monitors the coordination and implementation of care.

·       Reviews individual records to confirm diagnoses, and/or ensure that treatments are appropriate for diagnoses and that records are properly maintained.

·       May assign individuals and individual care activities to other Psychiatrists, physicians, and/or medical providers; approve leave and track time and attendance; and complete performance evaluations.

Serves as a member of a multidisciplinary treatment team, attends meetings, and serves on various committees and workgroups to improve individual services and outcomes.  

Assists in the development, implementation, and revision of psychiatric and other clinical policies and procedures.

May develop, implement, and/or supervise residency and medical training programs, and health care and treatment education programs.

MINIMUM QUALIFICATIONS

          ASSISTANT PSYCHIATRIST

Open Competitive: possession of a limited permit to practice medicine in New York State, and completion of a training program in psychiatry approved by the ABPN.

PSYCHIATRIST (PART TIME)

Non-Competitive: possession of a license and current registration to practice medicine in New York State, and completion of a training program in psychiatry approved by the ABPN.

          PSYCHIATRIST 1

Open Competitive: possession of a license and current registration to practice medicine in New York State, and completion of a training program in psychiatry approved by the ABPN.

          PSYCHIATRIST 2

Open Competitive: possession of a license and current registration to practice medicine in New York State, and certification in psychiatry by the ABPN.

          PSYCHIATRIST 3

Open Competitive: possession of a license and current registration to practice medicine in New York State; certification in psychiatry by the ABPN; and two years of post-board certification experience as a member of the psychiatric staff in a psychiatric hospital and/or in the psychiatry department of a general hospital, one year of which must have included clinical supervision of other psychiatrists, psychiatric residents, or fellows.

PSYCHIATRISTS (FORENSIC): specialize in forensic psychiatry and provide psychiatric care and treatment services to individuals in forensic treatment programs, units, or facilities. 

MINIMUM QUALIFICATIONS

PSYCHIATRIST 1 (FORENSIC)

Open Competitive: qualifications described for Psychiatrist 1, and completion of a training program in forensic psychiatry approved by the ABPN.

          PSYCHIATRIST 2 (FORENSIC)

Open Competitive: qualifications described for Psychiatrist 2, and certification in forensic psychiatry by the ABPN.

          PSYCHIATRIST 3 (FORENSIC)

Non-Competitive: qualifications described for Psychiatrist 3, and certification in forensic psychiatry by the ABPN. 

PSYCHIATRISTS (RESEARCH): non-competitive; design, conduct, and supervise clinical research, studies, and experiments of psychiatric disorders and treatments; and present and report activities and findings.

MINIMUM QUALIFICATIONS

PSYCHIATRIST 1 (RESEARCH)

Non-Competitive: qualifications described for Psychiatrist 1, and one year of post-residency experience designing and/or conducting research studies in an academic or research setting. 

          PSYCHIATRIST 2 (RESEARCH)

Non-Competitive: qualifications described for Psychiatrist 2, and two years of post-residency experience designing and/or conducting research studies in an academic or research setting.

          PSYCHIATRIST 3 (RESEARCH)

Non-Competitive: qualifications described for Psychiatrist 3, and three years of post-residency experience directing and/or supervising a research team or program; serving as lead investigator in an academic or research setting; or designing, conducting, and reporting research.
