Classification Standard

BRIEF DESCRIPTION OF CLASS

Residential Treatment Facility (RTF) Coordinators manage, oversee, and coordinate RTF and community-based programs and services for children and adolescents within an assigned region.  Incumbents serve on the Pre-Admission Certification Committee (PACC); manage and oversee clinical and services outcomes; and provide technical assistance and consultation to local mental health departments, agencies, and providers to ensure effective care coordination and the delivery of quality services to children and their families.    

These positions are classified in the Office of Mental Health (OMH). 

DISTINGUISHING CHARACTERISTICS

RESIDENTIAL TREATMENT FACILITY COORDINATOR: Under the direction of a Director Mental Health Field Office; manages, oversees, and coordinates mental health programs and services for children and adolescents within an assigned region.

          Mental Health Program Specialists develop, license, oversee, and/or regulate a broad range of mental health programs operated by State and/or local service delivery systems to foster the delivery of safe, high quality, and evidenced-based services to individuals receiving behavioral health services.

ILLUSTRATIVE DUTIES

Manages, oversees, and coordinates mental health programs and services for children and adolescents within an assigned region. 

· Serves on the PACC, and provides expert guidance in determining eligibility for RTF admissions. 

· Coordinates and manages the admissions process; oversees the monitoring of wait lists, case management assessments, and the development of family support systems for children and adolescents.

· Works with the Division of Children and Families and the Bureau of Inspection and Certification to monitor services provided by RTF programs.

· Participates in the development of locally coordinated systems of care to facilitate transitions between residential and community-based programs, and children and adult services.

· Conducts meetings with providers to share information and discuss program needs; consults with local mental health departments to identify and resolve fiscal, regulatory, or policy barriers that may impede the delivery of services to children and their families. 

· Reviews and comments on proposed regulations, guidelines, and other directives related to the delivery of mental health services to children and their families.

· Monitors the implementation of new programs, initiatives, evidenced-based practices, and clinical and service outcomes.

· Conducts site visits of unlicensed programs; and collaborates with licensed programs to integrate service delivery.

· Provides technical guidance during certification reviews of licensed programs and in the development and implementation of service plans to produce successful outcomes.  

· Plans and develops strategies to engage treatment programs in performing community-based screenings, comprehensive assessments, and in-home services for children. 

· Receives and investigates complaints from families, counties, and/or providers; and interviews and collaborates with children, family members, and providers to facilitate the resolution of complaints and determine appropriate corrective action. 

MINIMUM QUALIFICATIONS

          RESIDENTIAL TREATMENT FACILITY COORDINATOR

Open Competitive: Possession of a license and current registration to practice medicine, nursing, psychology, or clinical social work in New York State, and three years of experience in the administration of mental health programs for children and adolescents, of which one year of experience must have been at a supervisory level.
