Classification Standard

Brief Description of Class Series

The position plans and directs the agency's security operations, evaluates proposals and make recommendations for awarding contracts based on security and operational needs; direct the conduct of internal and external investigations of thefts, embezzlement, mishandling, misconduct and questionable claims for prizes; be responsible for the direction of security staff; and prepare affidavits and reports and refer them to the criminal justice system when appropriate, and maintain liaison with local, state and federal law enforcement agencies.    

Distinguishing Characteristics

 One position class; supervises Investigators 1 and 2 and support staff under the Director Division of the Lottery.

illustrative duties

Assigns and reviews security investigations regarding customer complaints and alleged retailer misconduct to field investigations staff; investigates and reports violations of Gaming Commission rules, regulations, policies, and procedures in the Lottery network; monitors and investigates retailer network for unusual ticket or terminal activity which could indicate fraud or criminal activity; briefs executive management on significant investigations, complaint resolutions, and misconduct referrals to Gamings licensing and legal departments for appropriate action; refers illegal gambling issues (policy wagering, internet cafés, employee misconduct) to law enforcement agencies and maintains liaisons with local, state, and federal law enforcement and regulatory agencies; and performs the full range of supervision of staff.

MINIMUM QUALIFICATIONS

Open-Competitive: Bachelors degree AND five years of experience specifically in the combinable areas of criminal or civil investigations, forensics or cybercrime within a governmental or business entity with responsibility of enforcement of laws, regulations and or rules that pertain to individuals and businesses. At least two years of this experience must have been in a supervisory capacity; OR nine years of experience specifically in the combinable areas of criminal or civil investigations, forensics or cybercrime within a governmental or business entity with responsibility of enforcement of laws, regulations and or rules that pertain to individuals and businesses. At least two years of this experience must have been in a supervisory capacity.

Substitutions: An associates degree and two years of additional experience; a J.D. or masters degree may substitute for one year of specialized experience.  A Ph.D may substitute for two years of specialized experience.
