Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

          Inspectors perform inspections to gather and verify information, and determine compliance with laws, rules and regulations. Incumbents plan inspections, complete inspection reports, and review and maintain records relating to inspections. Positions in this class exist in several State agencies.

 

DISTINGUISHING CHARACTERISTICS

 

INSPECTOR: entry level; conducts a wide range of inspections in the administration of an agencys regulatory program.

 

RELATED CLASSES

 

          The positions in this series differ from other specialized inspector classes in that the latter require extensive knowledge of laws, rules and regulations covering an agency's program and, in some instances, by advanced education and/or experience in certain fields.

 

ILLUSTRATIVE DUTIES

 

          INSPECTOR: inspect, test, or measure materials, products, installations, or work for compliance with requirements, using various tools; read plans, diagrams, manuals, or other documents to ascertain specifications, inspection and testing procedures, adjustment methods, or measuring instruments required; collect or select samples for testing or for use as benchmarks; record inspection or test data; write inspection reports describing results, recommendations, or corrective actions; issue citations when violations are identified; meet with representatives of inspected entities to discuss inspection procedures and results,  and provide technical assistance on ways to comply with laws, rules and regulations; perform follow-up inspections to ensure that  violations have been corrected; testify in court or administrative hearings relative to inspections conducted; conduct training and informational sessions for regulated entities on inspection program.


SUPERVISION EXERCISED

 

          Inspectors work under the supervision of a higher level program administrator who assigns cases and trains incumbents in such matters as techniques of inspection, legal requirements and departmental procedures. The supervisor reviews written reports for quality, completeness and logic of recommendations. During the actual inspection, however, an incumbent works independently. A supervisor may accompany an Inspector to observe his or her performance.

 

          Inspector is a non-supervisory class, but incumbents may assist in orientating and training new employees.

 

MINIMUM QUALIFICATIONS

 

Open Competitive:  two years of experience in conducting inspections.
