BRIEF DESCRIPTION OF CLASS

 

The Minority Business Enterprise Liaison Specialist 4 leads and manages the agencys efforts in complying with New York State Executive Law, and rules, regulations, and policies that promote and encourage participation by minority and women-owned businesses in State contracting opportunities.  This includes the review and establishment of minority and women-owned utilization goals on design and construction, professional, and centralized contracts and monitoring of contracts to ensure that contractors are in compliance.  The position also plans and executes targeted outreach events.

 

This position is classified only at the Office of General Services.

 

DISTINGUISHING CHARACTERISTICS

 

One position class; under the general direction of executive staff, functions as overall assistant by directing the daily operations of the Office of Minority & Women-Owned Business Enterprises (MWBE) and Community Relations including the administrative supervision of minority business program staff.

 

RELATED CLASSES

 

Affirmative Action Administrators develop, implement, evaluate and monitor affirmative action, diversity management, and equal employment opportunity programs including requests for reasonable accommodation.  Positions may also develop, implement, evaluate and monitor MWBE programs.   

 

Compliance Specialists inspect job sites and monitor employer records to determine the compliance of contractors, consultants, unions, and other organizations receiving public funds for goods and services with rules, regulations and statutes regarding the employment of protected classes.

 


 

ILLUSTRATIVE DUTIES

 

·       Review and analyze State and federal legislation to determine consistency with policies, and prepare policy discussion papers and position papers on such issues.

 

·       Collaborate with agency executives to develop outreach activities focused on MWBE audiences.

 

·       Draft MWBE language for inclusion into all contracts.

 

·       Keep current on issues related to Affirmative Action and MWBE, and advise management on the ramifications of such matters.

 

·       Disseminate policy decisions to subordinate staff, and review and update policies as necessary. 

 

·       Ensure consistency of Health Benefit Administrator manuals with Civil Service Employee Benefits Division policies, and ensure staff is adequately trained on such matters.

 

·       Ensure compliance staff research and respond to correspondence received from contractors, subcontractors, legislators, and the executive office in a timely manner.

 

·       Draft briefing documents, quarterly reports to the Governor, and annual MWBE utilization goal plan updates.

 

·       Performs the full range of administrative supervisory responsibilities.

 

·       May participate in special projects or assignments.

 

·       May represent executive staff at meetings pertaining to MWBE issues.

 

MINIMUM QUALIFICATIONS

 

Promotion: one year as a Compliance Specialist 3, or two years of experience as a Minority Business Specialist 2, or Compliance Specialist 2.

 

Non-Competitive: eight years of experience in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, affirmative action compliance review, labor relations directly relating to affirmative action, or in the development and administration of programs directly related to minority community access to employment or business opportunities in the public and private sector.  Two years of this experience must have been in a management or supervisory capacity.  Graduate and undergraduate credits may be substituted for experience, on the basis of thirty credit hours for each six months of experience.
