Classification Standard

 

BRIEF DESCRIPTION OF CLASS

          This position oversees enforcement and employer compliance with the New York State Workers Compensation Law, including Workers Compensation Benefits, Disability Benefits, Volunteer Firefighters Benefits, Volunteer Ambulance Workers Benefits & Volunteer Civil Defense Workers Benefits Law at the New York State Workers Compensation Board.

 

DISTINGUISHING CHARACTERISTICS

          Managerial level; one-positon class; under the general direction of higher level executive staff directs statewide operations within the Office of Compliance to ensure that employers maintain required workers compensation insurance and supervises Workers Compensation Program Managers 2 and staff.

 

RELATED CLASSES                 

          Assistant Directors of Claims supervise Workers Compensation Program Managers 3 within either upstate or downstate regions, coordinates activities of centralized claims programs and statewide workgroups, and serve as a high level technical claims processing expert.

 

          Workers Compensation Program Manager 3 functions as district or unit manager supervising Workers Compensation Examiners and clerical staff in regional offices or over statewide functions such as licensing or provider monitoring under the general direction of Assistant Director Claims or similar level position.

        

ILLUSTRATIVE DUTIES

          Direct operations work by establishing policy and setting general priorities; establish standards, procedures and internal controls for compliance operations; represent executive management, including the Workers Compensation Board Chair, at meetings or seminars of medical groups, carrier groups, employers, legislators, and other interested parties; propose enhancements to workers compensation data management systems; advise executive management on all workers compensation compliance matters; represent unit to Finance staff regarding posting, crediting and managing accounts payable in accounting system; propose or comment on policy for bad debt write-off associated with uncollectable penalties assessed for non-compliance; and perform the full range of supervisory duties.

 

MINIMUM QUALIFICATIONS

Promotion: one year of service as a Workers Compensation Program Manager 3, or two years as a Workers Compensation Program Manager 2.
