BRIEF DESCRIPTION OF CLASS
This position manages workers compensation business process evaluation and review, training, education and outreach, and strategic planning at the Workers Compensation Board.
DISTINGUISHING CHARACTERISTICS
DIRECTOR PROGRAM DEVELOPMENT: one-position class, managerial level; under the general direction of the Deputy Director over policy and program development, serves as director of training, communication and outreach to internal and external stakeholders, process improvement projects, and ensures alignment of agency initiatives to Workers Compensation Board strategic plans; supervises staff in a variety of titles such as Workers Compensation Program Manager 2 and 3; Business Systems Analyst 4; and administrative analysts.
RELATED CLASSES
Assistant Directors of Claims supervise Workers Compensation Program Managers 3 within either upstate or downstate regions, coordinates activities of centralized claims programs and statewide workgroups, and serve as a high level technical claims processing expert.
Director Workers Compensation Compliance oversees enforcement and employer compliance with the New York State Workers Compensation Law, including Workers Compensation Benefits, Disability Benefits, Volunteer Firefighters Benefits, Volunteer Ambulance Workers Benefits & Volunteer Civil Defense Workers Benefits Law.
Director Regulatory Affairs recommends and establishes agency policy regarding compliance and regulatory programs administered pursuant to the NYS Workers Compensation Law, the NYS Disability Benefits Law, Rules and Regulations and other related statutes and ensures that all parties are in compliance.
Workers Compensation Program Manager 3 functions as district or unit manager supervising Workers Compensation Examiners and clerical staff in regional offices or over statewide functions such as licensing or provider monitoring under the general direction of Assistant Director Claims or similar level position.
ILLUSTRATIVE DUTIES
Ensure bureaus objectives, policy and standards are identified and met; identify priorities and ensure resources are available to complete projects on time, and resolves or escalates issues; liaison with the Office of Information Technology Services, project management office to manage projects requiring information technology solutions; serve as the executive sponsor for WCB business process review projects and serve as member of the steering committees for agency projects; identify and implement process improvements in conjunction with the Bureau of Policy and Research to meet WCBs strategic goals, objectives and performance indicators; develop, maintain and deploy enterprise modeling and business process methodologies to implement and communicate WCB system improvements to staff and stakeholders; review or prepare internal and external communications, reports, strategic plans, project proposals, requests for information and request for proposals; use business intelligence tools to evaluate process performance data and identify and quantify opportunities for WCB improvement projects; evaluate best practices in the fields of workers compensation administration, business analysis, process change management, and evaluate technology solutions to support process improvements; oversee the deployment of the Lean program; oversee, track, analyze and report return on investment of for process improvement projects; and perform the full range of administrative supervisory duties such as performance evaluations and staff development.
MINIMUM QUALIFICATIONS
Promotion: one year of permanent competitive service as Workers' Compensation Program Manager 2 or 3, or Business Systems Analyst 4.
