Classification Standard

BRIEF DESCRIPTION OF CLASS SERIES

Highway Maintenance Workers 1 and 2 operate a variety of self-propelled and other equipment in the maintenance and repair of highway pavements, shoulders, roadsides and drainage, traffic signs and pavement markings, and in the control of snow and ice. In addition, they may be assigned a variety of maintenance tasks in support of the bridge and facility maintenance programs. They also perform preventive maintenance on assigned equipment and assist mechanics in more extensive equipment maintenance and repair.

DISTINGUISHING CHARACTERISTICS

HIGHWAY MAINTENANCE WORKERS 1:  non-competitive; member of work crew; operates Category 1 and Category 2 equipment at least one third of the time; must hold a New York State Class B CDL with the Department of Transportation (DOT) specified endorsements or a comparable higher level license and One-Person Plow (OPP) certification; may be trained to operate Category 3 equipment and, when certified, may operate such equipment; and performs laboring tasks.

HIGHWAY MAINTENANCE WORKERS 2:  non-competitive; member of work crew; operates heavier and more complex self-propelled equipment in Category 2 and higher categories; may receive training on truck-mounted or track-mounted cranes or other equipment typically assigned to Crane and Shovel Operators and, once certified, may operate Category 3 equipment; provides on-the-job training to other maintenance workers in the operation of highway construction and maintenance equipment; may serve as lead worker for a highway maintenance crew or a part of the crew; performs laboring tasks and operates Category 1 equipment.

RELATED CLASSES

Laborers perform routine manual tasks on a wide variety of construction or maintenance projects. The work performed often requires the use of hand and power tools.

Construction Equipment Operators operate a variety of self-propelled equipment used on construction, repair, and maintenance projects. They do not require the specific training and certifications particular to the Highway Maintenance Worker Series.

Highway Maintenance Supervisors 1 supervise and work with crews of Highway Maintenance Workers and other maintenance personnel to perform highway maintenance and repair projects.

Operates one or more of the categories of equipment mentioned as appropriate for the class on highway, bridge and facility maintenance projects.

MACHINES, TOOLS AND EQUIPMENT USED

Highway Maintenance Workers 1 and 2 operate any of the equipment listed in this standard as appropriate for their class and other highway construction and maintenance equipment with similar characteristics. They may occasionally operate equipment listed as appropriate for other classes noted in this standard. They also use wrenches, pliers, screwdrivers and assorted other hand and power tools to perform preventive or routine maintenance, operational adjustments and minor repairs on equipment.

Categories of Equipment

Category 1: light trucks (less than 26,000 Gross Vehicle Weight Rating); tractor-mounted mowers; patch rollers (less than 9 tons); sewer cleaners; wood chipper; maintainers; forklifts and other similar equipment.

Category 2: heavy trucks (more than 26,000 Gross Vehicle Weight Rating); Aerial lift trucks, snowplows, with wing (OPP); double wing OPP: catch basin vacuum trucks;  self-propelled wideners; large pavement rollers (more than 9 tons); self-propelled street sweepers; front-end loaders; backhoes; over the rail mower windrow loaders and other similar equipment.

Category 3: truck-trailer combinations (requiring Class A commercial driver license); hydraulic excavators; graders; bituminous pavers; bulldozers; truck-mounted pavement striping machines; chemical sprayers (requiring herbicide applicator license); track loader, rotary snowplows and other similar equipment.

INDEPENDENCE OF OPERATION

Highway Maintenance Workers 1 and 2 are generally supervised by a Highway Maintenance Supervisor 1 or 2 or similar supervisory level positions. Supervisors make work assignments, provide general instruction on how the work should be performed and assign equipment and material to be used. Work is checked by the supervisor in progress and at its completion for adherence to instructions and standards.

COMPLEXITY

Highway Maintenance Workers 1 and 2 are primarily equipment-oriented. Highway Maintenance Workers 1 typically operate the less complex motorized equipment, and Highway Maintenance Workers 2 operate the more complex equipment.

 COMMUNICATION

Assigned tasks are typically performed cooperatively by small work crews. Highway Maintenance Workers 1 and 2 respond to questions or instructions from supervisors regarding work assignments and exchange information with fellow workers to complete assignments. They also interact with the general public when assigned to control traffic and protect work zones.

SUPERVISION EXERCISED

Highway Maintenance Workers 1 are non-supervisory but may be called upon to provide on-the-job training and instruction to other workers.

Highway Maintenance Workers 2 occasionally supervise Highway Maintenance Workers 1 overseeing and instructing the work of crew members.

MINIMUM QUALIFICATIONS

HIGHWAY MAINTENANCE WORKER 1

Non-competitive:  Satisfactory completion of the two-year Highway Maintenance Worker traineeship or two years of experience in the operation of highway construction, maintenance equipment or other vehicles in excess of 26,000 Gross Vehicle Weight Rating with air brakes and manual transmission and:

Possession of a New York State Class B Commercial Driver License with DOT-specified endorsements.

NYS DOT certification to operate two of the following pieces of Category 1 equipment: patch roller, sewer cleaner, wood chipper, tractor-mounted mower or forklift; and the following three types of Category 2 equipment: heavy dump truck, snowplow with wing (OPP certification) and front-end loader.

 

HIGHWAY MAINTENANCE WORKER 2

Non-competitive:  qualifications listed above for Highway Maintenance Worker 1, one year of satisfactory experience as a Highway Maintenance Worker 1, and NYS DOT certification to operate two additional types of Category 2 equipment and two types of Category 3 equipment.
