Classification Standard

NATURE OF WORK

A Highway Maintenance Supervisor 1 supervises and works with a work crew of laborers and operators of various sized equipment involved in highway maintenance and repair projects in a Department of Transportation residency.

CLASSIFICATION CRITERIA AND DISTINGUISHING CHARACTERISTICS

Highway Maintenance Supervisors 1 are characterized by their functioning independently as a working supervisor of a work crew performing highway maintenance and repair, snow removal and ice control activities, or by their assisting a Highway Maintenance Supervisor 2 in the supervision of a work crew on an assigned phase of a major highway maintenance project. A major project is a composite of a broad variety of individually defined activities which are performed by Highway Maintenance Supervisors 1 and their crews. Typically an incumbent of a level 1 position supervises a work crew of about five subordinates, while a Highway Maintenance Supervisor 2 directs the activities of about four or five such work crews.

Incumbents are responsible for the work performance and the safety of the assigned crews, for the materials and equipment used and for keeping time and work progress reports. Incumbents answer emergency calls outside of their regular hours of work.

The highway maintenance activities performed are defined by highway maintenance operational guidelines which indicate basic crew, material and equipment requirements, and include a general description of how the work is to be performed. Safety procedures are specified in the Highway Maintenance Safety Manual.

Highway Maintenance Supervisor 2 positions are responsible for arranging for manpower, materials and equipment, directly supervising Highway Maintenance Supervisor 1 positions and their crews, and assuring that the work performed conforms to all applicable operational, quality and safety guidelines for repair, rehabilitation or reconstruction projects within a residency.

TYPICAL ACTIVITIES, TASKS AND ASSIGNMENTS

As directed, a Highway Maintenance Supervisor 1 supervises and works with a small crew performing a variety of highway maintenance and repair activities specified by operational quality and safety guidelines. Illustrative activities performed include but are not limited to the following:

· Maintains pavement by armor coating; repairing potholes and frost heaves; leveling, recrowning or banking highways; and spray patching pavement.

· Maintains shoulders of highways by grading existing shoulders; rolling; spray patching and repairing potholes; and surface treating stabilized shoulders.

· Maintains roadsides by the removal of dead animals, debris and encroachments; manual and mechanical mowing; slope maintenance; manual and mechanical brush control; repair, replacement, and painting of fences; and the maintenance and repair of retaining walls and cribbing.

· Maintains, repairs, replaces and cleans culverts, ditch crossings, underdrains and storm sewers.

· Controls snow and ice on highways by plowing, installing and removing snow fences and snow markers, removal of snow and ice and applies chemicals and/or abrasives to melt snow and ice and increase traction.

· Makes road improvements such as pavement resurfacing and widening existing pavement, new ditch construction, the construction of retaining walls, installing new guide posts and rails, meridians, barriers and fences.

· Maintains rest areas by mowing grass, removing trash and garbage and by making roadway repairs, fence repairs and picnic table and bench repairs.

· Constructs rest areas by installing new roadway, landscaping and installing picnic tables and benches and grills as specified.

· Cleans up after accidents by removing glass, debris, spilled materials and disabled and/or damaged vehicles from the pavement or shoulder areas to provide safe travel conditions for highway users.

Incumbents supervise a work crew performing highway maintenance activities.

· Provides equipment and materials for job according to instructions and operational guidelines.

· Makes individual work assignments to crew members.

· Orally instructs crew members in the tasks to be performed, and the safety requirements and answers questions concerning work and safety procedures.

· Personally observes work in progress and work completed to insure adherence to instructions and guidelines.

· Maintains written time and attendance records, materials used and work progress reports.

Incumbents operate light trucks and may operate heavy dump trucks and other pieces of highway equipment as required.

RELATIONSHIPS WITH OTHERS

Highway Maintenance Supervisor 1 positions have frequent oral communications with the crew members in assigning work, giving instructions and advice and assisting the crew. Incumbents have frequent oral communications with the supervisor, receiving assignments, instructions and schedules. A Highway Maintenance Supervisor 1 submits brief written reports indicating the work performed and labor and materials used on each work project.

NATURE OF SUPERVISION

Highway Maintenance Supervisor 1 positions supervise a work crew consisting of Highway Maintenance Workers 1 and 2 as specified by the operational guidelines describing the specific maintenance activity performed. Supervisors assign work, provide instructions and assistance, provide materials and equipment, prepare reports of materials used and time and production and observe work to insure adherence to instructions, guidelines and schedules.

Incumbents are supervised by Highway Maintenance Supervisor 2 positions who plan and schedule work, materials and manpower. While projects are inspected to insure that work conforms with all applicable operational, quality and safety guidelines, Highway Maintenance Supervisor 1 positions work with considerable independence.

MACHINES, TOOLS AND EQUIPMENT USED

Highway Maintenance Supervisor 1 positions operate light trucks and may operate heavy dump trucks and other pieces of highway equipment.

JOB REQUIREMENTS

· Working knowledge of the methods, equipment and materials used for the reconstruction, repair and maintenance of highways, drainage structures and related facilities.

· Working knowledge of supervisory methods and practices.

· Working knowledge of highway maintenance operational guidelines as they relate to highway repair and maintenance operations.

· Working knowledge of the highway maintenance safety manual as it relates to highway repair and maintenance operations.

· Ability to understand and carry out oral and written instructions.

· Ability to operate trucks and other pieces of highway equipment.

· Ability to train and supervise a work crew.

MINIMUM QUALIFICATIONS

One year of pemanent competitive or non-competitive service as a Bridge Repair Assistant, Construction Equipment Operator, Highway Equipment Operator, Highway Maintenance Worker 1, Highway Maintenance Worker 2, Maintenance Assistant, Maintenance Assistant (Parks), Pavement Marking Supervisor, Sign Crew Supervisor, Tree Pruner or Tree Pruner Supervisor.
