Classification Standard

 

NATURE OF WORK

 

            A Highway Maintenance Supervisor 2 plans, organizes, coordinates and supervises the activities of Highway Maintenance Supervisor 1 positions which perform and supervise repair, rehabilitation and reconstruction projects on State highways in a Department of Transportation residency.

 

CLASSIFICATION CRITERIA AND DISTINGUISHING CHARACTERISTICS

 

            Highway Maintenance Supervisor 2 positions are characterized by the supervision of usually four to five Highway Maintenance Supervisor 1’s, each of whom performs individually defined activities as specified by operational guidelines on major or minor highway maintenance and reconstruction projects.  Incumbents plan, schedule and organize work projects; arrange for use of equipment and delivery of materials; observe and inspect work to assure conformance to all applicable operational, quality and safety guidelines; and maintain time and work records and other required reports and records.  Highway Maintenance Supervisor 2 positions answer emergency calls outside of their regular hours of work.

 

            The highway maintenance activities performed are defined by highway maintenance operational guidelines which indicate basic crew, materials and equipment requirements and include a general description of how the work is to be performed.  Safety procedures followed are specified in the Highway Maintenance Safety Manual.

 

            Highway Maintenance Supervisor 1, as distinguished from Highway Maintenance  Supervisor 2, works with and supervises a work crew of about five subordinates performing a variety of highway maintenance and repair, snow removal and ice control activities as defined by Department of Transportation operational and quality guidelines.

 

 Civil Engineer 1 serving as an assistant to a Transportation Maintenance Engineer 1 or 2 inspects highways, highway maintenance and construction projects; may act as the engineer in charge of a project; assists in budgeting for highway maintenance and repair work and in setting priorities; and performs professional engineering activities as directed.

 

TYPICAL ACTIVITIES, TASKS AND ASSIGNMENTS

 

Illustrative highway maintenance activities performed by work crews under the direction of a Highway Maintenance Supervisor 2 are described in the classification standard for Highway Maintenance Supervisor 1, Occupational Code 6933500.

 

Supervises Highway Maintenance Supervisor 1 positions in highway maintenance projects.

 

 

 

 

 

 

 

 

Inspects highways, guardrails, culverts and related structures to determine maintenance needs and recommends maintenance projects based on findings.

 

RELATIONSHIPS WITH OTHERS

 

            Highway Maintenance Supervisors 2 have frequent oral communications with work crews in assigning work and in providing instructions and assistance.  They also have frequent oral communications with Civil Engineer 1 and Transportation Maintenance Engineer 1 and 2 in discussing work priorities and planning and scheduling maintenance projects to be performed.  Incumbents provide the engineers with written work activity reports.  Communications with the general public are not typical of this class.

 

NATURE OF SUPERVISION

 

            A Highway Maintenance Supervisor 2 supervises Highway Maintenance Supervisor 1 positions performing highway maintenance activities by planning and scheduling work projects, arranging for materials and equipment, making assignments and providing instruction and assistance.  Incumbents periodically observe and inspect work performance to insure instructions are followed and that all work standards and safety procedures are observed.

 

            Highway Maintenance Supervisor 2 positions work under the general supervision of a Civil Engineer 1 or Transportation Maintenance Engineer 1 or 2 who assists with or plans, organizes and directs all highway maintenance operations within the residency, sets job priorities and provides written and oral instructions.  While major highway maintenance projects are periodically inspected by an engineer to assure work conformance to all operational quality and safety guidelines, Highway Maintenance Supervisor 2 positions work with considerable independence.

 

MACHINES, TOOLS AND EQUIPMENT USED

 

            Highway Maintenance Supervisors 2, while primarily supervisory positions use and operate any of the tools and equipment used by highway maintenance crews as the need arises.

MINIMUM QUALIFICATIONS

 

One year as a Highway Maintenance Supervisor 1 and appropriate New York State Driver’s License for type of vehicle to be operated.
