Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this title series operate motorized equipment to assist in the systematic collection and documentation of all recyclable materials and by products arriving and departing the state agency grounds.

 

          The positions are classified only at Stony Brook University, State University of New York.

 

DISTINGUISHING CHARACTERISTICS

 

          RECYCLING SPECIALIST: non-competitive class; collect and transport paper, bottles and cans, and pallets from campus buildings, hospital, and other areas; clean and maintain recycling program work areas; and submit receipts and recycling program activity documentation to supervisor. 

 

          RECYCLING SUPERVISOR: non-competitive, one-position class; under the direction of higher level recycling management, the position functions as a working supervisor to oversee and direct the work of Recycling Specialists.

 

RELATED CLASSES

         

          Laborers perform a variety of routine manual tasks, requiring medium to heavy physical effort, to assist in maintaining, constructing, and repairing buildings, roads, offices, other structures, furniture, facilities, and grounds. They may also assist in operations by performing routine activities requiring limited or no training, such as taking tickets and giving directions, using a forklift, pallet jacks, power tools, dollies and hand trucks.

 

          Labor Supervisor is a working supervisor of unskilled and semiskilled employees performing work that requires medium to heavy physical effort, and frequently involves exposure to all kinds of weather conditions.


ILLUSTRATIVE DUTIES

 

          RECYCLING SPECIALIST

 

·       Collect and transport paper, bottles and cans, and pallets from campus buildings, hospital, and other areas as deemed necessary by higher level staff.

·       Sort, shred and bale paper and cardboard with contaminants removed.

·       Collect and break down cardboard from buildings.

·       Collect pallets and load into trailer.

·       Collect bottles and cans on campus and remove contaminants.

·       Clean and sanitize bottle and can containers and return back to service.

·       Perform general housekeeping for the recycling processing area, loading dock areas where recycling trailers are located and other paths for handling recyclable materials.

·       Maintain records of bin pickups and servicing, and perform basic maintenance of materials recycling and handling areas and truck scale. 

·       Weigh all materials, document the weights of all materials being removed by service provider(s), and submit receipts and records to supervisor.

·       Operate powered forklifts, down-stroke vertical balers, and box trucks.

·       Remove surplus/scrap materials when assigned by higher level staff.

 

          RECYCLING SUPERVISOR

 

·       Provide on-the job instruction (both verbal and written).

·       Plan, schedule, and assign work to staff, and monitor time and attendance.

·       Monitor quality and completion of work.

·       Evaluate employees and address labor relations issues as they arise.

·       May develop instructional materials and programs for on-the-job-training of subordinates.

·       May perform all of the same duties and functions as a Recycling Specialist.

 

MINIMUM QUALIFICATIONS

 

          RECYCLING SPECIALIST

 

Non-competitive:  applicants must be able to complete and submit written reports as required; must be physically able to perform heavy physical labor and wear safety gear and apparel; possess and maintain a valid New York State Class B Commercial Driver License with air brakes and pass pre-employment drug test as well as on going random drug/alcohol testing in compliance with Federal DOT regulations.

 

          RECYCLING SUPERVISOR

 

Non-competitive: in addition to meeting the minimum qualifications for Recycling Specialist, the candidate must demonstrate supervisory skills, have worked in the recycling field for at least one year, be able to develop instructional materials and programs, and provide on-the-job instruction; or one year of permanent service as a Recycling Specialist.
