Classification Standard

BRIEF DESCRIPTION OF CLASS

Maintenance Supervisors 3 (Transportation) serve as “assistant resident engineers” or “assistant regional bridge maintenance engineers” at highway maintenance residencies or regional bridge maintenance facilities. Incumbents oversee the activities of multiple highway and bridge crews in the maintenance and repair of New York State’s highway system.

These positions are only classified in the Department of Transportation.

DISTINGUISHING CHARACTERISTICS

MAINTENANCE SUPERVISOR 3 (TRANSPORTATION): directly supervises multiple second level supervisors in the repair and maintenance of State highways and bridges; directs the activities of maintenance and administrative staff; oversees the maintenance of 700 or more highway lane miles in the highway maintenance residency or the repair and maintenance of 600 to 700 highway bridges in the regional bridge maintenance group.

ILLUSTRATIVE DUTIES

Under the direction of Transportation Maintenance Engineers 1 or 2, or Professional Engineers 1 (Civil/Transportation), supervises maintenance and administrative support staff; participates with hiring decisions; plans work schedules and provides necessary equipment and materials; intervenes and resolves labor management problems as necessary; counsels employees; and documents and investigates employee performance concerns.

Assesses the condition and repair needs of assigned transportation infrastructures. Prepares an annual work plan, including projects done by State or those contracted out, to ensure effective use of allocated staffing, resources and funding.

Demonstrates practical knowledge of the technical aspects of highway systems to properly repair highways and bridges. This includes establishing grades; estimating quantities; knowing details and specifications for guide rails, signs, culverts, structural elements, and paving; and understanding standard details issued by the Engineering Division.  Ensures that appropriate safety regulations for construction and maintenance activities are followed by staff. Uses the Office of Transportation Management (OTM) and OTM Maintenance Guidelines policies and recommends practices.

Reviews work zone plans to be used by each crew and ensures effectiveness and compliance with the Manual of Uniform Traffic Control Devices. 

Meets with applicants for highway work permits and provides the proper application forms, reviews applications for completion, and recommends if proposed work is compliant. Inspects work, including entrances and utilities, within the highway right of way to ensure that construction complies with the terms and specifications of permit; and determines if work is completed in compliance with permit.

Manages the readiness of equipment, staff and materials in response to snow and ice emergencies. Oversees residency storm response plans and verifies that proper materials application rates are used, travel conditions meet goals, and record keeping is accurate.  Directs proper deployment of snow plow beats.

Maintains residencies, shops, salt storage and rest areas assigned in compliance with the New York State Building and Fire Code.

Solicits procurements that typically exceed one million dollars for materials, services and equipment needed to operate the maintenance section and perform the annual plan including the use of contracts that may be available or by open market processes.

MINIMUM QUALIFICATIONS

Promotion: one year of experience as a Highway Maintenance Supervisor 2; Bridge Repair Supervisor 2; Principal Engineering Technician; or Supervising Equipment Operator Instructor.
