Classification Standard

BRIEF DESCRIPTION OF CLASS

Thruway Maintenance Workers, working alone or as part of a team, perform semiskilled duties required to maintain, improve, repair, and reconstruct the infrastructure of the Thruway and Canal Corporation.  The infrastructure includes, but is not restricted to: pavements, shoulders, medians, rights-of-way, ramps, interchanges, bridges, culverts, water control and other structures, appurtenances and retaining walls.  In addition, incumbents perform snow and ice control activities as required.  Incumbents operate and perform minor repair and maintenance on a variety of self-propelled and other equipment in the course of their duties.  Work may be performed during varying shifts, including night work, on overtime, at varying locations (within a geographic area), and at high levels.

DISTINGUISHING CHARACTERISTICS

Thruway Maintenance Worker is a semiskilled non-competitive class title. Incumbents must possess a Commercial Driver License, Class B with tank endorsement and are subject to Omnibus Transportation Employee Testing Act requirements due to the safety sensitive nature of the activities they perform. Thruway Maintenance Workers regularly operate equipment and hand and power tools used in highway, bridge and facility maintenance and perform tasks requiring respirators.  Incumbents may be required to serve as team leaders.  While a variety of assignments based on time of year and weather can be scheduled in advance, incidents and work conditions will determine assignments.  In addition, incumbents are expected to be available to respond to unscheduled call outs.

Bridge Repair Assistants using hand and power tools, perform semiskilled activities in a number of trades in the repair and maintenance of bridges.

Bridge Repair Mechanics perform skilled work in a number of different trades in the repair and maintenance of bridges.  Incumbents typically act as working supervisors or team leaders over a bridge repair sub-crew on small bridge repair and maintenance projects.

Construction Equipment Operators (Light) using light highway maintenance and construction equipment, perform semiskilled activities related to maintenance, repair and improvements to road surfaces, medians, and rights-of-way.

Construction Equipment Operators (Heavy) using heavy highway maintenance and construction equipment, perform skilled activities related to maintenance, repair and improvements to road surfaces, medians, rights-of-way, etc.  Typically, supervise and/or act as a member of a crew engaged in pavement patching, crack pouring and the repair of signs, fences, rails, delineators, and light posts.

Highway Equipment Operators operate a variety of self-propelled equipment in the construction, repair and maintenance of highways, canals, and grounds.  They may also maintain their equipment by performing routine maintenance tasks.

Construction Equipment Operators operating a variety of heavier and more complex highway maintenance and construction equipment, repair, maintain, and improve highways, canals, and grounds.

Maintenance Assistants using hand and shop tools perform semiskilled maintenance and repair work on facilities, structures and equipment.

ILLUSTRATIVE DUTIES

Works as a member of a team engaged in the maintenance, repair and reconstruction of pavements, shoulders, parking areas, facilities, toll plazas, medians, rights-of-way, bridge elements, water control structures, culverts, other structures, appurtenances, and highway and toll plaza signing.

• Tasks include paving, patching, right-of-way maintenance, underdrain installation, shoulder and slope restoration, crack pouring, drainage structure repair, repair and erection of fences, lighting, guide rails, delineators, and signs, building temporary structures and chutes for removal of debris, fabricating and erecting scaffolding, cribbing, staging and shoring; performing concrete and steel repairs (including removal of concrete with pneumatic tools and sand blasting steel and concrete), painting and stream channel maintenance.

Operates a variety of gasoline and diesel driven construction equipment and vehicles in the performance of bridge, highway, and facility operations, maintenance and/or construction activities.

• Tasks include inspecting equipment for proper operating condition, reporting deficiencies and damage, making minor repairs, routine maintenance, adjustment and lubrication of equipment.

Operates a variety of hand and power tools.

• Tasks include cleaning, scraping, priming and painting structural concrete and steel, placing and finishing structural concrete on bridges, and removing concrete with hand and power tools.

Operates a variety of snow and ice control equipment and vehicles including front-end loaders, trucks with plows and spreaders, and tractors.

• Tasks include inspecting equipment for proper operating condition reporting deficiencies and damage, making minor repairs, routine maintenance, adjustment and lubrication of equipment.

Applies a variety of membrane water proofing materials to bridges.

Maintains daily records of work performed and materials used.

Performs traffic control activities.

Reports observed maintenance needs to supervisor and performs spot maintenance including the removal of nuisance objects.

May act as team leaders, proving direction, guidance and instruction to other workers.

INDEPENDENCE OF OPERATION

Thruway Maintenance Workers function with a high degree of independence and may be assigned to work alone or as members of a team without direct supervision. They typically receive work assignments and general instructions on how work is to be performed from Section/Division/or Bridge Maintenance Supervisors 1 or 2 or journey level trades positions.  Supervisors assign equipment and materials to be used, and monitor work in progress and at completion for adherence to instructions and standards.

COMPLEXITY

Thruway Maintenance Workers operate various types of equipment to perform semiskilled tasks.  Complexity of operations performed are consistent with CEO (Light), BRA, and Maintenance Assistant assignments.  Consequences for error are serious.  Thruway Maintenance Workers are responsible for safety of themselves, co-workers and the traveling public.  Knowledge of and adherence to safety rules, work rules, maintenance procedures, techniques and equipment is critical.

COMMUNICATION

Assigned tasks are typically performed cooperatively by small work teams.  Incumbents respond to questions or instructions from supervisors regarding work assignments and exchange information with co-workers to complete assignments.  In addition, incumbents are responsible for identifying and informing supervisors of any maintenance repair/reconstruction needs.  They also interact with the traveling public, may train other employees, may provide direction to other workers, and utilize two-way radios.

SUPERVISION EXERCISED

Thruway Maintenance Workers may provide direction, guidance and instructions to other workers.

MINIMUM QUALIFICATIONS

THRUWAY MAINTENANCE WORKER

A.        Satisfactory completion of a three year Thruway Maintenance Worker        Traineeship

OR

B.        possession of a New York State Commercial Driver License Class B with tank endorsement

AND

one year's experience operating construction equipment and vehicles

AND EITHER

two years' experience in carpentry, masonry, ironwork, welding, or other trade related to bridge construction or repair

OR

training received through completion of a two year technical school course in carpentry, masonry, welding, ironwork or other trade related to bridge construction or repair

OR

completion of a high school technical course in carpentry, masonry, welding, ironwork or other trade related to bridge construction or repair and 12 months' experience in bridge construction or repair.

KNOWLEDGE, SKILLS AND ABILITIES

• Working knowledge of the methods, materials, tools, and equipment used in bridge, highway, and facility maintenance activities.

• Working knowledge of safety rules, work rules, maintenance procedures, techniques and equipment.

• Ability to use tools, machines, equipment and materials related to bridge, highway, and facility maintenance activities.

• Ability to independently carry out written and oral instructions.

• Ability to issue oral instructions.

• Ability to guide others.

• Ability to operate required motor vehicles and mechanized construction equipment.

• Ability to guide and assist customers.

• Basic knowledge of record keeping methods and procedures.

• Basic knowledge of New York State Vehicle and Traffic Law as it applies to the safe and legal operation of assigned equipment.

• Basic knowledge of the routine maintenance, adjustments and repairs needed by equipment.

• Ability to complete routine records.

• Ability to perform heavy physical labor (lift, bend, climb, and stand for prolonged periods of time, or in adverse weather conditions).

• Ability to erect and work from scaffolds and ladders.

• Ability to use hand and power tools.

• Working knowledge of multi-girder, concrete and truss bridge terminology.

• Ability to use safety equipment such as respirators and safety harnesses.

• Ability to work in confined spaces and at high levels (25 plus).

• Ability to work varying shifts, scheduled and unscheduled overtime.
