Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this title series supervise maintenance units performing a wide variety of maintenance, repair, and construction work. Incumbents supervise skilled, semi-skilled and unskilled workers engaged in the maintenance, repair and construction of pavement, bridges, and facilities within a certain geographic area or Thruway Division.

 

These positions are classified only at the Thruway Authority.

 

DISTINGUISHING CHARACTERISTICS

 

THRUWAY MAINTENANCE SUPERVISOR 1: first supervisory level; helps develop requirements for the more critical maintenance projects; may independently supervise work on maintenance projects requiring specialized skills; and applies a broad range of tools and techniques across the major maintenance functional areas.

 

THRUWAY MAINTENANCE SUPERVISOR 2: second supervisory level; develops work plans and identifies maintenance requirements for future large maintenance projects or a series of small projects; may directly oversee the more difficult and complex maintenance projects requiring supervision of staff with specialized skills; and manages maintenance projects involving the use of a broad range of tools and techniques across the major maintenance functional areas.

 

ILLUSTRATIVE DUTIES

 

THRUWAY MAINTENANCE SUPERVISOR 1

 

Schedules or assists in scheduling maintenance staff for shift work and plans, schedules, and monitors work.

 

Reviews daily time cards and prepares or reviews probationary reports and attendance records on all assigned employees.

 

Evaluates and rates the work performance of individual employees pursuant to the annual performance rating program, and conducts counseling or recommends further action, as required.

 

Arranges work activities to coincide with general equipment repairs and preventive maintenance schedules and ensures that all maintenance equipment is in good operating condition.

 

Directs mowing operations, vegetation control, installation and repair of safety appurtenances, crack and joint sealing operations, and the maintenance and repair of signs, fencing and delineators.

         

Trains or assists in training personnel and developing appropriate safety and work performance standards.

 

THRUWAY MAINTENANCE SUPERVISOR 2

 

Plans, directs, organizes, coordinates and evaluates the work crews consisting of supervisors, journey-level and semi-skilled workers, clerical workers, and laborers.

 

Directs, schedules and assists snow removal crews to provide 24-hour coverage during snow and ice control season.

 

Schedules and assigns equipment and operators, as required, and arranges for the movement of heavy equipment.

 

Performs follow-up inspections of bridges; observes water-crossing structures before, during, and after flood conditions; and may be required to inspect bridges after an accident of incident and document such activities.

 

Maintains records of time, material, and equipment use costs for damage repairs.

 

Directs crew leaders in maintenance operations such as the repair and replacement of pavement, shoulders, and resurfacing of pavement and the repair and maintenance of drainage features.

 

MINIMUM QUALIFICATIONS

 

THRUWAY MAINTENANCE SUPERVISOR 1

 

Promotion: one year of service as a Bridge Electrician, Bridge Painter, Bridge Repair Assistant, Bridge Rigger, Bridge Welder, Construction Equipment Operator, Construction Equipment Operator (Heavy), Construction Equipment Operator (Light), Crane and Shovel Operator, Highway Equipment Operator, Thruway Maintenance Worker, or Trades Specialist (Bridge).

 

Open-Competitive: four years of experience in the construction, rehabilitation, or maintenance of paved highways, streets, roads, bridges, or similar transportation facilities.

 

THRUWAY MAINTENANCE SUPERVISOR 2

 

Promotion: one year of service as a Thruway Maintenance Supervisor 1, Supervising Bridge Painter 1, or Maintenance Supervisor 1 (Building).
