Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

            The Director Motor Equipment Management plans, organizes and oversees central management of all Department of Transportation vehicles and equipment otherwise referred to as the Fleet. The incumbent supervises Motor Equipment Managers in the acquisition, maintenance and repair of vehicles and motor equipment, and purchasing and rental of vehicles and equipment used by the Department.

 

          This position is classified only in the Department of Transportation.

           

DISTINGUISHING CHARACTERISTICS

 

            DIRECTOR MOTOR EQUIPMENT MANAGEMENT: one-position class; directs the establishment of specifications for all vehicles and equipment to be purchased by the department; directs the motor equipment repair shops; supervises and reviews designs for new types of equipment and approves modifications to existing equipment; establishes specification and management of repair parts and shop tools; and oversees continuous review of and recommends corrective measures to ensure that usage of equipment conforms to department policy and procedures.

 

RELATED CLASSES

 

            Motor Equipment Managers 1 manage and direct the operations of either a large motor equipment repair facility or a statewide motor equipment operation consisting of several smaller satellite fleet repair facilities geographically dispersed throughout the State.  In both cases, positions are responsible for a large motor equipment staff consisting of several repair crews and multiple positions within the Maintenance Supervisor (Motor Equipment) title series.

 

Motor Equipment Managers 2 oversee and direct multiple large motor equipment repair facilities managed by Motor Equipment Managers. Incumbents may serve as the highest level motor equipment position in an agency, and be responsible for a statewide motor equipment operation or assist higher level staff in the management of a statewide motor equipment operation. 

 


ILLUSTRATIVE DUTIES

 

Oversees operations of the departments full-service fleet management facilities.

 

·       Directs the continuing analysis of shop personnel utilization, workload and procedures.

·       Establishes staffing patterns for all regional shops using such factors as the total inventory to be maintained and the geographic area to be maintained.

·       Establishes and maintains department-wide preventative maintenance program, including all required schedules, procedures and reports.

·       Directs the inter-regional movement of standard and specialized equipment under routine and emergency conditions.

·       Directs the provision of training for regional Motor Equipment Managers and their staff for the implementation of management plans, policies and procedures.

    

Establishes and implements department-wide policies and procedures.

 

·       Conducts field surveys to develop standards for the utilization and maintenance of various types of equipment; plan statewide equipment scheduling; and examine the need for renting units.

·       Oversees an equipment Fleet Asset Inventory and Maintenance System (FAIMS) to ensure the publication of accurate and timely management reports.

·       Analyzes the performance of regional operations to ensure program consistency.

·       Ensures regional fleet maintenance operation conforms to standards and that resources are available and properly allocated.

 

MINIMUM QUALIFICATIONS

           

Promotion:  one year of service in a position allocated to Grade 29/M-3 or higher or two years of service in a position allocated to Grade 27/M-2 or higher at the Department of Transportation.
