Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Positions in these titles maintain and inspect aircrafts and related equipment to ensure proper functionality and structural integrity. These positions keep records of all maintenance and repair activities performed, and ensure compliance with all Federal Aviation Administration (FAA) rules and regulations.
These positions are found only at the Division of State Police, in the Aviation Unit.
DISTINGUISHING CHARACTERISTICS
AIRCRAFT MECHANIC: non-competitive; non-supervisory class; reports to an Aircraft Maintenance Supervisor.
AIRCRAFT MAINTENANCE SUPERVISOR: non-competitive; directly supervises Aircraft Mechanics and Laborers.
STATE POLICE CHIEF AIRCRAFT INSPECTOR: non-competitive; one-position class; certifies the airworthiness of aircrafts; and directs and supervises the aircraft maintenance activities performed by Aircraft Mechanics and Aircraft Maintenance Supervisors.
ILLUSTRATIVE DUTIES
AIRCRAFT MECHANIC: under the supervision of an Aircraft Maintenance Supervisor, maintains Division helicopter and fixed wing fleet in accordance with FAA regulations; performs changes to aircraft parts such as engines, propellers, control surfaces, and accessories; disassembles engines and checks parts for wear, warping, and other defects in accordance with FAA regulations; examines external appearance of aircrafts and engines and listens to them while operating to diagnose malfunctions; and maintains close liaison with all pilots regarding the condition of Division aircrafts.
AIRCRAFT MAINTENANCE SUPERVISOR: under the direction of a Chief Aircraft Inspector, reviews work performed on aircrafts before they are released to the Operations Section of the Division; verifies proper inspection records, reports, and forms are used to ensure quality control standards for all aircraft inspections; maintains historical records for fixed wing and rotary wing aircraft at all Aviation Unit stations; collects and maintains files of work orders and inspection forms for each aircraft; provides reports of all maintenance and repairs as required by the FAA; maintains a current file of pertinent FAA specifications, bulletins, manufacturers manuals, instructions, or other information related to FAA regulations; checks the calibration of inspection tools and precision test equipment, and creates and maintains a records system of these checks; performs acceptance/airworthiness inspections of all incoming materials including new parts and supplies and articles worked on by contractors; upholds FAA standards for the Aviation Unit; conducts proper tagging and identification of all parts; ensures that rejected and unserviceable parts are disposed of after proper marking; ensures that no defective or unairworthy parts are installed in aircrafts released for service; directs and supervises the quality of aircraft maintenance by Aircraft Mechanics; prepares performance evaluations for aircraft maintenance personnel; and schedules inspections, repairs, and modifications of Division aircrafts.
STATE POLICE CHIEF AIRCRAFT INSPECTOR: directs and supervises the quality of aircraft maintenance performed on Division aircraft by Aviation Unit mechanics; schedules and coordinates aircraft maintenance including inspections, repairs, and modifications of Division aircrafts; prepares performance evaluations for Aircraft Maintenance Supervisors; ensures that rejected and unserviceable parts are properly disposed of; develops inspection standards, methods, and procedures used by the Aviation Unit to comply with all applicable FAA and aircraft manufacturers specifications or instructions; ensures that quality control standards for all inspections performed meet or exceed FAA standards; ensures that proper inspection records and reports are completed; maintains historical records for all aircrafts at Aviation Unit stations; maintains and updates Manufacturers Technical Data and Bulletins, Commercial Service Letters, Service Instructions, or other data related to FAA regulations for maintaining aircraft safety; conducts periodic checks on all inspection tools, the calibration of precision test equipment, and records of tool inspections; and controls the final acceptance of all incoming parts and supplies, including articles that have been adjusted by outside vendors.
MINIMUM QUALIFICATIONS
AIRCRAFT MECHANIC
Non-Competitive: possession of a valid FAA Airframe and Powerplant Certificate; and possession of a valid FAA License for avionics inspection and maintenance.
AIRCRAFT MAINTENANCE SUPERVISOR
Non-Competitive: seven years of experience as a lead mechanic in aircraft maintenance; and possession of a valid FAA Airframe and Powerplant Certificate.
STATE POLICE CHIEF AIRCRAFT INSPECTOR
Non-Competitive: eight years of experience in maintaining, repairing, and overhauling airframes, power plants, and major aircraft components, including one year of supervisory experience; possession of a valid FAA Inspection Authorization; and possession of a valid FAA Airframe and Powerplant Certificate.
