Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

Thruway Tug Captains operate and pilot a tugboat on local waterways and direct the movement and placement of a work barge or floating plant used in the maintenance and repair of bridges.

 

These positions are classified only at the Thruway Authority.

 

DISTINGUISHING CHARACTERISTICS

 

THRUWAY TUG CAPTAIN: non-competitive; pilots tugboat engaged in inspection or emergency work; and supervises one or more deck hands.

         

ILLUSTRATIVE DUTIES

 

Directs the movement and placement of a work barge or other floating plant used in bridge maintenance activities, including substructure repair, superstructure repair, and the replacement of timber piling, ice breakers, fenders, navigation lighting, and piers.

 

Maintains records of mechanical performance and advises supervisors of mechanical maintenance or inspections as required on a scheduled or unscheduled basis.

 

Performs daily maintenance and checklist functions and keeps vessel clean and orderly.

 

Applies rules of the waterways, uses appropriate signals and attends to marine band and Thruway radio messages, as required.

 

Assists distressed boats and ships and otherwise responds to emergency situations in the vicinity of assigned bridges.

         

MINIMUM QUALIFICATIONS

 

Non-Competitive: possession of license as a master of towing vessel with endorsements for inland, ocean, or near coastal waters; OR a license as a United States Coast Guard master of towing vessel, limited for the area (as determined by Officer in Charge of Marine Inspections (OCMI) at the U.S. Coast Guard); OR be a mariner licensed as a master of inspected, self-propelled vessels greater than 200 gross registered tons (GRT) holding either a completed Towing Officer’s Assessment Record (TOAR) bearing the signature of a Designated Examiner and stating that the Examiner found the candidate proficient, or a license endorsed for towing; AND two years of experience as a deckhand, mate or pilot on a towing vessel; AND a valid license to operate a motor vehicle in New York State.
