Classification Standard

BRIEF DESCRIPTION OF CLASS SERIES

 

Intermodal Transportation Specialists direct, plan, and regulate non-highway transportation systems and determine sources and distribution of funding for airport, water and port, rail, transit, bus, and truck projects.

 

These positions are classified only in the main and regional offices of the Department of Transportation.

 

DISTINGUISHING CHARACTERISTICS

 

INTERMODAL TRANSPORTATION SPECIALIST 1: entry-level professional; assists higher level professional staff who review assignments in progress and upon completion; may supervise clerical and technical support staff.

 

INTERMODAL TRANSPORTATION SPECIALIST 2: supervises Intermodal Transportation Specialists 1; oversees planning projects; recommends funding for projects; works with considerable independence.

 

INTERMODAL TRANSPORTATION SPECIALIST 3: section head; oversees two or more units headed by Intermodal Transportation Specialists 2; supervises all work activities for an assigned non-highway transportation system; works independently, under the general direction of a bureau or program director.

 

RELATED CLASSES

 

Intermodal Transportation Specialists (Motor Carrier Safety) oversee safety for intercity bus, school bus, transit and truck transportation systems. They review compliance with State, federal, and industry safety standards; implement truck and bus inspection and auditing programs; design and implement safety programs; and investigate accidents. These positions are classified in the main and regional offices of the Department of Transportation.

 

Intermodal Transportation Specialists (Rail Safety) oversee safety for railroad passenger and freight and rail transit systems. They review compliance with State, federal, and industry safety standards, design and implement safety programs, and investigate accidents. These positions are classified in the main and regional offices of the Department of Transportation.

 

Intermodal Transportation Specialists (Bus System Safety) oversee bus system safety oversight programs of public authorities, municipal and/or privately owned bus transportation systems. They investigate bus accidents; conduct safety site visits and audits; collect and analyze data; and make recommendations on procedures to avoid future accidents.  They also provide bus accident investigation training for bus properties.

 

ILLUSTRATIVE DUTIES

 

INTERMODAL TRANSPORTATION SPECIALIST 1

 

Reviews project applications for specific non-highway transportation systems to determine sources of funding and their consistency with federal and State rules and regulations.

 

Analyzes project and program accomplishments related to specific transportation system goals and objectives.

 

Provides technical advice and assistance to New York State Department of Transportation grantees for the implementation of unique programs.

 

Monitors carrier compliance with regulatory requirements, and explains to carriers and shippers any deficiencies and actions needed to comply with regulations.

 

Gathers information for studies and plans and generate reports about programs and activities.

 

Answers inquiries from grant recipients regarding State and federal policy.

 

Coordinates activities with other federal, State, and local agencies about jurisdictional matters.

 

May supervise clerical and support staff.

 

INTERMODAL TRANSPORTATION SPECIALIST 2

 

Develops guidelines and application materials for different funding programs.

 

Evaluates complaints and service problems to determine and implement remedial action.

 

Reviews and prepares recommendations regarding specific projects for Department funding.

 

Develops, implements, and revises evaluation techniques for modal programs.

 

Manages projects, including developing study guidelines, determining the scope of projects and analytical methods to be used, and conducting the more difficult analysis.

 

Evaluates and prepares draft recommendations for aspects of modal policies.


Evaluates and makes recommendations on regulatory applications and supervises motor carrier compliance activities.

 

Meets with affected federal and local government agencies about specific projects.

 

Negotiates with project sponsors regarding funding and services provided.

 

Supervises professional staff assigned to unit and specific projects.

 

INTERMODAL TRANSPORTATION SPECIALIST 3

 

Directs, develops, and implements the overall development of work programs to prepares, reviews, and revises program guidelines, applications, and project evaluations.

 

Prepares annual budget recommendations for the Department's specific modal programs.

 

Assesses relative economic merits of alternative transportation proposals.

 

Directs the project evaluation process and reviews the selection of specific projects recommended for Department funding.

 

Selects projects to be submitted for recommendation.

 

Directs planning studies of existing and proposed modal projects, including allocating staff and resources.

 

Directs the development of program policies.

 

Oversees the final preparation of reports and studies.

 

Communicates and negotiates with federal and local government officials on all major program and project related issues.

 

Directs the collection, analysis, and evaluation of data regarding non-highway transportation system programs.

 

Oversees the management and operation of facilities and equipment used by non-highway transportation programs.

 

MINIMUM QUALIFICATIONS

 

INTERMODAL TRANSPORTATION SPECIALIST 1

 

Open Competitive: six years of experience directly administering, implementing, developing, or managing various types of modal or intermodal services, facilities, or operations as follows: development, administration, or evaluation of federal, state, or local technical assistance, management assistance, or financial assistance programs, including FTA grants, related to modal or intermodal services; policy development or evaluation of federal, state, or local government programs, regulations, or legislation affecting modal or intermodal services; development or management of modal, intermodal, or economic development/industrial access capital programs or projects directly related to modal services (highway capital programs are not qualifying); planning, marketing, management, or operation of modal or intermodal transportation systems and services; or direct responsibility for the development, implementation, or management of comprehensive safety programs for modal or intermodal transportation facilities and services.

 

Substitution: An associate’s degree may substitute for two years of work experience. A bachelor’s degree may substitute for four years of work experience. A master's degree in traffic engineering or transportation planning may substitute for one year of work experience.

 

INTERMODAL TRANSPORTATION SPECIALIST 2

 

Promotion: one year of service as an Intermodal Transportation Specialist 1 (all parenthetics).

 

INTERMODAL TRANSPORTATION SPECIALIST 3
