BRIEF DESCRIPTION OF CLASS SERIES
Intermodal Transportation Specialists 1 (Bus System Safety) administer bus system safety oversight programs of public authorities, municipal and/or privately-owned bus transportation systems. They investigate bus accidents, conduct safety site visits and audits, collect and analyze data, and make recommendations on procedures to avoid future accidents.
These positions are only classified at the Department of Transportation.
DISTINGUISHING CHARACTERISTICS
INTERMODAL TRANSPORTATION SPECIALIST 1 (BUS SYSTEM SAFETY): entry level professional; supervises at least three Motor Vehicle Inspectors or Motor Carrier Investigators; supervises and conducts accident investigations involving motor carrier operators.
RELATED CLASSES
Intermodal Transportation Specialists direct, plan, and regulate non-highway transportation systems and determine sources and distribution of funding for airport, water and port, rail, transit, bus, and truck projects. These positions are classified only in the main and regional offices of the Department of Transportation.
Intermodal Transportation Specialists (Rail Safety) oversee safety for railroad passenger, and rail and freight transit systems. They review compliance with State, federal, and industry safety standards, design and implement safety programs, and investigate accidents. These positions are classified in the main and regional offices of the Department of Transportation.
Intermodal Transportation Specialists (Motor Carrier Safety) oversee safety for intercity bus, school bus, transit and truck transportation systems. They review compliance with State, federal, and industry safety standards, implement truck and bus inspection and auditing programs, design and implement safety programs, and investigate accidents. These positions are classified in the main and regional offices of the Department of Transportation.
Transportation Analysts evaluate transportation systems, program and project planning, and project development by collecting and analyzing transportation statistics and other information, develop analytical methods, evaluate existing and proposed plans and projects for their ability to meet transportation objectives and to determine their social, economic, and ecological impact, and prepare reports and recommendations.
Capital Program Analysts analyze capital funds to allocate funds and control expenditures for capital projects managed by the Department of Transportation. Positions are classified in the main and regional offices of the Department of Transportation.
ILLUSTRATIVE DUTIES
Conducts investigations of accidents involving bus transit vehicles to determine probable cause and prepare reports of findings.
Assists in developing recommendations to correct hazards and prevents future
accidents.
Monitors compliance with State and federal rules, regulations, and standards by conducting and supervising inspections, audits, and other investigations.
Implements corrective actions to ensure operator compliance with audit findings, safety recommendations and program requirements.
Collects and analyzes safety related data to identify trends and issues.
Participates in compliance reviews and safety audits.
Discusses findings with operators and recommend improvements.
Provides technical staff support to the Public Transportation Safety Board in relation to bus transit system safety and accident investigations.
Conducts safety site visits and audits of bus public transit properties.
MINIMUM QUALIFICATIONS
Open Competitive: six years of professional work experience in one or more of the following areas: management and operation of a public authority, municipal, or large privately-owned bus transportation system.
An associates degree may be substituted for two years of the work experience. A bachelors degree may be substituted for four years of the work experience. A Master's Degree in traffic engineering or transportation planning may be substituted for one year of work experience.
Promotion: one year of service as a Motor Carrier Investigator, Motor Vehicle Inspector, or Motor Vehicle Inspector (Spanish Language).
