Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Agency Safety and Health Representatives 1 and 2 perform field visits and conduct safety inspections of agency facilities, investigate accidents, and coordinate training programs as part of a comprehensive health, safety, and accident prevention program. Incumbents also ensure compliance with the New York State Uniform Fire Prevention and Building Code.

 

These positions are classified at multiple State agencies, with the most at the Department of Transportation.

 

DISTINGUISHING CHARACTERISTICS

 

            AGENCY SAFETY AND HEALTH REPRESENTATIVE 1: entry level; coordinates the preparation of the health, safety and accident prevention program; and reviews and revises work methods and procedures to address issues related to heath and safety concerns.

 

          AGENCY SAFETY AND HEALTH REPRESENTATIVE 2: first supervisory level; establishes, coordinates, and reviews the health, safety and accident prevention program; develops and administers a safety education and training program; and investigates accidents.

 

RELATED CLASSES

 

Agency Safety and Health Directors 1 and 2 review agency operations to identify and assess occupational hazards; develop agency safety and health policies and the strategy for implementing these policies, safety and health regulations, and collective bargaining agreement provisions affecting safety and health. These activities require coordination with agency program managers, employees and unions, and may also involve interaction with regulatory agencies, resource groups, and contractors.

 

ILLUSTRATIVE DUTIES

 

AGENCY SAFETY AND HEALTH REPRESENTATIVE 1

 

Inspects work sites and operations for fire, water or other safety hazards, and makes recommendations for necessary improvements.

 

·       Reviews facility emergency response and evacuation plans and procedures.

·       Examines equipment, including safety features, to ensure that it is in proper working order and that safe operation guidelines are followed.

·       Identifies potentially hazardous equipment design and makes recommendations for change and/or implementation of safe operating guidelines.          

 

Assists with agency fire safety officer duties.

 

·       Works with the managers and property or building managers to develop, update and revise emergency evaluation plans.

·       Ensures emergency evacuation drills are held on a timely basis.

 

Administers ergonomic programs and implements the ergonomic policies of the agency.

 

·       Conducts ergonomic training for administrators and assessors. 

·       Performs ergonomic assessments.

·       Manages ergonomic equipment. Works closely with the agency’s purchasing staff to ensure the timely and appropriate purchase of ergonomic equipment.

May represent the agency at various meetings, as necessary.

 

AGENCY SAFETY AND HEALTH REPRESENTATIVE 2

 

Develops and administers mandated programs.

 

·       Conducts extensive field visits, on-site inspections, accident investigations, safety training, and awareness programs.

·       Determines applicability of safety and health standards to agency operations.

·       Ensures compliance with mandatory federal, State and department safety and health requirements.

 

Develops quality assurance and quality control mechanisms to evaluate safety and health program effectiveness.

 

·       Monitors compliance with safety and health policies and procedures.

·       Requests review from agency managers for periodic updates and revises policies and procedures, as necessary.

·       Participates in the review process to ensure compatibility of agency safety and health policies and procedures with agency operating procedure.

 

Oversees the required administration of the New York State Uniform Fire Prevention & Building Code.

 

·       Conducts required periodic inspection of department facilities.

·       Recommends and assists in the implementation of corrective measures.

·       Develops and maintains a computerized information system to track the conduct and results of all inspections, and the status of abatement activity.

·       Prepares and distributes periodic reports.

 

Develops and conducts mandatory safety and health training programs.

 

·       Advises management regarding the need for safety and health related training programs.

·       Coordinates safety and health training activities with agency management and other agencies and organizations.

 

Directs the activities of Agency Safety and Health Representatives 1.

 

MINIMUM QUALIFICATIONS

 

AGENCY SAFETY AND HEALTH REPRESENTATIVE 1

 

Promotion: one year of experience in a position allocated to Grade 8 or higher AND

EITHER1. one year of experience in the field of occupational safety and health, fire safety and preventions, or building design relating to fire codes;

OR 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, or building design relating to fire codes;

OR 3. NYS Firefighter 1 certification.

 

Open Competitive: an associate’s degree or higher and two years of experience in industrial safety, industrial hygiene, or occupational safety and health, OR four years of experience in the field of occupational safety and health, fire safety and prevention or building design relating to fire codes.

 

AGENCY SAFETY AND HEALTH REPRESENTATIVE 2 

 

Open Competitive: a bachelor’s degree in industrial safety, industrial hygiene, or occupational safety and health AND three years of experience in the field of occupational safety and health, fire safety and prevention or building design relating to fire codes; OR seven years of experience in the field of occupational safety and health, fire safety and prevention or building design relating to fire codes.

 

Promotion:  one year of permanent service as an Agency Safety and Health Representative 1.
