BRIEF DESCRIPTION OF CLASS

 

          Positions in this series design and implement policies regarding guidance activities pursued by the Department of Corrections and Community Supervision (DOCCS) and engage in management activities to ensure guidance programs are effectively administered within departmental facilities.  Incumbents review existing policy and programs with an aim toward improvement or correction; develops new or improved program plans, procedures or policies; and reviews new programs and the implementation of policies at the facility level, in order to determine areas of deficiency and appropriate corrective actions.

 

These positions are only classified at DOCCS.

DISTINGUISHING CHARACTERISTICS

assistant director correctional guidance:  responsible for guidance policy, activities, and programs pursued by DOCCS facilities.

         

          DIRECTOR CORRECTIONAL GUIDANCE: one position class; responsible the implementation of policies, procedures, and management of activities to ensure the effective administration of correctional guidance programs.

 

RELATED CLASSES

 

Offender Rehabilitation Coordinators apply social casework principles to the social, educational, vocational rehabilitation, and preparation of offenders released to community supervision (parole and post-release supervision) and under strict and intensive supervision and treatment (SIST) pursuant to Article 10 of the Mental Hygiene Law.  

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT DIRECTOR CORRECTIONAL GUIDANCE

·       Oversees the Central Office Earned Eligibility Program and staff; oversees Veterans Programs and Correctional Guidance Specialists; and the development of Veteran Program trainings and curriculum.

·       Assists the Director Correctional Guidance with direction related to Central Office Guidance and Facility Guidance Units and related issues in accordance with Department policy.

 

·       Oversees the Central Office Sex Offender Treatment Program (SOCTP) and related staff; supervises SOCTP within facilities and ensure compliance with program standards.

 

·       Oversees Program Committee policies/ standards and in conjunction with the Program Committee Supervising Offender Rehabilitation Counselor to review facility compliance with these standards; manages the KIPY system and makes necessary updates to ensure accuracy of program assignments and payroll.

 

·       Assists the Director in overseeing policies and procedures related to facility staff preparing Parole Board Reports, Community Preparation, release and discharge; and serves as liaison with other Department Units and outside agencies on initiatives and policy and procedure development.

 

·       Oversees site visits at facility guidance units; assesses and identify areas of deficiency; provides feedback to facility staff and ensures guidance deficiency are corrected. 

 

·       Leads the Juvenile Programs work group and develops trainings/schedule and program manuals for Juvenile Programs; collaborates with the Office of Children and Family Services (OCFS) in the development of training and curriculum.

 

·       Assists the Director with developing policies and procedures to improve Guidance Unit functions; assesses current functions of Guidance Units and Offender Rehabilitation Coordinators; and make recommendations for improvements.

 

·       Assign and evaluate the work of Central Office Guidance staff. Evaluate work performance of office staff.

 

·       Direct and develop training programs for Guidance Personnel.

 

·       Assists in supervising offender telephone, correspondence, and packages, and respond to guidance related issues.


          DIRECTOR CORRECTIONAL GUIDANCE

·       May perform all of the duties and responsibilities of an Assistant Director Correctional Guidance.

 

·       Provides direction related to Central Office Guidance and Facility Guidance Units and related issues.

 

·       Responds to all letters and grievances regarding SOCTP, Mailroom, Program Committee, Earned Eligibility Programs, Veteran Programming and other Guidance areas.

 

·       Oversees site visits at facility guidance units; assesses and identify areas of deficiency; provides feedback to facility staff and ensures guidance deficiency are corrected. 

 

·       Develops policies and procedures to improve Guidance Unit functions; and assesses current functions of guidance units and Offender Rehabilitation Coordinators.

 

·       Assigns and evaluates work of Central Office Guidance Staff; evaluates work performance; and updates guidance policies and procedures.

 

·       Supervises inmate telephone and correspondence policies and respond to guidance related issues; and serves as appeals reviewer for inmate-to-inmate correspondence.

 

 

·       Provides direction to Guidance Units in regard to Parole Board preparation, organization of the Community Supervision file, community preparation reports, the release/discharge of inmates to Parole Supervision.

 

·       Develops policies and procedures regarding business process and desired outcomes for COMPAS; coordinates with other State agencies and private vendor to accomplish desired outcomes.

 

MINIMUM QUALIFICATIONS

 

          ASSISTANT DIRECTOR CORRECTIONAL GUIDANCE

 

Promotion:  one year of permanent competitive service as a Supervising Offender Rehabilitation Counselor, with or without parenthetics, Correction Classification Analyst, with or without parenthetics, or as a Correctional Services Guidance Specialist, with or without parenthetics.

 

          DIRECTOR CORRECTIONAL GUIDANCE

Promotion: one year of permanent competitive service as an Assistant Director Correctional Guidance.
