BRIEF DESCRIPTION OF CLASS SERIES

 

Children and Family Services Program Managers direct the operations of divisions and bureaus within the Office of Children and Family Services (OCFS). These bureaus and divisions provide, oversee, or coordinate the provision of services to at-risk adults, families, children, and youth in program areas including education, life skills, and family support. These services and programs are designed to enable participants to achieve realistic educational, vocational, social, and personal goals. Incumbents provide direct and indirect supervision to agency staff, and staff employed by other jurisdictions such as Local Social Services Districts or contract staff.

 

DISTINGUISHING CHARACTERISTICS

 

These positions are found only in OCFS Home Office divisions and bureaus responsible for providing programs and services; positions are not classified within divisions or bureaus primarily responsible for administrative functions.

 

Children and Family Services Program Managers perform similar duties. They supervise division or bureau staff providing services to youth in the care of OCFS, youth in programs administered by OCFS, or in family services programs monitored or overseen by OCFS for compliance with requirements and regulations to ensure consistency and continuity.  They also participate in the development and implementation of policies and procedures for program and staff.  Factors that determine the number and level classified include the variety, number, and budgetary scope of programs managed; number and level of professional subordinate staff; consequence of failure or non-performance in the affected operation; and independence of operation.

 

          Positions exist at the 2 level in a Counseling parenthetic; positions exist at the 3 level in an Education parenthetic (see attachment below).

 

CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 1: manages a small statewide program or assists a higher-level manager in a large statewide program; supervises a small staff of professional and clerical subordinates.

 

          CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 2: manages two or more statewide programs or a large statewide program; supervises primarily professional subordinates. Incumbents exercise substantive programmatic direction and management over large line program operations. 

 

          CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 3: manages the work of a bureau and multiple programs which include multiple units/sections; supervises a large number and higher level of professional staff at multiple work locations statewide.  These programs provide various discrete services to large numbers of program participants statewide.  Incumbents serve a supportive role in the development and implementation of agency operations and linkages with outside organizations. 

 

          CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 4: manages the activities of multiple bureaus in a division serving at-risk adults, families, children, and youth; serves as a member of the division’s senior management team.   

 

RELATED CLASSES

 

Children and Family Services Specialists administer programs that assist children and families in need. Under the supervision of a higher-level Children and Family Specialist, or a Children and Family Services Program Manager, incumbents provide information and referral services in areas that include, but are not limited to, Foster Care, Child Protective Services and Adoption Services. They also provide technical assistance to Local Social Services Districts, county youth bureaus, OCFS residential facilities for youth, field-based agency staff and public and private agencies.

 

ILLUSTRATIVE DUTIES

 

CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 1 & 2

 

Collaborates with other divisions or bureaus, other State agencies, not for profit organizations, Local Social Services Districts, and community partners to develop, implement, and improve programs and services.

 

Recommends changes in present practices and equipment needs to align programs to industry standards.

 

Maintains knowledge of relevant contractual agreements and Federal and State laws, rules, and regulations; develops policies and procedures to adhere to relevant laws, rules, and regulations.

 

Represents the division or bureau at internal agency meetings, and meetings with outside organizations.

 

Coordinates the provision of technical support to Local Social Services Districts, the child care provider community, and relevant partners.

 

Meets with residential youth facilities’ managers and staff to provide management and technical assistance and support.

 

Prepares written reports of program operations, to clients, the legislature, and community leaders.

 

Conducts periodic site visits to OCFS facilities and other agency work locations.

 

Oversees staff training and professional development to ensure that all staff receive required training.

 

Performs the full range of administrative supervisory responsibilities.

 

CHILDREN AND FAMILIES PROGRAM SERVICES MANAGER 3

 

Performs all duties and responsibilities of lower-level Children and Family Services Program Managers.

 

Manages and oversees the operations of bureau and multiple programs, including multiple units/sections which provide a range of services to at-risk adults, families, and children and youth.

 

Coordinates activities with other divisions, bureaus, and non-State organizations.

 

Coordinates internal and external monitoring and evaluation of program activities.

 

Gathers and analyzes information to ensure that program goals are attained; ensures program operations comply with Federal and State laws, rules, and regulations.

 

Reviews and approves corrective action plans.

 

Represents Executive staff at meetings.

 

Performs the full range of administrative supervisory responsibilities.

 

CHILDREN AND SERVICES PROGRAM MANAGER 4

 

Performs all duties and responsibilities of lower-level Children and Family Services Program Managers.

 

Manages and oversees the operations of several bureaus in a division; identifies necessary resources.

 

Supervises division staff located in OCFS Home Office and the regional managers responsible for division operations throughout the State.

 

Oversees contracted organizations.

 

Represents the division at meetings and on workgroups, including meetings attended by the Commissioner, Governor’s Office, Division of the Budget, unions, and advocacy groups.

 

Assists in the interpretation of applicable regulations and statutes.

 

Leads strategy meetings to identify State statutes and regulations that must be revised; coordinates development and review of updated statutes and regulations.

 

Supervises the creation of a program of professional development for licensed and regulated providers.

 

Works with OCFS and outside organization staff to identify the changes needed to training requirements to comply with new Federal mandates; coordinates meetings to develop training programs; constructs a training schedule.

 

Performs the full range of administrative supervisory responsibilities.

 

MINIMUM QUALIFICATIONS

 

CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 1

 

Promotion: One year of permanent competitive service as a Children and Family Services Specialist 2, Children and Family Services Specialist 2 (Permanency Services), Child Protective Services Specialist 3, Youth Counselor 2, or Youth Counselor 3.

 

CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 2

 

Promotion: One year of permanent competitive service as a Children and Family Services Program Manager 1.

 

CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 3

 

Promotion: One year of permanent competitive service as a Children and Family Services Program Manager 2 or Children and Family Services Program Manager 2 (Counseling).

 

CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 4

 

Promotion: One year of permanent competitive service as a Children and Family Services Program Manager 3 or Children and Family Services Program Manager 3 (Education).

          CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 2 (COUNSELING): provides management and supervision to the bureau responsible for counseling services; oversees counseling services provided by OCFS residential youth facilities; develops and implements policies and procedures for counseling programs in OCFS facilities throughout the State; and provides technical assistance on counseling services to agency staff.

 

          CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 3 (EDUCATION): provides management and supervision, as director, for the Bureau of Education and Transition Services; oversees the residential school program in all OCFS residential facilities; establishes and implements procedures for education and recreation programs; and provides technical assistance to facility directors, managers, and education staff.

 

MINIMUM QUALIFICATIONS

 

CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 2 (COUNSELING)

 

Promotion: One year of permanent competitive service as a Children and Family Services Specialist 2, Children and Family Services Specialist 2 (Permanency Services), Youth Counselor 3, Child Protective Services Specialist 3, Children and Family Services Program Manager 1, Associate Psychologist, Associate Vocational Rehabilitation Counselor, Licensed Psychologist, Psychologist 2, or a Social Work Supervisor 1 (Licensed Clinical Social Worker) AND possession of a master’s degree in psychology, social work, counseling, or rehabilitation counseling.

 

CHILDREN AND FAMILY SERVICES PROGRAM MANAGER 3 (EDUCATION)

 

Promotion: One year of permanent competitive service as a Children and Family Services Specialist 3, Youth Counselor 4, Child Protective Services Specialist 4, Children and Family Services Program Manager 2, or Children and Family Services Program Manager 2 (Counseling), AND possession of a permanent or professional school administrator/supervisor, school building leader, or school district leader certification issued by the New York State Education Department.

 

Open Competitive: Master’s degree AND possession of a permanent or professional school administrator/supervisor, school building leader, or school district leader certification issued by the New York State Education Department.
