Classification Standard

 

 BRIEF DESCRIPTION OF CLASS SERIES

         

          Positions in this series research and prepare program and policy options, provide recommendations for New York State long term services and supports (LTSS) programs, implement and manage the NY Connects Program, and provide oversight to the NY Connects Program and other Long Term Services and Supports programs. 

 

          These positions are classified only in the New York State Office for the Aging.

DISTINGUISHING CHARACTERISTICS

          LONG TERM CARE SYSTEMS SPECIALIST 1: entry level; perform research, analysis, program development and implementation, data base management and provide technical assistance and policy support for assigned long term care programs under the supervision of the Long Term Care Specialist 2.

 

          LONG TERM CARE  SYSTEMS SPECIALIST 2: first supervisory level; perform program and policy research and analysis, program development and implementation for larger or more complex projects involving regional or statewide long term services and supports issues, grants development and management, and technical assistance;  supervise Long Term Care Systems Specialist 1, or similar titles in the agency.

 

          LONG TERM CARE SYSTEMS SPECIALIST 3: managerial level; direct and manage Long Term Care Systems Specialist 2 and similar titles in the Agency in long term services and supports program and policy research and analysis, program development and implementation, grants development and management, technical assistance and policy support activities; and report to higher level program manager or executive staff.

 

ILLUSTRATIVE DUTIES

          LONG TERM CARE SYSTEMS SPECIALIST 1

·       With supervision from the LTC Systems Specialist 2, develop, implement, and provide oversight and monitoring of various Long Term Services and Supports (LTSS) programs (e.g., NY Connects).

 

·       Research and prepare program/policy options resulting from analysis (e.g., LTSS best practices, white papers and briefs, comparative analyses, etc.)

 

·       With assistance and guidance, prepare required reports, presentations, and program documents.

 

·       Participate in collaborative efforts convened by federal agencies (e.g., Administration on Aging (AoA)/Administration for Community Living (ACL)) and state agencies/ associations (e.g., Department of Health (DoH), Office for People with Developmental Disabilities (OPWDD), etc.) to support LTSS programs and enhancements.

 

·       Participate in state and LTSS reform and engage stakeholders through formal presentations at various forums (e.g., local Long Term Care Council meetings, health care organizations, regional meetings, etc.).

 

·       Work with local and other state entities and programs to assure local compliance with LTSS reporting requirements, maintain databases, and generate documents in association with database management to support NY Connects and other LTSS needs.

 

·       Assist LTC Systems Specialist 2 in grant and other initiatives for persons of all ages with LTSS needs to help establish future directions.

 

·       Develop policy and program materials to support state and local management and effective operation of program and grant initiatives.

 

·       Assist higher level LTSS with grant implementation activities.

 

·       Assist in submission of required grant reports through web-based reporting.

 

·       Verify LTSS program performance (e.g., NY Connects) on contract deliverables and assure compliance with program standards.

 

·       Assist with the design and delivery of required technical assistance, trainings, and presentations to support LTSS program and grant initiatives at the local and state level (e.g., NY Connects, Expanded In-Home Services for the Elderly Program (EISEP), caregiver, etc.).

 

·       Develop and deliver content specific program materials for the statewide resource directory database (e.g., NY Connects).

 

·       Review and update the statewide resource directory on a regular basis (at least semi-annually).

 

·       Assist in the development of local NY Connects contract and application documents for review by LTC Systems Specialist 2 and approval by higher level staff for program implementation.

 

·       Participate in Annual Implementation Plan (AIP) and contract-related development annually and as needed.

 

·       Assist with performance management, including the development and implementation of LTSS program evaluation tools, data components, and quality assurance activities for LTSS programs. 

 

·       Assist with designing evaluation tools and data components for LTSS programs (e.g., NY Connects) to ensure evaluations are successfully conducted to measure achievement of quality assurance resulting in greater quality assurance.

 

·       Review and analyze aggregate program data and qualitative reports to determine trends or to identify issues that require further monitoring or technical assistance.

 

·       Assist in identifying areas for correction.

 

·       Generate needed reports.

 

        LONG TERM CARE SYSTEM SPECIALIST 2

 

·       Provide supervision and guidance to LTC System Specialist 1 in the development, implementation, oversight, and monitoring of various Long Term Services and Supports (LTSS) programs (e.g., NY Connects).

 

·       Work with staff from other Divisions/Bureaus/ Units within the Agency on the development of LTSS policies, standards, and procedures for other programs as requested.

 

·       Conduct regular meetings with staff to review all staff assignments and completion of tasks.

 

·       Provide supervision and policy and program guidance to Long Term Care Systems Specialists 1 regarding scope and depth of research, and review and assure staff work for completeness, clarity, and soundness of conclusions.

 

·       Conduct research and prepare program/ policy options, and recommendations resulting from analysis of best practices (e.g., LTSS best practices, white papers and briefs, comparative analyses, etc.).

 

·       Analyze state and federal legislative/policy and determine implications for LTSS reform.

 

·       Provide supervision and guidance support to LTC Systems Specialist 1 in the preparation of required reports, presentations, and program document, and prepare such reports for LTC System Specialist 2 responsibilities.

 

·       Write reports, presentations, and program documents (e.g., for executive attention, Governors Office, Administration on Aging (AoA)/ Administration for Community Living (ACL), etc.)

 

·       Provide supervision to LTC Systems Specialist 1 and participate in collaborative efforts convened by federal agencies (e.g., AoA/ACL) and state agencies/ associations (e.g., Department of Health (DoH), Office for People with Developmental Disabilities (OPWDD), etc.) to support LTSS programs and enhancements.

 

·       Represent the Agency in the development of statewide, cross-agency efforts to improve streamlined approaches to LTSS.

 

·       Participate in both state and local LTSS reform activities and engage stakeholders through formal presentations at various forums (e.g., local Long Term Care Council meetings, regional meetings, etc.).

 

·       Work with and provide supervision to work of LTSS 1 to assure compliance with LTSS reporting requirements, database management needs, and document generation, including items for review by higher level staff.

 

·       Design and develop new reports and recommend for implementation.

 

·       Analyze, coordinate, and lead grant and other initiatives for persons of all ages with LTSS needs and help establish future directions.

 

·       Assist in development and submission of LTSS grant proposals, and coordinate implementation and management of awarded grants.

 

·       Assist in meeting awarded grant reporting requirements; develop and submit required reports.

 

·       Develop policy and program materials to support state and local management and effective operation of LTSS program (e.g., NY Connects) and grant initiatives.

 

·       Supervise LTC Systems Specialist 1, as well as manage and monitor local LTSS programs (e.g., NY Connects) to verify performance of contract deliverables and assure compliance with program standards.

 

·       Design and deliver required technical assistance, trainings and presentations to support LTSS program and grant initiatives at the local and state level (e.g., NY Connects, Expanded In-Home Services for the Elderly Program (EISEP), caregiver, etc.).

·       Provide guidance and direction to local LTSS program staff (e.g., staff at Area Agencies on Aging, Local  Social Services Districts, and other entities engaged in NY Connects) to plan, budget, execute, monitor and evaluate  NY Connects to ensure program quality. Continuously work with local programs to ensure evaluations are successfully conducted to direct program improvements and expansion.

 

·       Review and analyze program data and qualitative reports to determine trends or to identify issues that require further monitoring or technical assistance.

 

·       Assist with and collaborate with state partners to design evaluation and data components for LTSS programs as needed.

 

·       Develop performance management, program evaluation, and quality assurance reports, and review reports prepared by the LTC Systems Specialist 1.

 

·       Develop and establish relationships with new and non-traditional partners (e.g., working with hospitals, visiting nurse associations, and local community programs) to foster the continuum between acute and LTSS.

 

·       Develop partnerships to expand services for older adults, people with disabilities across all age groups. 

 

 

        LONG TERM CARE SYSTEM SPECIALIST 3

 

·       Provide direction, management, oversight, and supervision to LTC Systems Specialist 2 in the development, implementation, oversight, and monitoring of various Long Term Services and Supports (LTSS) programs (e.g., NY Connects).

 

·       Work with staff and managers from other Divisions/Bureaus/Units within the Agency on the development of LTSS policies, standards and procedures for other programs as requested.

 

·       Provide supervision of LTSS Bureau staff with similar titles in the Agency working on LTSS programs, and perform all supervisory functions.

 

·       Conduct regular meetings with staff to review all staff assignments and completion of tasks.

 

·       Provide direction and management oversight and supervision in research for developing program/ policy options and recommendations (e.g., LTSS best practices, white papers and briefs, comparative analyses, etc.).

 

·       Work with Assistant Directors and Deputy Director to identify policy areas for research, comparative analysis, and reports (including white papers and briefs), and supervise work of LTC Systems Specialist 2 in these areas.

 

·       Provide direction and management oversight and supervision to LTC Systems Specialist 2 and other LTSS staff in the preparation of required reports, presentations, and program documents.

 

·       Write reports, presentations, and program documents (e.g., for executive attention, Governors Office, Administration on Aging (AoA)/ Administration for Community Living (ACL), etc.).

 

·       Provide direction and management oversight and supervision to LTC Systems Specialist 2 and participate in collaborative efforts convened by federal agencies (e.g., AoA/ACL) and state agencies/ associations (e.g., Department of Health (DoH), Office for People with Developmental Disabilities (OPWDD), etc.) to support LTSS programs and enhancements.

 

·       Represent the Agency at meetings with state, federal and local officials on the status and direction of LTSS programs (e.g., NY Connects), and grants and special projects.

 

·       Participate in both state and local LTSS reform activities and engage stakeholders through formal presentations at various forums (e.g., local Long Term Care Council meetings, regional meetings, etc.).

 

·       Work with the Assistant Directors and Deputy Director of the Division to help identify and develop new LTSS policy and program directions, and supervise and oversee overall direction and innovative initiatives advancing LTSS system reform (e.g., Balancing Incentive Program, etc.).

 

·       Provide direction and management oversight and supervision to LTC Systems Specialist 2 to assure compliance with LTSS reporting requirements, database management needs, and document generation, including items for review by higher level staff.

 

·       Identify new data and reporting needs, and assure implementation.

 

·       Lead grant and other initiatives for persons of all ages with LTSS needs and help establish future directions. Also identify for development, review and prepare for higher level approval grant applications for LTSS federal grants.

 

·       Supervise and oversee innovative initiatives advancing LTSS systems reform.

 

·       Review, approve, and assure submission of required grant reports.

 

·       Identify for development, review and prepare for higher level approval policy and program materials.

 

·       Supervise LTC Systems Specialist 2, as well as manage and monitor LTSS local programs (e.g., NY Connects) to verify performance of deliverables and assure compliance with program standards.

·       Plan, develop, and implement technical assistance, trainings, and presentations for LTSS program and grant initiatives (e.g., (e.g., NY Connects, Expanded In-Home Services for the Elderly Program (EISEP), caregiver, etc.).

 

·       Supervise ongoing training and the provision of technical assistance to local long term care staff to ensure integration and/or linkages to other long term care programs.

·       Provide guidance for and approve technical assistance documents related to the statewide resource directory, including review and evaluation on a systematic basis (at least semi-annually).

 

·       Review, monitor development, approve and sign-off on LTSS program contracts such as NY Connects and route for approval and sign-off by higher level staff.

 

·       Manage and monitor LTSS contracts, Annual Implementation Program, and related application documents for LTSS programs in the Bureau annually and as needed.

·       Supervise performance management, including the development and implementation of LTSS program evaluation tools, data components, and quality assurance activities.

 

·       Provide guidance and direction to local LTSS program staff (e.g., staff at Area Agencies on Aging, Local  Social Services Districts, and other entities engaged in NY Connects, Social Adult Day Services (SADS), EISEP, etc.) to plan, budget, execute, monitor and evaluate  NY Connects and other LTSS programs to ensure program quality.

 

·       Continuously work with LTC Systems Specialist 2 staff and local programs to ensure evaluations are successfully conducted to direct program improvements and expansion.

 

·       Review and analyze program data and qualitative reports to determine trends or to identify issues that require further monitoring or technical assistance.

 

·       Collaborate with state partners to design evaluation and data components for LTSS programs as needed.

 

·       Develop performance management, program evaluation, and quality assurance reports, and review reports prepared by the LTC Systems Specialist 2.

MINIMUM QUALIFICATIONS

Open-Competitive: six years of experience* administering or analyzing disability, aging, health, or social services programs; of which at least three years of experience MUST have been in an Aging and Disability Resource Center (ADRC), "No Wrong Door," Single Point of Entry (SPE) program, or in the delivery, management, oversight, or evaluation of Long Term Services and Supports (LTSS).

 

          LONG TERM CARE SYSTEMS SPECIALIST 2

 

Promotion: one year of service as a Long Term Care Systems Specialist 1.

 

Open-Competitive: seven years of experience* administering or analyzing disability, aging, health, or social services programs; of which at least three years of experience MUST have been in an Aging and Disability Resource Center (ADRC), "No Wrong Door," Single Point of Entry (SPE) program, or in the delivery, management, oversight, or evaluation of Long Term Services and Supports (LTSS).

 

          LONG TERM CARE SYSTEMS SPECIALIST 3

 

Promotion: one year of service as a Long Term Care Systems Specialist 2.

 

Open-Competitive: eight years of experience* in managing disability, aging, health, or social services programs; of which at least three years of experience MUST have been in an Aging and Disability Resource Center (ADRC), "No Wrong Door," Single Point of Entry (SPE) program, or in the delivery, management, or oversight of Long Term Services and Supports (LTSS). In addition, at least two years of the eight years of experience must have been in a supervisory capacity.

 

*Substitutions: a bachelor's degree in public administration, business administration, social work, social policy, public health, or health services administration may substitute for four years of this experience; a masters degree in the aforementioned fields may substitute for one additional year of experience.
