Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

Positions in this title provide administrative oversight and teaching services for education programs, by administering a Facility Education Program and ensuring that it adheres to New York State Education Department guidelines and requirements.  Youth Education Coordinators develop an overall facility education plan, hire and supervise teachers, evaluate staff performance, and assign students to appropriate classes. 

 

The positions are typically classified at small residential facilities operated by the New York State Office of Children & Family Services.  All incumbents perform various duties and functions in conjunction with the overall operation of a facility and/or location to which they are assigned.

 

DISTINGUISHING CHARACTERISTICS

 

          Classification of Youth Education Coordinator positions is distinguished by the size of the facility and education program.  Positions in this class are typically classified at 20 to 25-bed facilities and may supervise a mixed group of teachers or instructors, across multiple subject areas.  In addition, the positions may spend up to 50% of their time instructing students in subject area courses.  In larger facilities or programs, these positions may be classified as Education Supervisors, based upon the predominant specialty or the most critical knowledge needed.

 

RELATED CLASSES

 

Education Counselors perform activities and tasks related to the guidance, placement, and direction of students within a large education program.  Where the size of the program does not support classification of Education Counselors, these duties are performed by Education Supervisors.

 

Education Supervisors (General) are 10-month positions responsible for supervising an academic program (e.g. adult basic education, adult general education development, and special education) at the elementary and/or secondary school level.

 

Teachers and Vocational Instructors perform activities and tasks concerning the actual delivery of instructional services to students.

 

ILLUSTRATIVE DUTIES

 

Acts as liaison between students, the facility, and local education agencies and services.

 

 

 

·       Intervenes in student conflicts with schoolmates.

 

 

 

Coordinates the provision of individualized educational services for students.

 

 

 

 

 

 

 

·       Teaches independent living skills.

 

 

 

 

 

 

Assists youth in the development of appropriate job and career skills and opportunities.

 

Recruits, trains, supervises, and evaluates subordinate education staff.

 

 

 

 

Recruits, trains, supervises, and evaluates volunteers in assisting in educational activities.

 

Administers the facility education program.

 

 

 

 

 

 

 

 

 

 

Assists higher level staff and administrators in reviewing and implementing rehabilitation programs and related services.

 

 

MINIMUM QUALIFICATIONS

 

Open Competitive:  a New York State permanent or professional Certification in one of the following: Teacher, Career and Technical Teacher, School Administrator/Supervisor, School Building Leader, or School District Leader; AND three years of post-New York State certification (conditional, initial, provisional, permanent, or professional) teaching experience.  One year of teaching experience is defined as 30 hours a week for 10 months. 

 

Requirement for continued employment:  possession of a permanent or professional teacher, career and technical teacher, school administrator/supervisor, school building leader, or school district leader certification issued by the New York State Education Department is required for continued employment.  Loss of certification will result in termination of employment.
