Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            Addictions Program Specialists plan, direct and coordinate alcohol and other drug treatment, prevention, education and early intervention services throughout New York State. They work closely with local providers and local government officials.  Positions are classified in the Office of Alcoholism and Substance Abuse Services (OASAS), Administrative Offices.

 

DISTINGUISHING CHARACTERISTICS

 

            ADDICTIONS PROGRAM SPECIALIST 1:  performance level; may be assigned to any of the major program areas within OASAS;  reviews local programs for compliance with State requirements; provides technical assistance; assists in development of new programs or policies; and may perform field duties as a member of a team or work independently.

 

            ADDICTIONS PROGRAM SPECIALIST 2:  advanced performance and/or first supervisory level; handles the most difficult programs and local governmental units; independently interacts with county government officials and local providers of alcohol and other drug (AOD) services; drafts position papers and policy development on agency initiatives; makes recommendations on licensing programs and on issuing Certificates of Need; and may supervise or function as a team leader in field assignments.

 

            ADDICTIONS PROGRAM SPECIALIST 3:  serves as a unit head with supervisory responsibilities for small discrete administrative units in Central Office.  All positions in this class are earmarked.

 

            ADDICTIONS PROGRAM SPECIALIST 4:  serves as a unit head or regional coordinator, supervises other professional staff.  As Regional Coordinator, responsible for all local provider programs, supervises field staff, and establishes priorities for region.  In other organizational settings, manages discrete unit, drafts policies and procedures; and serves as agency expert in assigned duties.

 

RELATED CLASSES

 

Addictions Planning Analysts are responsible for the identification of critical issues and unmet needs facing the addictions field by the use of forums, and focus groups analyzing need methodology, researching national policy directions and preparing agency planning documents.

 

Program Research Specialists are involved in the analytic review of data, development of grant applications and the development of research to practice documents.

 

Addictions Counselors and Addictions Counselor Assistants provide direct professional and paraprofessional counseling services in treatment center settings.

 

ILLUSTRATIVE DUTIES

 

            ADDICTIONS PROGRAM SPECIALIST 1:  under the supervision of an Addictions Program Specialist 4, serves as a member of field team for program review; technical assistance or program operations; reviews Certificate of Need requests or new services; reviews license applications; prepares and presents addiction prevention and education materials to community groups, prepares written plans for services in specific areas; and assists in the development of professional development and programs for counselors.

 

            ADDICTIONS PROGRAM SPECIALIST 2:  under the supervision of an Addictions Program Specialist 4, functions as an independent field reviewer; provides technical assistance to local programs; oversees credentialling process for counselors, investigates patient or program complaints; develops procedures for implementation for agency policies; and confers with local governmental officials and local providers to resolve problems or discuss new services.  May supervise or serve as a team leader.

 

ADDICTIONS PROGRAM SPECIALIST 3:  under the general supervision of either a Bureau Head or an Addictions Program Specialist 4, responsible for the management of a discrete administrative unit charged with a specific addictions issue and includes supervision of staff.

 

ADDICTIONS PROGRAM SPECIALIST 4:  under the general supervision of a Bureau Head, is responsible for a major addictions program activity; drafts agency policy; represents agency in intra-agency meetings; develops plans for implementing addictions services; evaluates services and recommends changes; supervises field staff activities; and develops work plans for assigned staff and provides direct supervision to assigned staff.

 


MINIMUM QUALIFICATIONS

 

ADDICTIONS PROGRAM SPECIALIST 1

 

Promotion: OASAS employee having permanent competitive or non-competitive or 55b/c service in a clerical/keyboarding or paraprofessional title as follows:

 

            A.  three (3) years in a title allocated to Grade 7 or higher;

            B.  two (2) years in a title allocated to Grade 11 or higher; or

            C.  one (1) year in a title allocated to Grade 14 or higher.

 

Open Competitive: 

 

Bachelors Degree and two (2) years of professional clinical or professional administrative experience in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention or aftercare to a clientele who have alcoholism and/or substance abuse as their primary diagnosis.  A Masters Degree in a human services field may be substituted for one year of the required experience.

 

ADDICTIONS PROGRAM SPECIALIST 2

 

Promotion: One year of permanent competitive service as an Addictions Program Specialist 1, Grade 18. 

 

ADDICTIONS PROGRAM SPECIALIST 3

 

Promotion: One year of permanent competitive service as an Addictions Program Specialist 2, Grade 23. 

 

ADDICTIONS PROGRAM SPECIALIST 4

 

Promotion: One year of permanent competitive service as an Addictions Program Specialist 2, Grade 23, or an Addictions Program Specialist 3, Grade 25.

ADDICTIONS PROGRAM SPECIALIST 2 (GAMBLING), develops and coordinates the implementation of OASAS gambling treatment initiatives.  Identifies and tests multiple approaches to providing treatment services; develops treatment guidelines; coordinates gambling treatment efforts with other units within OASAS; develops and maintains relationships with local governments and community agencies, addictions prevention and treatment programs and citizens; and represents OASAS at forums involving local governments, municipalities, service providers, organizations and professional associations.

 

MINIMUM QUALIFICATIONS:

 

Open-Competitive:  A Bachelors Degree and four (4) years of professional clinical or professional administrative experience in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention or aftercare to a clientele with a primary diagnosis of problem gambling.  Co-occurring diagnoses of alcoholism or substance abuse may also be present.

 

*A Masters Degree in a human services field may be substituted for one (1) year of the required experience.
