BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this series guide, monitor, train, and provide assistance to local and community programs for youth. Incumbents oversee the funding of youth programs; provide technical support to the staff of local and community programs; certify local youth assistance programs; and ensure programs comply with Federal and State laws, regulations, rules, and policies.

 

These positions are found only in the Office of Children and Family Services (OCFS).

                                                            

DISTINGUISHING CHARACTERISTICS

 

YOUTH LOCAL ASSISTANCE PROGRAM SPECIALIST 1: full performance level; under the direction of a Youth Local Assistance Program Specialist 2; manage, direct, and oversee assistance provided to local and community programs; ensure that local youth programs comply with all applicable Federal and State laws, regulations, rules, and policies.

 

YOUTH LOCAL ASSISTANCE PROGRAM SPECIALIST 2: supervisory level; supervise Youth Local Assistance Program Specialists 1, or Children and Family Services Specialists; incumbents serve as the liaison to other State agencies, and local and community youth programs.

 

YOUTH LOCAL ASSISTANCE PROGRAM DIRECTOR: one position class; directly supervise Youth Local Assistance Program Specialists 2, and lower level staff;      manage, direct, and oversee activities of staff assigned to each OCFS local and community youth assistance program; ensure that contract funds are used appropriately, and that the staff of these programs are trained; ensure local and community youth programs comply with the terms and conditions under which State assistance is granted; and assess performance of local youth programs.

 

RELATED CLASSES

 

Children and Family Services Specialists administer service programs that offer assistance to children and families in need. Incumbents also provide technical assistance to youth agencies, and Office of Children and Family Services residential facilities for court-referred youth.

 

Children and Family Services Program Managers develop, monitor, and evaluate OCFS programs at the statewide level. Incumbents also give technical assistance to the staff of agency bureaus.        

 

ILLUSTRATIVE DUTIES

 

          YOUTH LOCAL ASSISTANCE PROGRAM SPECIALIST 1

 

Advises counties to develop and implement the Children and Family Service Plan, and the Annual Plan Update to address the needs of youth.

 

Manages contracts that support local and community youth programs, including: Healthy Families New York, Federal Family Violence Prevention Services, New York State Trust Fund, Private Public Partnership, Multi-Disciplinary Teams, Child Advocacy Centers, Kinship and Permanency Services, and AmeriCorps.

 

Conducts annual inspections of OCFS certified Runaway and Homeless Youth programs.

 

Identifies local and community agencies that are operating uncertified Runaway and Homeless Youth programs and advise supervisor.

 

Initiates and implements youth anti-trafficking programs and practices across New York State.

 

Establishes and maintains collaborative relationships with public and private agencies to support the Safe Harbor: NY Program.

 

Serves as the agency’s subject matter expert on human trafficking and the commercial sexual exploitation of children.

 

Supports OCFS Regional Office staff in promoting positive youth development across New York State, and assists these staff in conducting on-site assessments of OCFS approved programs.

 

Responds to the training needs of OCFS Regional Office staff and local and youth program coordinators.

 

Represents OCFS when participating in interagency planning, program development, and implementation at the State, local, and community levels.

 

Guides and supports the full array of initiatives that involve the Division of Child Welfare and Community Services, the Division of Child Care Services, and the Division for Juvenile Justice and Opportunities for Youth.

 

Participates in the development of regulations and program standards.

 

Ensures that programs for which the Division of Child Welfare and Community Services, the Division of Child Care Services and the Division for Juvenile Justice and Opportunities for Youth are responsible achieve established goals.

 

May supervise Children and Family Services Specialist 1.

 

          YOUTH LOCAL ASSISTANCE PROGRAM SPECIALIST 2

 

Manages child care contract units in the Division of Child Care Services, the Bureau of Youth Development in the Division of Child Welfare and Community Services and the Division for Juvenile Justice and Opportunities for Youth.

 

Oversees 200 contracts statewide with not-for-profit entities that provide after-school services, training, and technical assistance to child care agencies; services to families seeking child care for their children; employers attempting to assist their employees in accessing child care for their families; and other services that assist children and families in New York State.

 

Serves as a member of the division’s senior management team.

 

Supervises the staff of the Division of Child Care Services’ Child Care Resource Contract Unit, the Advantage After School Unit, and the Subsidy Unit.

 

Provides daily supervision to the Child Care Subsidy Unit which delivers technical assistance to the State’s 55 Local Social Services Districts.

 

Coordinates the review and approval of the Local Social Service Districts’ Child and Family Services Plans.

 

Develops and implements personnel procedures and practices to ensure compliance with agency standards and policies.

 

Ensures that the community-based programs funded through the Supervision and Treatment Services for Juveniles Program (STSJP) are achieving their stated goals and objectives.

 

Serves as the Training and Assistance Coordinator for STSJP, taking the lead in the Office of Community Partnership’s efforts to assist local jurisdictions as the jurisdictions develop and implement effective programs for at-risk youth.

 

Manages and supervises the Contracts and Evidence-Based Community Initiative staff in the Bureau of Community Services.

 

Collaborates with the regional Community Multi-Services Offices of the Division of Juvenile Justice and Opportunities for Youth to evaluate their effectiveness.

 

Advises the Associate Commissioner of the Division of Child Welfare and Community Services on policy matters that affect the Bureau of Youth Development.

 

Supervises Youth Local Assistance Program Specialists 1, and Children and Family Services Specialists 1 and 2.

 

          YOUTH LOCAL ASSISTANCE PROGRAM DIRECTOR

 

Leads, manages, and administers the youth local and community program assistance staff in the six OCFS statewide Regional Offices, to ensure that the goals and priorities of the agency are reflected in the activities of these staff.

 

Supports and guides the implementation of Federal and State initiatives that affect child welfare and community services.

 

Reviews and approves program improvement plans.

 

Guides Regional Office Directors in the comprehensive assessment, inspection, and supervision of public and private entities and programs in their regions.

 

Manages the implementation of a Continuous Quality Improvement approach to youth assistance programs at the State and local levels to improve the safety, permanency, and well-being of youth served by these programs.

 

Oversees and monitors support for child welfare services, through the implementation of the OCFS Child Welfare Practice Model.

 

Directs staff of the Regional Office Program Improvement effort in the development of a quality review process.

 

Measures performance of youth local and community programs against targets and standards developed under the guidance of the Executive staff of the Division of Child Welfare and Community Services.

 

Completes special projects assigned by the Deputy Commissioner of the division.

 

Supervises Youth Local Assistance Program Specialists 2, and lower-level staff.

 

MINIMUM QUALIFICATIONS

 

YOUTH LOCAL ASSISTANCE PROGRAM SPECIALIST 1

 

Non-Competitive: Bachelor’s degree and three years of experience in research, planning, program analysis or evaluation relating to human services or criminal or juvenile justice. Master’s degree is equivalent to one year of experience.

 

YOUTH LOCAL ASSISTANCE PROGRAM SPECIALIST 2

 

Non-Competitive: Bachelor’s degree and four years of experience in planning, organizing or operating youth services or community organizing related to human services. One year of this experience must be in supervision or management of a major program or in supervision of an evaluation or analysis program relating to these functions. Master’s degree may be substituted for two years of the general experience.

 

YOUTH LOCAL ASSISTANCE PROGRAM DIRECTOR

 

Non-Competitive: Master’s degree* and six years of experience in planning, organizing or operating youth services or community organizing related to human services. Four years of this experience must be in supervision or management of a major program or portion of a program.; OR Four years of this experience must be in evaluating or analyzing programs, including two years of experience at the supervisory level.

 

*Master’s degree in psychology, sociology, social work, criminal justice, education or rehabilitation or in a directly related field.
