BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series direct, plan and manage the operations of an Adult Career and Continuing Education Services  Vocational Rehabilitation (ACCES-VR) District Office(s).

 

          These positions are classified only in the State Education Department.

 

DISTINGUISHING CHARACTERISTICS

 

          ASSISTANT DISTRICT MANAGER VOCATIONAL AND EDUCATIONAL SERVICES:  has direct responsibility for the day-to-day operations and administration of the district office.  These positions only exist in offices in which a Regional Coordinator Vocational and Educational Services is based: these offices do not have District Managers.

 

          DISTRICT MANAGER VOCATIONAL REHABILITATION:  responsible for managing the ACCES-VR program for the geographic area served by the office; perform the functions of Assistant District Manager Vocational and Educational Services in District Offices in which no Regional Coordinator Vocational and Educational Services is based , and provides local leadership.

 

          REGIONAL COORDINATOR VOCATIONAL AND EDUCATIONAL SERVICES: responsible for directing and overseeing district offices and district office activities within a region, including supervising management staff of the ACCES-VR district offices for the regional area served by the district offices.

 


 

ILLUSTRATIVE DUTIES

 

          ASSISTANT DISTRICT MANAGER VOCATIONAL AND EDUCATIONAL SERVICES

 

Reporting to a Regional Coordinator Vocational and Educational Services, responsible for the day-to-day operation of a district office, including:  manages district office operations, productivity, workflow, staffing and organization, office automation and other resources needed; provides general supervision to office staff; prepares the offices annual budget and ensures that reporting systems are in place to facilitate budget preparation, and prepares periodic reports required by Federal or State statutes or ACCES-VR Central Office policy and procedures.

 

 

          DISTRICT MANAGER VOCATIONAL REHABILITATION

 

Directs and plans the operations of a District office, including:  budgeting, program and policy evaluation, vendor review, and management reporting for the ACCES-VR program for the geographic area served by the district office.            The District Manager develops linkages and coordinates with business and industry and with other service delivery systems and consumer groups with special emphasis on populations that are underserved.  Manages multiple contracts for service provisions within the district office geographical area.

 

          REGIONAL COORDINATOR VOCATIONAL AND EDUCATIONAL SERVICES

 

Provides leadership, coordination, and guidance to the district offices, service providers and community partners in their region; ensures consistent implementation of policy, procedures and internal controls; guides decision making; mentors office staff; brings a broad-based regional perspective to solving problems; ensures that quality services are provided to consumers and that strong ties are maintained with service providers and community partners in the region; carries statewide leadership responsibilities for contract management, budgeting and policy development.

 

MINIMUM QUALIFICATIONS

 

          ASSISTANT DISTRICT MANAGER

 

Promotion:  one year of permanent competitive service as an Associate Vocational Rehabilitation Counselor or two years of permanent competitive service as a Senior Vocational Rehabilitation Counselor or Senior Vocational Rehabilitation Counselor (Manual Communications) or Employment Specialist for Individuals with Disabilities 2.


 

 

DISTRICT MANAGER VOCATIONAL EDUCATION

 

Promotion:  one year of permanent competitive service as an Assistant District Manager Vocational and Educational Services or an Associate Vocational Rehabilitation Counselor or two years of service as a Senior Vocational Rehabilitation Counselor or a Senior Vocational Rehabilitation Counselor (Manual Communications).

 

          REGIONAL COORDINATOR VOCATIONAL AND EDUCATIONAL SERVICES

 

Promotion:  one year of permanent competitive service as a District Manager Vocational Rehabilitation, or two years of permanent competitive service as an Assistant District Manager Vocational and Educational Services or Associate Vocational Rehabilitation Counselor.
