Brief Description of Class Series

 

Managers Educational & Vocational Services Coordination oversee Adult Career and Continuing Educational Services - Vocational Rehabilitation (ACCES-VR) Statewide Central Office programs. Incumbents develop, implement, and monitor laws and regulations related to vocational rehabilitation services at the State Education Department.

 

 

Distinguishing Characteristics

 

Manager Educational & Vocational Services Coordination 1: oversees an ACCES-VR unit, such as the Transition Unit or the Quality Assurance Unit; supervises staff at the Associate Vocational Rehabilitation Counselor level and below; and collaborates with public and private agencies.

 

Manager Educational & Vocational Services Coordination 2: oversees a unit within ACCES-VR, such as Business Engagement, Service Delivery, or Policy, Training, Workforce Innovation and Opportunity Act (WIOA) Implementation; supervises staff at the Manager Educational & Vocational Services Coordination 1 level and below; prepares and reviews requests for proposals, fiscal reports, and grant proposals, and monitors vocational rehabilitation contracts.

 

Manager Educational & Vocational Services Coordination 3: oversees all ACCES-VR Central Office units; and monitors and oversees programs and policies related to vocational rehabilitation, high school equivalency programs, propriety school programs, and central office administration support services.

 

 

Related Classes

 

Assistant District Managers Vocational & Educational Services have direct responsibility for the day-to-day operations and administration of an Adult Career and Continuing Education Services Vocational Rehabilitation (ACCES-VR) district office. 

 

District Managers Vocational Rehabilitation are responsible for managing the ACCES-VR program for the geographic area served by the office; perform the functions of Assistant District Manager Vocational & Educational Services in District Offices in which no Regional Coordinator Vocational & Educational Services is based, and provide local leadership.

 

Regional Coordinators Vocational & Educational Services are responsible for directing and overseeing district offices and district office activities within a region, including supervising management staff of the ACCES-VR district offices for the regional area served by the district offices.

 

 

Illustrative Tasks

 

Manager Educational & Vocational Services Coordination 1

 

Supervises the Transition and Youth Services Unit.

 

·         Coordinates the creation and implementation of policies, procedures, and initiatives to provide ACCES-VR services to youth and students.

 

·         Coordinates Statewide strategies and plans to provide Pre-Employment Transition Services to students.

 

·         Coordinates with State and local agencies, and ACCES-VR District Offices to assist students and youth with disabilities in receiving services.

 

Supervises the Quality Assurance Unit.

 

·         Ensures compliance with the provisions of State and federal law and regulations and State Education Department policies in the placement of students through the Emergency Interim Placement System.

 

·         Ensures the timely approval of pre-school programs, school age programs for students with disabilities, and extended school year programs.

 

·         Coordinates the State Education Department’s responsibilities for monitoring early intervention programs in cooperation with the Department of Health.

 

·         Manages the publication and dissemination of all materials, art, and translations of special education policy documents and resources for stakeholders.

 

Manager Educational & Vocational Services Coordination 2

 

Oversees and manages all ACCES-VR contracts including Independent Learning Center contracts; and coordinates Requests for Proposals.

 

Develops Statewide policies and procedures that are consistent with the federal laws and regulations.

 

Oversees training of District Office staff and ACCES-VR vendors.

 

Oversees the State Rehabilitation Counsel which reviews the extent, scope, and effectiveness of ACCES-VR services provided to individuals with disabilities

 

Provides oversight and supervision of the Independent Living and the Interagency and Community Partnerships units.

 

Manager Educational & Vocational Services Coordination 3

 

Supervises Central Office ACCES-VR units.

 

Coordinates the delivery of VR services Statewide, ensuring timely development of policy and procedures, development of ACCES-VR’s employer outreach initiatives, and the development and implementation of internal controls.

 

Oversees agency finance operations, including accounting, purchasing, expenditure control, budget development, and the administration and management of grant funds.

 

Oversees activities to provide regional and central staff with the technical assistance, support, guidance, and information on special education policy, laws, regulations, and interpretations.

 

Oversees special education professional development and support services functions including establishing training priorities; liaises with institutes of higher education and ensures timely implementation of related initiatives.

Manager Educational & Vocational Services Coordination 1

 

Promotion: one year of permanent competitive service as an Assistant District Manager Vocational & Educational Services, Associate Vocational Rehabilitation Counselor, or Employment Specialist for Individuals with Disabilities 2.

Promotion: one year of permanent competitive service as a Manager Educational & Vocational Services Coordination 1.
