Classification Standard

BRIEF DESCRIPTION OF CLASS SERIES

            Parole Revocation Specialists act as advocates for the Department of Corrections and Community Supervision (DOCCS) in the parole revocation process.  All incumbents in this title series are sworn peace officers and may work in the field. 

DISTINGUISHING CHARACTERISTICS

            PAROLE REVOCATION SPECIALIST 1:  full performance level; evaluate, prepare, and present cases in a quasi-judicial setting, presenting evidence and witnesses, performing witness cross-examinations, making appropriate objections, and negotiating settlements of charges in accordance with agency policy, agency procedures, and the parolees criminal and supervision histories. 

            PAROLE REVOCATION SPECIALIST 2:  supervisory level; perform the full range of supervisory duties over a team of Parole Revocation Specialists and supporting professional and non-professional staff.

            SUPERVISING PAROLE REVOCATION SPECIALIST:  management level; functions as chief of the operation.

RELATED CLASSES

Parole Officers provide supervision and guidance to an assigned caseload of offenders released from State and local correctional facilities to ensure and assist in their compliance with the terms and conditions of release.  Incumbents perform both social casework and law enforcement functions.

ILLUSTRATIVE DUTIES

          PAROLE REVOCATION SPECIALIST 1

Represent DOCCSs interests at parole revocation proceedings.

·       Evaluate, prepare, and present cases in a quasi-judicial setting.

·       Appear and present testimony, witnesses, and evidence in a quasi-judicial setting.

·       Address and answer factual and process claims that arise. 

·       Present DOCCSs case.

·       Make opening and closing arguments.

·       Make and answer legal objections.

·       Examine and cross-examine witnesses.

·       Interview witnesses.

·       Prepare, draft, and obtain necessary documents, legal permissions, and legal mandates (such as subpoenas, affidavits, warrants, and statements of charges).

·       Select, prepare, and safeguard witnesses and evidence.

·       Negotiate settlements of charges in accordance with agency policy, agency procedures, and the parolees criminal and supervision histories

Provide advice, guidance, counsel, general assistance, and training to other professional staff regarding parole revocation and related matters.

Assist in establishing criteria for the selection of cases for hearing appearance and/or the level of involvement in the case by the Parole Revocation Specialist.

Monitor and ensure compliance by various participants in the revocation process.

Inform the various participants of the law, rules, regulations, and procedures, and relevant changes therein.

Coordinate the hearing process at designated hearing sites.

          PAROLE REVOCATION SPECIALIST 2

Perform the full range of supervisory duties over Parole Revocation Specialists 1 and various support staff assigned to the unit at issue.

Direct and coordinate the activities of Parole Revocation Specialists 1.

Assign work and determine priorities.

Advise the Supervising Parole Revocation Specialist of problems, any need for changes in policy or procedure, or various issues as they arise.

Provide technical guidance to Parole Revocation Specialists as needed involving their various duties.

Advise other professional parole staff as needed.

Evaluate staff and ensure that staffs work meets quality and quantity expectations.

Assist the Supervising Parole Revocation Specialist in the overall management of the operation.

May perform all Parole Revocation Specialist duties.

          SUPERVISING PAROLE REVOCATION SPECIALIST

Function as overall manager of the operation.

Provide direct supervision to Parole Revocation Specialists 2, and other professional staff within the operation as necessary.

Develop, implement, and update systems and procedures to administer the operation, as necessary.

Perform liaison functions and duties with other operations within DOCCS and other agencies as needed.

Work directly with legal and hearing officer staff.

Identify and address problems within the operation.

MINIMUM QUALIFICATIONS

          PAROLE REVOCATION SPECIALIST 1

Promotion:  one year of permanent competitive service as a Parole Officer.

          PAROLE REVOCATION SPECIALIST 2

Promotion: one year of permanent competitive service as a Parole Revocation Specialist 1.

          SUPERVISING PAROLE REVOCATION SPECIALIST  

Promotion:  one year of permanent competitive service as a Parole Revocation Specialist 2.
