Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

Lake George Marine Officers 1 and 2 are seasonal positions that patrol the Lake George Park to improve public safety, recreational quality and environmental protection through emergency response, boater assistance, public education and effective law enforcement actions. Officers are organized under the Division of Law Enforcement of the Lake George Park Commission (LGPC) and have Peace Officer status under New York States Criminal Procedure Law, Section 2.10(22), charged with the enforcement of all New York State and local laws, and agency rules and regulations. The Lake George Marine Officer 3 is a permanent position.

DISTINGUISHING CHARACTERISTICS

 

Lake George Marine Officer 1:  journey-level; works under the general supervision of a Lake George Marine Officer 2; must be able to work alone and exercise independent judgment in performing duties; has substantial contact with the general public and other law enforcement personnel, as required; may supervise temporary staff.

 

Lake George Marine Officer 2: first supervisory level; supervises Lake George Marine Patrol Officers 1.

 

Lake George Marine Officer 3: non-competitive; manages all law enforcement activities for the Lake George Park Commission.

 

ILLUSTRATIVE DUTIES

 

Lake George Marine Officer 1

 

Performs law enforcement activities within the geographical boundaries of the Lake George Park, to ensure the safety and security of the public and to preserve and protect the natural and historic resources of the park.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

     Lake George Marine Officer 2

 

May perform any of the duties of a Lake George Marine Officer 1. 

 

Under the supervision of a Lake George Marine Officer 3:

 

·       Supervises law enforcement activities for an assigned shift.

 

·       Schedules and assigns staff and reassigns staff to cover emergencies or events within a zone.

 

·       Prepares performance evaluations of subordinates, assists in developing training programs, and conducts on-the-job training and classroom instruction.

 

·       Conducts criminal and civil law enforcement investigations.

 

·       Acts as liaison between Lake George Marine Officers and other public safety agencies.

 

·       Approves minor repairs to marine patrol equipment.

 

·       Responds to emergencies and incidents.

 

·       Inspects, evaluates, and maintains marine patrol property and equipment and ensures the availability of supplies.

 

·       Performs administrative functions, such as the preparation reports, budget requests and duty rosters.

 

·       May be assigned to conduct background investigations, as needed, and may supervise law enforcement activities in a zone in the absence of a higher ranking officer within the Park.

 

 Lake George Marine Officer 3

 

May perform any of the duties of any subordinate Lake George Marine Officer. 

 

Under the general direction of the Lake George Park Commission Executive Director:

 

·       Manages all enforcement activities in the park, as directed by the director.

 

·       Performs and directs special investigations.

 

·       Coordinates operations with other public safety agencies.

 

·        Ensures the confidentiality and security of all Marine Patrol records.

 

·        Supervises all administrative functions for the Marine Patrol force, including budget preparation, maintenance of personnel and training records, equipment and supply inventory and control, and report preparation.

 

·        Reviews regatta permit applications.

 

·        Responds to FOIL Requests for law enforcement records.

 

·       Prepares recommendations and coordinates purchases and repairs of      marine patrol equipment.

 

·       Ensures compliance with all applicable policies, procedures and rules for subordinate employees.

 

·       Prepares annual reimbursement documentation for equipment and personnel.

 

·       Attends monthly law enforcement committee and general meetings to provide information on patrol and enforcement activities.

 

·       Assists in recruiting, interviewing and hiring of Lake George Marine Officer candidates, in coordination with the Executive Director.

 

·       Ensures that marine patrol staff has appropriate certification and training, and assists with the development and implementation of policies, procedures, rules and regulations.

 

·       Evaluates and approves posts for patrol coverage and implements changes as needed.

 

·       Manages and allocates law enforcement resources, and participates in emergency planning. 

 

·       Writes and coordinates Orders on Consent with affected public as allowed by the rules and regulations of the Lake George Park Commission, working in concert with program staff.

 

 

MINIMUM QUALIFICATIONS

 

Lake George Marine Officer 1

 

Open Competitive: high school diploma, high school equivalency diploma, or a USAFI GED high school level diploma. 

 

Lake George Marine Officers must: be at least 21 years of age and maintain New York State residency pursuant to the Public Officers Law; be qualified to be a Peace Officer under New York State Law; and must possess and maintain a valid and unrestricted Class D New York State Drivers License.

 

Lake George Marine Officer 2

 

Promotion: two years of permanent service as a Lake George Marine Officer 1.

 

Lake George Marine Officer 3

 

Non-competitive: a bachelors degree and two years of experience as a Lake George Marine Officer 2, NS; or an associate's degree  in law enforcement or a related field, and four years of experience as a Lake George Marine Officer 2, NS. In addition, candidates must qualify to be appointed as Peace Officers under New York States Criminal Procedure Law, Section 2.10 (22).
