Classification Standard

BRIEF DESCRIPTION OF CLASS

Positions in this title develop and capture multimedia content for numerous distribution channels such as radio, television, internet, and discs.  Incumbents record multimedia content using video and still cameras in both studio and field environments, coordinate and set up production lighting and audio, and execute post-production projects including editing videos, outputting compositions to the web and physical media.

These positions are only classified at the New York State Office of General Services, New York State Media Services Center.

DISTINGUISHING CHARACTERISTICS

Multimedia Production Technicians perform any of three roles in support of the New York State Media Services Center (MSC).  These roles include: Production Technician, Engineering Technician, and/or Planning and Logistics Technician.

Audio Visual Equipment Technician, non-competitive, installs, tests, operates, and maintains a variety of audiovisual equipment used throughout the State Fairgrounds facilities to include providing assistance on proper equipment use, maintaining audiovisual equipment inventory, coordinating requests for equipment, and purchasing audiovisual parts.

Audiovisual Production Specialist, competitive, produces professional quality video presentations in studios and in the field, including preparing scripts and story lines, operating video cameras and related equipment, and maintaining and controlling the use of such equipment and facilities.

Multimedia Production Program Specialist 1 and 2, competitive, designs and prepares educational, informational, and promotional materials including publications, multimedia, and video products to support the agencys mission. 

Multimedia Production Representative 1-3, non-competitive, produces and delivers video, radio, and web-based multimedia services for the Executive Chamber and all Executive Branch agencies at the New York State Media Services Center.

ILLUSTRATIVE DUTIES

Acquires multimedia content using video and still cameras in both studio and field production environments.

• Coordinates and sets up event and production lighting and audio.

• Identifies crew members needed for each electronic news gathering style and multi-camera production.

• Executes post-production projects including editing, output to web video, output to physical media, and DVD authoring.

• Provides crew services needed in the production of multimedia content and events.

When assigned the role of engineering technician, catalogs, and distributes multimedia content using the facilities of the MSC.

• Operates satellite uplinks, webcast encoders, video tape recorders, and file based video systems.

• Controls graphics display and insertion of content on both tape and file based systems.

· Maintains records of incoming and outgoing content.

• Identifies workflow and technology issues, and tracks resolution.

When assigned the role of planning and logistics technician, performs any the following activities and tasks.

• Collects and documents client production requirements.

• Identifies scheduling conflicts and develops contingency plans.

• Prepares equipment lists and staff assignments to fulfill production needs.

· Pulls equipment from inventory and prepares for field assignment.

· Returns equipment to inventory after assignments.

MINIMUM QUALIFICATIONS

Non-Competitive: four years of experience as a news videographer, studio camera operator, art director, copywriter, graphic designer, account executive, video editor, web designer, or similar position at a national network, local network television affiliate, cable news, commercial media production facility, or marketing or communications agency.  College study in a related field may substitute for up to three years of experience as listed above with thirty credit hours equaling one year of experience.
