BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this title series are responsible for the multimedia production, operations, engineering support, and technical consulting for the Executive Chamber and all Executive Branch agencies.  Incumbents are expected to contribute to the development of multimedia productions that include but are not limited to video, radio, and web-based material for all customers.

 

These positions are only classified at the New York State Office of General Services (OGS), Media Services Center. 

 

DISTINGUISHING CHARACTERISTICS

 

MULTIMEDIA PRODUCTION REPRESENTATIVE 1: full performance level; under the direction of a Multimedia Production Representative 2, performs any of three roles in support of the New York State Media Services Center (MSC): producer, operations engineer, and/or production planner.  Incumbents are responsible for the full range of operations and production projects within the MSC, including technical requirements of operations and production projects, and coordination and scheduling of all operations.

 

MULTIMEDIA PRODUCTION REPRESENTATIVE 2: advanced performance level; under the direction of a Multimedia Production Representative 3, performs any of three roles in support of the MSC: senior producer, senior engineer, and/or senior production planner.  Incumbents are responsible for the technical operation of broadcast and production systems, technical operations, and signal flow management; or for the operation of a central scheduling operation for all agency multimedia production and webcasting.

 

MULTIMEDIA PRODUCTION REPRESENTATIVE 3:  managerial level; under the direction of the Director Media Services Center, performs any of two roles in support of the MSC: director of creative services and/or director of engineering and operations.  Incumbents oversee creative services, technical operations, and/or master control operations within the MSC.

 

RELATED CLASSES

 

Multimedia Production Specialists 1 and 2, competitive, design and prepare educational, informational and promotional materials including publications, multimedia and video products to support the agencys mission.  Incumbents are responsible for a variety of projects depending upon the focus of the agencys program such as web design, multimedia, graphics, audio, digital, and print production.

 

Multimedia Production Technicians, non-competitive, develop and capture multimedia content for numerous distribution channels such as radio, television, internet, and discs at the New York State, MSC.  Incumbents record multimedia content using video and still cameras in both studio and field environments, coordinate and set up production lighting and audio, and execute post-production projects including editing videos, outputting compositions to the web and physical media.

 

ILLUSTRATIVE DUTIES

 

          MULTIMEDIA PRODUCTION REPRESENTATIVE 1

 

When assigned the role of producer, completes the full range of operations and production projects within the MSC.

 

·       Functions as crew chief for large multi-camera live productions in the studio and field.

 

·       Trains and directs production technicians.

 

·       Acts as director/technical director on live production events.

 

·       Functions as senior editor on advanced video production projects.

 

When assigned the role of operations engineer, supports the technical requirements of operations and production projects within the MSC.

 

·       Troubleshoots faults with broadcast and production systems.

 

·       Sets up and operates temporary production facilities including camera systems, webcasting encoders, and video switching systems.

 

·       Trains and directs master control operators.

 

·       Functions as engineer in charge on small and medium projects.

 

When assigned the role of production planner, coordinates all operations and production projects within the MSC.

 

·       Establishes and manages a master calendar of production projects and requests.

 

·       Meets with clients to identify their needs and translate into executable plans.

 

·       Maintains up to date listings of resources and commitments.

 

·       Researches and sources vendors to support production projects.

 

·       Manages and track progress of projects to ensure timely completion.

 

·       Prepares and issues invoices.

 

MULTIMEDIA PRODUCTION REPRESENTATIVE 2

 

When assigned the role of senior producer, leads the technical operation of broadcast and production systems.

 

·       Coordinates and directs the creative process.

 

·       Assesses, anticipates, and manages project risks, issues, escalations, and creative defects.

 

·       Maintains direct client contact including presenting proposals, pitching concepts, and offering intermediate work product for approval.

 

·       Functions as senior production leader on advanced video production projects.

 

When assigned the role of senior engineer, leads the technical operation and signal flow management through satellite, fiber, and webcast delivery systems. 

 

·       Installs, maintains, operates, and troubleshoots systems including multimedia production equipment, satellite ground stations, satellite remote vehicles, fiber optic systems, multimedia file storage systems, and internet delivery systems. 

 

·       Operates satellite transmission systems in compliance with all FCC regulations.

 

·       Provides crew services needed in the production of multimedia content and events.

 

·       Troubleshoots and repairs broadcast and production equipment.

 

·       Functions as engineer in charge on large productions or systems integration projects.

 

When assigned the role of senior production planner, leads the central scheduling for all agency multimedia production and webcasting within the MSC. 

 

·       Manages all MSC business operations including procurement, contracts, and internal controls.

 

·       Advertises MSC services available to State agencies. 

 

·       Acts as liaison with agency program staff on issues of long term planning and production scheduling.

 

·       Reviews scheduling and administration operations and develops criteria for evaluating performance and quality control.

 

·       Provides recommendations for and influences the formation and implementation of policies and plans as they relate to successful operations.

 

·       Functions as senior project manager.

 

MULTIMEDIA PRODUCTION REPRESENTATIVE 3

 

When assigned the role of director of creative services, oversees creative services within the MSC, to include the training and mentoring of agency communications staff in the area of multimedia production.

 

·       Manages creative services to ensure alignment of creative content, marketing and branding projects to client and executive branch specifications.

 

·       Writes, produces, and edits client projects.

 

·       Maintains consistent production quality and branding across all agency projects.

 

·       Collaborates with higher-level staff to review Creative Service operations and develops criteria for evaluating performance and goal attainment.

 

·       Provides recommendations for and influences the formation and implementation of policies and plans as they relate to successful operations.

 

·       Develops and maintains strong relationships with key stakeholders.

 

·       Supervises lower-level multimedia staff.

 

When assigned the role of director of engineering and operations, oversees all technical operations and maintenance of the technical plant.

 

·       Trains and directs all engineering and operations staff.

 

·       Maintains facility asset control inventory and technology replacement schedule.

 

·       Designs and integrates television production systems and control rooms.

 

·       Responsible for the protection of the state's FCC transmitter licenses including compliance, posting, and renewals.

 

·       Researches, recommends, and procures technology to maintain highest current production standards.

 

MINIMUM QUALIFICATIONS

 

          MULTIMEDIA PRODUCTION REPRESENTATIVE 1

 

Non-Competitive: six years of experience* in one or more of the following assignment areas with a national network, local network television affiliate, cable news, commercial media production facility, marketing communications agency or related operation.  College study in a related field may be substituted for up to four years of experience with 30 credit hours equaling one year of experience.

 

a.     Engineering or newsroom technology specialist, master control operator, media ingest operator, and/or media data center operator; OR

 

b.     Production planner, production assistant, traffic coordinator, assistant account executive, or assignment editor; OR

 

c.     News videographer, studio camera operator, art director, copywriter, graphic designer, video editor, producer, or web designer; OR

 

d.     Broadcast engineer, uplink engineer, maintenance engineer, or broadcast systems integration

 

*The specific experience varies for each position under recruitment.
