BRIEF DESCRIPTION OF CLASS

 

          State Police Director of Forensic Services is a non-competitive position that is responsible for the New York State Police Laboratory System. This laboratory provides all criminal justice agencies in New York State with advanced forensic analytical and investigative capabilities and expert testimony on matters related to the investigation, resolution and prosecution of cases. Forensic services are provided in the following areas: Biology (Serology and DNA), Controlled Substances, Drug Chemistry, Firearms/Toolmarks, Latent Prints, Toxicology and Trace Evidence.

          STATE POLICE DIRECTOR OF FORENSIC SERVICES: non-competitive; one-position class; directs all functions of the New York State Police Laboratory System.

 

RELATED CLASS

 

Director Forensic Services, at the Division of Criminal Justice Services, establishes, organizes and directs the Office of Forensic Services which is responsible for assisting the Commission of Forensic Science, DNA subcommittee, and other advisory bodies in regulating the forensic sciences, the accreditation of public forensic laboratories in New York State and develops and implements the statewide DNA Identification Index.

 

ILLUSTRATIVE DUTIES

 

Under the general direction of an Assistant Deputy Superintendent, directs and administers the forensic services of the New York State Police Laboratory System, encompassing the Forensic Investigation Center and three regional laboratory facilities; oversees the security and quality of forensic services; develops and ensures compliance with all official laboratory policy, consistent with related Division of State Police rules and regulations and administrative policies; oversees the accreditation of the New York State Police Laboratory System; prepares budget requests for personnel, facilities, equipment and instrumentation for the laboratory system; establishes laboratory policy, procedures and instructions regarding examinations, personnel matters and other administrative tasks; acts as a liaison with district attorneys, courts, police agencies and other government agencies involved in forensic and criminal justice services; maintains contact with other laboratories in the State of New York in order to ensure continuity of efforts and help eliminate duplication in analyses of evidence; oversees administration of all troop forensic identification units with regard to training, equipment, case review, technical procedures, safety and health, professional development, inspection and proficiency testing; oversees the Statewide Automated Fingerprint Identification System site; reviews and authenticates official reports; ensures that the management, operations, personnel procedures, equipment, physical plant and health and safety procedures of the Laboratory System have met, and will continue to meet, the established standards set forth by ASCLD/LAB-International; and monitors grants, and ensures that appropriate grant funded opportunities are solicited and obtained. 

 

MINIMUM QUALIFICATIONS

 

Non-Competitive: masters degree in a natural or physical science, forensic science,  public administration, business administration, criminal justice, or computer science and ten years of experience as a forensic analyst or forensic scientist, including at least seven years of managerial laboratory experience; or a Ph.D. degree in a natural or physical science, forensic science, public administration, business administration, criminal justice, computer science, medical technology, or pharmacy and eight years of experience as a forensic analyst or forensic scientist, including at least seven years of managerial laboratory experience.
