SUBJECT: Attendance and Leave Items – 2019–2023 State-PEF Negotiated Agreement and Changes to Management Confidential (M/C) – Bereavement and Family Sick Leave Benefit

The following material describes the new or revised attendance and leave provisions contained in the recently ratified Agency Police Services Unit (APSU) Agreement between the State of New York and the Police Benevolent Association of New York State, Inc. (PBANYS).

Article 12.8(e) — Actuary Table
Effective retroactive to December 31, 2011, the actuary table for calculating the value of the sick leave credit to offset health insurance premiums in retirement shall be the table applicable to the retirement system individuals retire from.

Sick Leave Credit
The State shall take all steps necessary to ensure that on or after June 27, 2017, members of the APSU shall be entitled to use up to two hundred (200) days of sick leave credits for retirement service credit.

Amended Article 14.3(a) — Family Sick Leave
Effective immediately, employees may use up to 25 days of accumulated sick leave per calendar year for illness or death in the family.
