Overview  

New York State agencies are hiring critical positions across New York State. To help agencies fill these critical positions, the Department of Civil Service has developed a hiring program called Hiring for Emergency Limited Placement, or HELP, that streamlines the appointment process to allow State agencies to hire diverse, qualified permanent employees quickly and without examinations. New State employees hired under the HELP Program will be appointed on a permanent basis.

The HELP Program temporarily removes the civil service exam requirement for more than 100 direct care, health and safety titles for thousands of positions across State agencies.

To date, nearly 7,000 individuals have been hired into health and safety positions through this program, helping to reduce the staffing shortages in these crucial roles. In May 2024, we will be launching an expanded program, NY HELPS, to streamline hiring of all job titles that are filled on an open-competitive basis positions. All HELP and NY HELPS open positions are now posted on StateJobsNY(External Link). It is now even easier for Jobseekers to find openings and connect with New York State agencies.

To narrow your search to NY HELPS jobs, click on "For the General Public", then "Vacancies", and enter "NY HELPS" in the search field.

Once you find the job you are interested in and qualified for, review the entire job posting. Directions to apply will be specified on each individual job posting.

NY HELPS

To help more New York State agencies hire talented candidates, the Department of Civil Service is implementing an expanded program - called the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program. Through NY HELPS, all State agencies will temporarily be authorized to make appointments to nearly any position typically filled on an open-competitive basis. With this expanded program, New York State is looking to hire and fill over 10,000 jobs.

Due to launch in May 2024, the expanded NY HELPS program will enable New York State agencies to hire diverse and talented candidates on a permanent basis to help grow the state workforce. This program temporarily removes the test requirement and instead only requires that a candidate meet the minimum qualifications of the title. If you meet the minimum qualifications, you can apply directly to the agency for consideration for the job.

HELP Job Titles  

There are more than 100 direct care, health and safety titles in the HELP program for thousands of positions across New York State. Jobs filled under the HELP Program provide critical services: If left unfilled, the basic health, safety, and daily needs of New Yorkers will not be met.

Traditionally, the titles filled under the HELP Program required job candidates to compete in a competitive examination to be considered for employment. For the duration of the HELP program these titles will be filled via non-competitive appointment, which means examinations are not required, but candidates must meet the minimum qualifications of the titles for which they apply.

At the end of the HELP program in April 2024, employees that were hired into positions under the HELP program will be then transferred into the competitive class, without further examination, and will continue their State careers on a permanent basis.
