*Due to the size of the candidate population for this test date, you may be assigned to either a morning or afternoon session on either Saturday, April 8, 2017, or Sunday, April 9, 2017, to take your test. Your admission notice will tell you where and when you are scheduled to appear. You cannot request a day or time in advance or change your scheduled day or time.

This TRANSITION EXAMINATION is one of several concepts included in a Memorandum of Intent agreed to by New York State and CSEA, and is designed to provide opportunities for employees within state service.

An open-competitive examination is being held at the same time as this transition examination. Agencies have the option of making appointments from either list. If you meet the requirements for the open-competitive as well as the transition examination, you may wish to apply for both. The appropriate processing fee must be filed for each examination.

The eligible list resulting from this transition examination will be used to fill two-year traineeships leading to Labor Services Representative and (Parenthetics) G-16.

Upon successful completion of the 12-month training as a Labor Services Representative Trainee 1, you will automatically advance to Labor Services Representative Trainee 2 at a salary of $42,833. Upon satisfactory completion of the 12-month training as a Labor Services Representative Trainee 2, you will be advanced to the full title of Labor Services Representative and (Parenthetics), without further examination, at a salary of $47,796.

An appointee's performance in the trainee position and in prescribed training and development programs will be observed and evaluated. The prescribed training and development program will include extensive on-the-job training and carefully designed and monitored work experience. An appointee not meeting required standards can be terminated at any time after the initial eight weeks and before completion of the traineeship. An appointee will be placed on leave from their permanent title and will revert to that title if they do not successfully complete the traineeship.

Minimum Qualifications

On or before April 8, 2017, you must be a qualified employee of the New York State Department of Labor and have had three months of permanent competitive, non-competitive, or labor class service in a title allocated to G-9 or higher. In addition, to qualify for Labor Services Representative Trainee 1 (Local Veterans��� Employment Representative), you must meet one of the following requirements:

Either 1. you must be a Veteran of the U.S. Armed Services who served on active duty for over 180 days for purposes other than training (unless you were released from active duty because of service-connected disability) and received a discharge other than dishonorable. A copy of your DD-214 will be required at the time of interview.

Or 2. you must be the spouse of a person in the U.S. Armed Services who died of service-connected disabilities, the spouse of certain active duty individuals forcibly detained or listed as missing in action, or the spouse of a 100% disabled Veteran;**

Or 3. you must have served as a member of a reserve component in the U.S. Armed Services under an order to active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and received a discharge other than dishonorable.**

**Your eligibility must be verified by the U.S. Department of Veterans Affairs at the time of interview.

If you were permanently appointed to a qualifying title on or before January 8, 2017, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience For Appointment from the Eligible List

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Advanced Placement: Appointees to these positions will serve a two-year traineeship. However, if beyond meeting the minimum qualifications you have one year of full-time experience as described below, you may be appointed directly to the Trainee 2 level, reducing the length of the traineeship by one year. If you have two years of full-time experience as described below, you may be appointed directly to the journey level. You must inform the Department of Labor of this experience at the time of the interview. Advanced placement appointments are at the discretion of the hiring agency.

The following is qualifying experience required for Advanced Placement:

  1. Providing employment, reemployment, training and labor market services to job seekers, employers, unions and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training programs and related grants, or reviewing and evaluating workforce development and training services��� applications; OR
  2. Examining unemployment insurance (UI) claims issues and making determinations to resolve complex or unusual problems related to eligibility for UI benefits; OR
  3. Performing one of the following tasks related to the UI hearing and appeals processes: reviewing and processing remands and adjournments; reviewing and processing party statements, replies and extension requests for appeals; reviewing cases submitted for UI hearings to ensure that they meet quality guidelines, and revising determinations that fail standards; OR
  4. Working for businesses that provide third party administration or employment, recruitment or staffing agencies and perform any of the following: assist employers in developing outreach, recruitment and hiring strategies; or assisting jobseekers by matching their skills, education, experience and professional interests to available employment opportunities; OR
  5. Assisting employers in complying with mandatory unemployment insurance registration, reporting and contribution requirements; or representing employers in presenting cases for unemployment insurance appeal hearings.

If you apply online, you should immediately review your email confirmation notice to verify that you applied for the correct examination. If you do not receive a confirmation number after submitting your online application, your application was NOT received by the Department of Civil Service. No late applications will be accepted after the filing deadline has passed.

Notes

  1. In accordance with Section 52.11 of the Civil Service Law, individuals serving permanently in the non competitive or labor class in a qualifying title (including those serving under Section 55-b/55-c) who otherwise meet the requirements for taking this examination are eligible to compete in this transition examination.
  2. Language Proficiency: The written test will be held in English. If you pass and are considered for appointment to one of the language parenthetics, you will be required to demonstrate your Chinese, Creole, Korean, Polish, Russian, or Spanish language proficiency at a level that will ensure your ability to perform properly the duties of the position. Only enough candidates to fill current vacancies will be called to the proficiency test.
  3. If you submit an application for any of the Language Parenthetics exams or No. 00-374 Local Veterans��� Employment Representative parenthetic exam, an application will automatically be submitted for No. 00-371 Labor Services Representative Trainee 1 at no additional cost.
  4. Labor Services Representative Trainee 1 (Local Veterans��� Employment Representative) has special minimum qualifications in addition to the usual "time in service requirement." If you are filing on the Internet, please list all pertinent information online. If you are applying on NYS-APP application form, you must list all pertinent information on the application. Attach additional sheets if needed.
  5. An open-competitive exam is also being held for these positions. The Department of Labor has the option of making appointments from either the transition lists or the open-competitive lists. If you meet the requirements for both examinations, you may file for both, following application processing instructions.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  2. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.
  3. Working and interacting with others - These questions test for the ability to accomplish work and maintain professional relationships with others in the workplace. Each question presents a situation and a number of possible approaches for handling it. Question topics may include working with supervisors and coworkers; interacting with members of the public; handling conflict; and managing workplace demands and priorities. The questions are not specific to any job title or place of work.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

As a Labor Services Representative Trainee 1, you would be trained, under supervision, to assist customers and provide services to the public in accordance with quality and quantity standards mandated by various laws, rules, and federal regulations. You would learn how to interview and elicit information from customers to ascertain services appropriate to meet their needs. Such services could include: eligibility determination for unemployment insurance benefits, making determinations regarding overpayments and forfeit penalties, reviewing cases submitted for unemployment insurance hearings, referral to employment opportunities and/or training programs, or various alternative services available from the Department of Labor and other public and private agencies. You would use computer applications and keyboarding skills to accomplish many of these activities.

As a Labor Services Representative Trainee 1 (Chinese/Creole/Korean/Polish/Russian/Spanish Language), you would perform the same duties as above and would be expected to serve customers who speak the respective languages.

As a Labor Services Representative Trainee 1 (Local Veterans��� Employment Representative), you would perform the same duties as described above for the benefit of eligible Veterans, transitioning service members, and other eligible persons. You would provide and facilitate a full range of employment and training services and advocate for Veterans with business-, industry-, and community based organizations. Limited out-of-state training will be required.

Multiple Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
