Transition examination open to all qualified employees of the New York State Thruway Authority.

An open-competitive examination is being held at the same time as this transition examination. Agencies have the option of making appointments from either list. If you meet the requirements for the open-competitive as well as the transition examination, you may wish to apply for both. The appropriate processing fee must be filed for each examination.

The eligible list resulting from this transition examination will be used to fill two-year traineeships leading to Assistant Traffic Supervisor, equated to Grade 18. The Traineeship consists of one year as a Trainee 1, equated to Grade 15 ($45,371) and one year as a Trainee 2, equated to Grade 16 ($47,868). Successful completion of the two-year traineeship, including mandatory coursework, will result in advancement without further examination to Assistant Traffic Supervisor, equated to Grade 18 ($53,402).

An appointee's performance in the trainee position and in prescribed training and development programs will be observed and evaluated. The prescribed training and development program will include extensive on-the-job training and carefully designed and monitored work experience. An appointee not meeting required standards can be terminated at any time after the initial eight weeks and before completion of the traineeship. An appointee will be placed on leave from their permanent title and will revert to that title if they do not successfully complete the traineeship.

Minimum Qualifications

On or before January 20, 2018, you must be a qualified employee of the New York State Thruway Authority and have had three months of permanent competitive, non-competitive, 55-b/55-c, or labor class service as follows:

Either 1. in a position allocated to Grade 10 or higher;

Or 2. as a Construction Equipment Operator Light, Grade 9.

Only the title(s) listed is qualifying for this examination(s).

If you were permanently appointed to a qualifying title on or before October 20, 2017, and have served continuously in this title since that date, you are eligible to file for this examination.

Qualifying Experience for Appointment from the Eligible List

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

License Requirement: Candidates must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.

Residency Requirement: New York State residence is not required to take this examination. Upon hiring you would be required to meet the maximum residence distance to Division Headquarters as referenced in the Authority's Vehicle Use Policy.

Notes

  1. Qualifications and other elements of the traineeship may be changed in the future and/or the traineeship may be discontinued as determined by the New York State Department of Civil Service.
  2. Background Investigation: Because of the nature of the position there is an investigative screening which may include a through character investigation. All convictions must be reported. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case is determined on its own merits and consistent with the applicable provisions of state and federal laws.
  3. In accordance with Section 52.11 of the Civil Service Law, individuals serving permanently in the non competitive or labor class in a qualifying title (including those serving under Section 55-b/55-c) who otherwise meet the requirements for taking this examination are eligible to compete in this transition examination.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Principles and practices of traffic and transportation technology - These questions test for knowledge of traffic and transportation technology concepts and their practical applications, including materials, terminology and procedures used, computations related to the construction and operation of roadways and related facilities, traffic and transportation studies and data interpretation, and safety issues.
  2. Traffic control devices and regulations and collection, analysis and presentation of data - These questions test for knowledge of the uses, placement, laws, rules and regulations related to various types of traffic safety and traffic control devices such as pavement markings, work zone markings, signs and traffic signals, and the proper procedures and terminology used to gather, evaluate, organize and utilize various types of technical data related to transportation and traffic studies.
  3. Interpretation of plans, charts, graphs and technical instructions - These questions test for the ability to read, analyze and perform simple computations based on technical written material and various types of technical drawings and graphic presentations. All the information needed to answer the questions is presented in the written information and/or drawings, charts and graphs.
  4. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.
  5. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Rank on the eligible list will be determined after adding any wartime Veterans' credits to your final passing score.

Credit for Seniority

Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Duties

As an Assistant Traffic Supervisor Trainee 1, you would, under the supervision of experienced division traffic personnel, learn all activities relating to the control of traffic within a Thruway Division. You would review and address all traffic control and safety concerns within a Thruway Division for highway worker and motorist safety; assist in emergency response, communication and diversion plans; perform accident investigations, collect evidence, and prepare written reports; and liaise with multiple agencies regarding traffic incidents, such as hazmat spill responses and Thruway authorized emergency towing and recovery services. You would review construction plans; perform on-site safety inspections; and review and coordinate traffic control plans. In addition, you may be required to conduct traffic safety training; assist with the planning and implementation of Intelligent Transportation System technologies; coordinate an abandoned vehicle program, an advertising device and logo program, and a long combination vehicle (tandem) program; coordinate and assist in the issuance and enforcement of Special Hauling Permits in accordance with special hauling permits guidelines; and operate the emergency backup radio system.

Important: The duties of this position will require working in adverse weather conditions and may require some physical exertion. In addition, you will be required to serve as a Division Traffic Duty Officer and be available for mandatory 24-hour callouts or overtime as deemed necessary. Travel, potentially outside of Division limits, and shift work may be required.

Eligibility for Examination

To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
