This TRANSITION EXAMINATION is one of several concepts included in a Memorandum of Intent agreed to by New York State and CSEA and is designed to provide opportunities for employees within state service.

Interdepartmental transition examination open to all qualified employees of New York State.

This examination is being held to fill vacancies at the New York State Department of Civil Service ONLY.

Minimum Qualifications

On or before July 12, 2023, you must be a qualified employee of New York State and have had permanent competitive, non-competitive, or 55-b/55-c service in an office assistant, or clerical/keyboarding title allocated to Grade 6 or higher.

Qualifying Experience For Appointment From The Eligible List: After one year of service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Order of Certification: The order of certification of this eligible list will be:

  1. Promotion Unit "All" eligibles
  2. Department "All" eligibles
  3. Interdepartmental "All" eligibles

The Positions: These positions exist in the Department of Civil Service only and are located in Albany, NY.

Duties

As an Employee Insurance Examiner 1, you would process transactions and respond to correspondence for the New York State Health Insurance Program (NYSHIP) for health, dental, vision, and life insurance benefits. You would communicate by telephone, email, and letters with enrollees, or state or local government agency Health Benefits Administrators (HBAs) to maintain enrollee health benefit records, and explain and interpret applicable rules, regulations, policies and procedures to HBAs, enrollees, or other applicable parties in State agencies or NYSHIP participating public employers by telephone or through written correspondence.

In addition, you would respond to New York State health benefits coverage and enrollment questions from enrollees and HBAs, using health and human resource information systems such as the New York Benefits Eligibility and Accounting System to perform the duties. In order to be successful in these positions, you must be comfortable using a personal computer, be familiar with the Windows operating system, and be capable of using several applications running simultaneously.

Notes:

  1. In accordance with Section 52.11 of the Civil Service Law, individuals serving permanently in the non-competitive class, in a qualifying title (including those serving under Section 55b/c) who otherwise meet the requirements for taking the examination are eligible to compete in this transition examination.
  2. An open-competitive examination is being held at the same time as this transition examination. Agencies have the option of making appointments from either list. If you meet the requirements for the open-competitive as well as the transition examination, you may wish to apply for both.

Subject of Examination

There is no in-person multiple-choice test. To be considered for appointment to this title, you must pass an online training and experience test.

The online training and experience test uses an online questionnaire to ask questions about your education, training, and work experience. The answers you provide to the questions will be rated and scored against the general requirements of the position.

The online questionnaire IS YOUR TEST and should be completed after submitting your application. You will not receive a score on this test unless you complete and submit the online questionnaire. You must complete and submit the online test by 11:59 pm on August 28, 2023.

To prepare for completing the online questionnaire (the online training and experience test), it may be helpful to have dates of completed education and work experience available for reference. Responding to these questions, and submitting your questionnaire, is required to complete the examination process.

If you pass, your seniority credit(s), if any, will be included in the computation of your final score. Your final score on the eligible list will be determined after adding any wartime Veterans' credits.

Credit For Seniority: Seniority is credited at the rate of one credit for each five-year period (or fraction thereof), excluding the first year of service.

Applicants are required to have a Personal NY.gov account and keep their email address up to date. The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment. To be considered a qualified employee eligible to compete in this examination, you must be employed in, or on leave from, the specified department or agency on a permanent or contingent permanent basis in the competitive class, or in the non-competitive class or labor class if specifically noted on this announcement (or be on an appropriate preferred list), and have the specified time in the specified title or salary grade. You may not compete in a test for a title if you are permanently employed in that title (unless you are still on probation) or in a higher direct line of promotion.
