MINIMUM QUALIFICATIONS: On or before September 15, 2006, you must possess a current New York State license as a registered nurse (RN) AND have a master's degree in nursing AND have three years of nursing experience of which two years must have been in the field of substance abuse (drugs including alcohol) services involving intake, evaluation, and/or assessment of patients with substance abuse problems.

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service.This information is also available here. You must pay the required evaluation fee.

THE POSITIONS: These positions exist in the New York State Education Department. There is one vacancy in Albany.

DUTIES: As an Associate in Nursing Education (Addictions), you would assist with the contract preparation and monitoring of Professional Assistance Program (PAP) contractors to ensure acceptable levels of service to nurses with drug addictions; conduct research and draft issue papers on topics affecting licensed professionals with addictions; respond to inquiries from applicants, licensees, PAP participants, and the general public regarding the Professional Assistance Program statute, Regents Rules, policies and procedures; analyze proposed State legislation affecting licensed professionals with addictions; draft opinions relating to proposed State legislation; assist in developing proposed legislation; prepare materials for Regents approval on regulatory Regents Rules changes in the PAP; supervise subordinate staff; monitor PAP participants; and assist in the preparation of meetings of the Committee for Professional Assistance.

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  • Managing and Supervising Subordinate Staff: Assesses analyzing information for problem solution; communicating information within an organization and across organizations; interacting with others for the purposes of accomplishing work; monitoring quality, quantity, and timeliness of work; designing and implementing action plans; assigning and scheduling work; and empowering others to act on their own initiative.
  • Written Communication: Assesses developing written communications, or reviewing written communications for mechanics, content, and appropriateness.
  • Analysis of Information: Assesses the ability to analyze memos, letters, tables, etc., to reach conclusions or to evaluate the reasoning and conclusions they contain.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

NOTE TO STATE EMPLOYEES: You MUST take the written test even if you have participated in prior years' Promotion Test Batteries. Banked Promotion Test Battery scores cannot be used for this open-competitive examination. Likewise, your score on the written test will not be banked. If you qualify for the Supervisors Promotion Test Battery, you MUST file a separate application for the Supervisors Promotion Test Battery if you want to bank the score from this test holding.

Test Guide: The Promotion Test Battery Guide is available to all candidates. This Guide is used for both the Promotion Test Batteries and for other examinations being given on the same dates as the Batteries. The Promotion Test Battery Guide provides an overview of the test process, as well as detailed information about job simulation exercises. Candidates are not permitted to bring the Guide with them into the test center.
