Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before June 4, 2011, you must have had two years of experience in the operation, maintenance, and repair of a sewage treatment plant AND two years of experience in the operation, maintenance, and repair of a water treatment plant. One year of this experience must have included overseeing the water and/or sewage treatment plan operations.

In addition, at the time of appointment and continuously thereafter, candidates must hold the appropriate Grade 1A, or 2 Wastewater Treatment Plant Operator's Certificate issued by the New York State Department of Environmental Conservation AND a Grade IIA, IIB or C Water System Operator's Certification issued by the New York State Department of Health.

Additional certification and/or licensure may be required depending on region of appointment.

Duties

As a Park Sanitation Superintendent, you would be responsible for managing park water resources, including water treatment plants, sewage treatment plants, general sanitary conditions, and all recreational water facilities within a State Park and Recreation Region in the Office of Parks, Recreation and Historic Preservation. You would also ensure that subordinate staff are properly trained, certified, and scheduled to provide maximum efficiency of the unit. You would be expected to maintain records and prepare various reports as required.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Operation and minor maintenance of pumps, valves, and related mechanical electrical equipment - These questions test for knowledge of the principles and procedures involved in the operation, minor maintenance, and repair of pumps, valves, and related mechanical and electrical equipment, including motors and electrical circuitry; and for the ability to identify various types of pumps, valves, and related equipment and understand their functions.
  2. Principles and practices of park facilities sanitation - These questions test for knowledge of the principles and practices involved in the effective and safe operation of park sanitary facilities, including such areas as restrooms, bathing areas, and all water recreational facilities.
  3. Practices and equipment used in the operation and maintenance of water and wastewater treatment plants - These questions test for knowledge of the principles and practices associated with the operation and maintenance of water and wastewater treatment plants, including such areas as objectives and purposes of plant processes, materials and equipment; terminology associated with water and wastewater treatment plants; and conditions and situations encountered in water and wastewater treatment plants, including safety concerns. Some questions may involve basic arithmetic calculations.
  4. Physics, chemistry and bacteriology related to water and wastewater treatment, including laboratory and field tests for plant operations - These questions test for knowledge of the principles and practices of water treatment, purification, sampling and testing; and wastewater treatment, disposal and testing, including such areas as the principles of physics, chemistry and bacteriology involved; terminology associated with water and wastewater treatment and testing; operating principles of the equipment and procedures used in water and wastewater treatment; measurements and measuring devices used in water and wastewater treatment; sampling water and wastewater and interpreting the results; and identification and characteristics of chemicals and bacteria involved in water and wastewater plant operations and testing. Some questions may involve basic arithmetic calculations.
  5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Multiple Examinations Scheduled for the Same Day

With the exception of written tests announced by New York City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call 518-474-6470 in the Albany area or toll free at 1-877-697-5627 [press 2, then press 1], no later than two weeks before the test date, to make arrangements for taking all tests at one test site. All tests will be held at the state examination center.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
