Minimum Qualifications

On or before February 19, 2011, you must have:

Either 1. a bachelor's or higher-level degree in natural resources planning AND three years of professional experience in local and/or regional planning involving natural resource analysis.

Or 2. A bachelor's or higher-level degree, including or supplemented by 36 semester credit hours in at least three (3) or more of the following areas: natural resources management; forest management; forest recreation; natural resources policy; environmental conservation; recreation planning; ecology; mapping and geographic information systems; environmental studies/science; watershed management; and/or wildlife management, AND three years of professional experience in local and/or regional planning involving natural resources analysis.

  1. Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Alfred E. Smith State Office Building, Albany, New York 12239.   2. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  3. New York State residence is not required.
  4. A promotion examination is also being held for this position. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  5. Although a promotion examination is being held, it is expected that appointments will be made as the result of this examination open to the public.

Duties

As an Associate Natural Resources Planner, you would be responsible for the coordination, development, and evaluation of major agency land planning activities related to natural resources and outdoor recreation. You would supervise and oversee staff involved in natural and physical resources information gathering, which includes conducting surveys, maintaining inventories, and developing plans; provide advice and technical assistance to agency staff regarding updates and revisions to statewide planning initiatives, including the Statewide Natural Resources Plan, the State Land Master Plan, and Unit Management Plans; serve as a liaison with other federal, state, and local agencies involved in land planning; and attend meetings and represent the agency on state and regional planning initiatives.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

  1. Geographic information systems (GIS) and mapping - These questions test for knowledge of the principles and practices involved in utilizing both geographic information system (GIS) data and global positioning system (GPS) concepts to develop, measure, map, and evaluate information on both natural and man-made terrain features.
  2. Environmental impact analysis, including identification, evaluation and mitigation of the effects of changes to the environment - These questions test for knowledge of concepts, principles, and procedures used in environmental impact analysis, including such areas as basics of the State Environmental Quality Review Act (SEQRA); identification and characteristics of impacted ecosystems and affected historic and cultural resources; sources and effects of pollutants and human activities on various environments; and techniques and procedures used in impact investigations, identification, control, remediation, and mitigation including the analysis, review, and documentation process.
  3. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  4. Educating and interacting with the public - These questions test for knowledge of techniques used to interact effectively with individual citizens and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.
  5. Evaluating conclusions in light of known facts - These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.
  6. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
  7. Administration - These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Multiple Examinations Scheduled for the Same Day

With the exception of written tests announced by New York City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call 518-474-6470 in the Albany area or toll free at 1-877-697-5627 [press 2, then press 1], no later than two weeks before the test date, to make arrangements for taking all tests at one test site. All tests will be held at the state examination center.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
