Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before October 29, 2011, you must have a bachelor's degree or higher in a human services field* and the number of years experience identified below in staff development and training in the addictions field. Experience must include developing addictions and/or substance abuse curricula and organizing and delivering such curricula to human services professionals. Qualifying experience must have been exclusively or predominately in the area of addictions and/or substance abuse. Mainstream classroom teaching or clinical group counseling outside of an addictions setting are not considered qualifying.

For Number 25-473: a bachelor's degree or higher in a human services field* and one year of the referenced experience above.

For Number 25-474: a bachelor's degree or higher in a human services field* and three years of the referenced experience above.

Non-Qualifying Experience

Examples of other non-qualifying experience includes, but is not limited to, classroom teaching, education lectures to patients/clients on addictions or substance abuse, routine clinical group counseling, or on-the-job training for staff.

*For the purposes of these examinations, a human services field includes disciplines related to the following: addiction studies, child and family studies, communication, communication disorders, community health, medicine; education, gerontology, health administration, human services, nursing, nutrition, occupational therapy, physical therapy, psychology, recreation therapy, creative arts therapy, rehabilitation counseling, social work, and sociology.

Notes

  1. You must clearly and sufficiently document on the NYS-APP application form how you meet the minimum qualifications. You must provide the estimated percentage of time spent on each activity in describing your job duties.
  2. Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. If you are applying on the Internet, you must mail the independent verification of equivalency to the NYS Department of Civil Service, Alfred E. Smith State Office Building, Albany, New York 12239.   3. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  4. New York State residence is not required.

Duties

As a Staff Development Specialist 1 (Addictions), you would, under the supervision of a Staff Development Specialist 2 (Addictions), assist with the development of training curricula for addictions training staff who provide treatment, prevention, and intervention services; assist with the delivery of training addiction curricula including direct counselor training and Train-the-Trainer sessions; review training evaluation data; and provide technical assistance to trainers and training coalitions.

As a Staff Development Specialist 2 (Addictions), you would, under the supervision of a Staff Development Specialist 3 (Addictions), function as the leader in the development of training curricula; organize and deliver training in addiction curricula to the addictions field; assess training evaluation data; provide technical assistance and resources; may supervise lower level staff; and perform special assignments.

Subject of Examination

There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. X X
2. Principles and practices of staff development and training - These questions test for the knowledge and abilities used to develop and deliver training. They address topics such as the assessment of training needs; instructional design; training methods and techniques; the use of training aids, materials, and technology; motivation; learning theory; classroom management; the evaluation of learning outcomes; and the usage of training-related data. 3. Understanding and interpreting written material - These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections. X  
4. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.   X

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Notice to appear for the test may be conditional as review of applications may not be made until after the test. Multiple Examinations Scheduled for the Same Day

With the exception of written tests announced by New York City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call 518-474-6470 in the Albany area or toll free at 1-877-697-5627 [press 2, then press 1], no later than two weeks before the test date, to make arrangements for taking all tests at one test site. All tests will be held at the state examination center.

Cell Phones or Electronic/Communication Devices at the Test Site

Do not bring cell phones, beepers, headphones, or any electronic or other communication devices to the test site. The use of such devices at the test site in the test room, hallways, restrooms, building, grounds, or other areas could result in your disqualification.
