*Due to the size of the candidate population for this test date, you may be assigned to either Saturday, June 6, 2015, or Sunday, June 7, 2015, to take your test. Your admission notice will tell you where and when you are scheduled to appear. You cannot request a day or time in advance or change your scheduled day or time.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,513 annual mid-Hudson adjustment.

Minimum Qualifications

On or before June 6, 2015, you must have:

For No. 25-862: seven years of experience in supervising the operation, maintenance (including HVAC), minor rehabilitation, and security of an occupied building; four years of such experience must have been in an occupied building with gross square footage of at least 250,000 or at a complex of occupied buildings with a gross square footage of at least 300,000. You MUST include the square footage with your NYS-APP. Failure to include square footage will result in the disapproval of your application. (See substitution below).

For No. 25-952: eight years of experience supervising the operation, maintenance (including HVAC), minor rehabilitation, and security of an occupied building; five years of such experience must have been in an occupied building with a gross square footage of at least 300,000 or a complex of occupied buildings with a gross square footage of at least 350,000. You MUST include the square footage with your NYS APP. Failure to include square footage will result in the disapproval of your application. (See substitution below).

For No. 25-953: ten years of experience supervising the operation, maintenance (including HVAC), minor rehabilitation, and security of an occupied building; seven years of such experience must have been in an occupied building with a gross square footage of at least 350,000 or a complex of occupied buildings with a gross footage of at least 500,000. You MUST include the square footage with your NYS-APP. Failure to include square footage will result in the disapproval of your application. (See substitution below).

Substitution: A bachelor���s degree in construction management, construction technology, facilities management, architecture, engineering, business, business administration, or public administration may substitute for up to four years of the general experience at the rate of 30 credits equaling one year. An associate���s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architecture technology, business, business administration, or public administration may substitute for up to two years of the general experience at the rate of 30 credits equaling one year.

  2. Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee.   3. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  4. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  5. New York State residence is not required.

The Positions

The majority of the positions exist at the Office of General Services in Albany and Manhattan. One Public Buildings Manager 3 position exits at the Office of Homeland Security and Emergency Services in Oriskany.

Duties

Public Buildings Managers 3, 4, & 5 are responsible for the supervision of subordinate staff, contract workers, and consultants in support of building operations, maintenance, security and special events. You will be responsible for setting policy for the agency; developing staffing plans and overseeing training programs; devising health and safety measures for employees and building tenants; overseeing building contracts; authorizing expenditures and directing the preparation of budget requests. Public Buildings Manager 3 incumbents perform these duties for large office buildings, a group of smaller buildings, or in conjunction with other managers in large office building complexes. Public Buildings Managers 4 & 5 perform these duties for a region of the State.

Subject of Examination

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. The written test is designed to test for knowledge, skills, and/or abilities in such areas as: For Examination Numbers

1. Review and interpretation of plans and specifications, the preparation of estimates, and oversight of contract compliance - These questions test for the ability to read and understand typical building plans, layouts, and technical specifications; the ability to calculate accurate estimates of material and labor costs, to oversee construction contracts, and to manage contract compliance. 2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. X X X
3. Project management - These questions test for knowledge of the concepts, terminology, procedures and evaluation techniques used in the planning and implementation of physical plant maintenance, rehabilitation, and repair projects including scheduling and overseeing such projects to completion. 4. Operation, construction, alteration, and maintenance of physical plants, including mechanical and electrical equipment - These questions test for knowledge of the methods and materials used in the construction, alteration, maintenance and repair of physical plant facilities including such areas as building foundation and framing, building hardware, insulation, and roofing; and building plumbing, electrical, sanitary, and heating, ventilating, and air conditioning systems. 5. Maintenance management and energy conservation - These questions test for knowledge of the principles and practices involved in managing a building maintenance and energy conservation program including such areas as determining the need for and scheduling building repairs; proper building maintenance techniques; and effective energy conservation practices for buildings, including optimal heating plant and cooling system operation. 6. Grounds maintenance - These questions test for knowledge of the principles and practices of grounds maintenance including such areas as lawn seeding, fertilization and upkeep; insect and lawn disease control; shrub and tree planting, pruning and trimming; minor roadway and sidewalk maintenance and repair, and snow and ice control. 7. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 8. Administrative techniques and practices - These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.   X X
9. Administrative supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.   X X

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.

Admission to Examination

Multiple Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site.
